WRFC Minutes 2017-05-23MINUTES OF SPECIAL MEETING OF THE BOARD OF DIRECTORS OF WILMINGTON REGIONAL FILM COMMISSION, INC. A North Carolina Non -Profit Corporation The Wilmington Regional Film Commission, Inc. (WRFC) held a special meeting at 8:30 AM, on May 23, 2017. Chairman Honorable Bill Saffo, Vice Chairman Mr. William Vassar, Honorable Jonathan Barfield, Ms. Carey Jones, and Mr. Jimmy Smith were present. In addition, Mr. Johnny Griffin was also present. 1. APPROVAL OF MINUTES FROM MEETING ON FEBRUARY 2, 2017. The minutes from the Board Meeting on February 2, 2017, a copy of which is attached as EXHIBIT A, were unanimously approved. 2. APPROVAL OF LETTER OF ENGAGEMENT. A Letter of Engagement, a copy of which is attached as EXHIBIT B, from Auditor Kemmy Goodson to conduct an audit of the FY 16/17 financials was unanimously approved. 3. APPROVAL OF FY17 -18 BUDGET. The proposed budget for FY17 -18, a copy of which is attached as EXHIBIT C, was unanimously approved. 4. MEMBERSHIP UPDATE. Mr. Griffin reported that the membership revenue for FY16 -17 is expected to be approximately $30,000. This exceeds the budgeted amount of $25,000. However, in general, the Commission has experienced a decline in each of the previous years in membership revenues. Mr. Griffin is hopeful that with expectations of an increase in Film Grant funding next year that membership revenue will grow in FY17 -18, or at least remain steady. S. PRODUCTION UPDATE. Mr. Griffin reported that the television series C'' 'GOOD BEHAVIOR" has begun filming for Season 2 and will continue through August. Additionally, interest from clients has increased and will hopefully lead to more work in the coming months. 6. MARKETING UPDATE. Mr. Griffin stated that the Commission exhibited at the annual Locations Tradeshow in Los Angeles in April in a combined booth with the NC Film Office, Charlotte Film Office, and Piedmont Triad Film Office. Mr. Griffin will attend both the CineGear Expo and the Produced By Conference in Los Angeles in June. In anticipation of the North Carolina Legislature providing additional funding to the NC Film Grant Fund by July, Mr. Griffin anticipates another trip to Los Angeles in July /August to meet with clients to "reintroduce" them to Wilmington. 7. LEGISLATIVE UPDATE. The state budget continues to make its' way through the legislature. We are hopeful that the funding for the NC Film Grant will remain at $30 million annually, or increase. We are also hopeful that the Film Grant funding will become "recurring ". We continue to maintain communication with our legislative delegation to support them in this effort. 8. OLD BUSINESS.
