Meeting Minutes
Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at
—4:00 and introductions were made by each; the meeting's attendance sheet is attached.
The May 2017 meeting minutes were approved. New Hanover County (NHC) staff introduced
and welcomed Bob Keistler and Jonathan Bingham of the US Army Corps of Engineers ( USACE)
Wilmington District (SAW) Civil Works Programs and Project Management Branch. Mr. Keistler
directs and Mr. Bingham manages the development of Wrightsville Beach's (WB) Validation
Report, Carolina Beach's (CB) Beach Renourishment Evaluation Report (BRER) as well as
NHC's coastal storm damage reduction (CSDR) projects.
Current Efforts:
WB's CSDR Project:
The USACE FYI work plan was released in May and the FYI WB CSDR project
was included. The funding types include project cooperation agreement (PCA) cost -
sharing, flood control and navigational mitigation. Recognizing industrial bidding
influences, the available funds appear project sufficient.
NHC's refined coastal modeling resulted in a suggested WB CSDR template with
55% maintenance volume placed north of Johnnie Mercer's Pier and 45% south. This
differentiation is based on modeled cross -shore and long -shore erosion potential.
These results and associated efforts (annual surveys, preliminary plans and
specifications) have been provided /offered in an effort to help expedite the USACE
bidding process for the 2017 -2018 environmental window.
The Wilmington District's project delivery team (PDT) has started developing the
Validation Report's annotated outline inclusive of scope, fee and schedule. Once the
scoping outline is complete, the approach will be circulated up the USACE's vertical
chain for review and comment. Current in -house scoping discussions include but are
not limited to economics, sand sources and environmental documentation.
Mason Inlet Relocation Project (MIRP)
The Atlantic Intracoastal Waterway (AIWW) & Mason Creek crossing project
successfully partnered with the Shallow Draft Inlet Fund at a 66/33 cost share
percentage.
The MIRP's annual physical monitoring report is being written. This 5 -year contract
must be re- advertised following completion of the 2017 annual report. The MIRP's
annual waterbird management efforts continue.
Carolina Beach Inlet Permit Modifications
The inshore dredge material management site ( IDMMS) permit has been issued by
the NC Division of Coastal Management and the Division of Water Resources. The
USACE permit modification is being written. A meeting with the USACE
Navigation Branch has been requested to review operational and compliance
stipulations.
A minor modification request to extend the placement location of the AIWW and
Carolina Beach Inlet maintenance material south overlapping the CSDR template is
also at SAW under review.
Carolina Beach CSDR Project, Beach Renourishment Evaluation Report (BRER).
NHC and Moffatt &Nichol presented a summary of the Engineering Analysis to be
included in the final draft of the Risk Management Plan. A copy of the approach and
results were provided for consideration as the USACE scopes the BRER.

Kure Beach CSDR Project
The USACE FYI 7 work plan included an FYI 8 KB CSDR maintenance project. The
funding types include project cooperation agreement (PCA) cost - sharing and flood
control. NHC is recommending the USACE carry these funds forward to FY 19
thereby retaining the KB CSDR's 3 -year maintenance cycle. Developing the plans
and specifications in early 2018 would allow for an early bidding process and
potentially the entire 2018 -2019 environmental window for construction.
Carolina Beach Inlet (CBI)
The Shallow Draft Inlet/Memorandum of Agreement quarterly meeting was held the 141'
in New Bern. Coast -wide inlet/dredging status was provided by the USACE Navigation
Branch and an accounting summary was provided by the NC Division of Water Resources.
CB Inlet is scheduled for dredging in mid -June and again just before the Merrill goes into
the shipyard for repair in October; the estimated dry dock is 6 to 8 months. The intent is
to make use of a SAW hopper dredges and the IDMMS during the Meg rill's shipyard
maintenance period.

Shoreline Mapping 2017
The field work has been completed, the data is being reduced and the annual report is being
developed.
Public Comment:
Mr. Keistler ( USACE) briefly described the challenges associated with the work plan and
the Districts approach; WB and Ocean Isle CSDRs in FYI followed by CB and KB in
FY19. The project targets are the allowed templates including the construction berms.
Mr. Keistler and Mr. Bingham shared an upcoming USACE meet and greet with the
incoming Colonel Clark and outgoing Colonel Landers. Anticipated on August 91h, the
event will be focused on NHC projects. Also noted was incoming General Holland
relieving General Turner in Atlanta, the South Atlantic District (SAD).
Mayor Swearingen questioned the potential of losing the PCA funds for the KB CSDR if
not used in FY 18. Mr. Keistler noted SAD was aware of the FY 18 contracting challenges
and the District was staying the proposed course unless otherwise directed.
Mr. Lambeth (Congressman Rouzer's Office) emphasized their efforts in communicating
with the US Coast Guard in terms of buoy relocations following inlet maintenance events.
Chairman Barbour briefly recapped the Atlantic Intracoastal Waterway Association
meeting recently held in Savannah Ga. The Chair noted the next meeting would
immediately follow the fall NC Beach Inlet and Waterway Assoc. meeting at the Blockade
Runner.
Vice -chair Andrew noted the next Coastal Resources Commission meeting is scheduled in
Greenville, NC on July 11 and 12.

Welcome /Introductions
Request approval of the May meeting minutes (emailed 11 May 2017).
Current Efforts:
Wrightsville Beach (WB) Coastal Storm Damage Reduction (CSDR) Project
• The US Army Corps of Engineers Fiscal Year 2017 ( USACE FY) workplan sufficiently includes the
WB CSDR FYI maintenance event.
• The NHC team provided the USACE an overview of our proposed (45% south and 55% north) plans
and specifications.
• WB's Refined Coastal Modeling Report is nearing completion.
• The next Validation Report project delivery team meeting is on 15 May 2017.
Mason Inlet Relocation Project (MIRP)
• The MIRP's 2017 Atlantic Intracoastal Waterway (AIWW) crossing project successfully cost shared
with the NC Division of Water Resources'(NCDWR) Shallow Draft Inlet Fund.
• The MIRP's 2017 physical monitoring report is being drafted.
Carolina Beach Inlet (CBI) Major Permit Modification Inshore Dredge Material Management Site (IDMMS)
• The major permit modification has been issued.
• NHC has requested a meeting with USACE Navigation to begin FY18 maintenance dredging
scheduling inclusive of the IDMMS.
Carolina Beach Inlet Minor Permit Modification
• NHC requested an extension of the CBI maintenance material placement area overlaying the CSDR
template; the application is under agency review.
Carolina Beach (CB) CSDR Project, Beach Renourishment Evaluation Report (BRER)
• The NHC team provided the USACE an overview of our DRAFT engineering assessment of value
lost should the 15 -year extension be denied.
• The USACE FYI workplan sufficiently includes the CB CSDR FYI maintenance event.
Kure Beach (KB) CSDR Project
• The USACE FYI workplan sufficiently includes the KB CSDR FYI maintenance event.
Carolina Beach Inlet
• The NCDWR's quarterly Shallow Draft Inlet meeting was held in New Bern the morning of 14 June.
• The USACE anticipates the next Merrill maintenance dredging event to begin the week of 12 June.
Shoreline Mapping 2017
• Shoreline transects are complete for the 2017 shoreline mapping program.
