New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, September 13, 2017 at
2:00 p.m. in the Lucie Harrell Conference Room (601), New Hanover County Government Center, 230
Government Center Drive, Wilmington, NC to review the following:
Saddlebred Acres – 8 residential lots, 7.83 acres (3600 block Prince George Avenue, Castle
Hayne Community)
Waterstone – 167 residential lots, 91.15 acres (100 block Edgewater Club Road, Porters Neck)
2:00 p.m. Saddlebred Acres (Conventional Plan) - Request by Tripp Engineering for TRC to consider
a one (1) year preliminary site plan extension for an eight (8) lot residential project near
the 3600 block of Prince George Avenue, Castle Hayne Community.
Saddlebred Project History
TRC preliminarily approved the project in September, 2015. Site plan approvals are valid
for two (2) years. To date, two of the lots that front Prince George have been recorded.
According to the applicant, economic conditions have prevented the project from being
totally completed (see attached letter).
2:15 p.m. Waterstone (Performance Plan Revision) – Request by Triump Development for TRC to
consider preliminary site plan approval of a 167 residential lot project located near the
100 block of Edgewater Club Road, Porters Neck Community.
Waterstone Project History
o Plan originally approved by TRC in August, 2015 for 149 lots
o Project revision approved administratively in March, 2017 for 147 lots with site design
adjustments
o Current project revision involves the purchase of an additional 5.12 acres increasing
the number of lots by 20 to a total of 167.

Re: Saddlebred Acres – Performance Subdivision
To Whom It May Concern:
At the September 9, 2015 Technical Review Committee (TRC) meeting, the TRC conditionally
approved the preliminary plat for Saddlebred Acres, a conventional residential development
consisting of 8 lots. The vote by the TRC was 5-0 with the following conditions:
1) Documentation from the Health Department must be provided stating that the proposed lots
can accommodate individual septic systems and wells prior to final plat approval.
2) All other applicable local and state permits/approvals must be provided.
Please note that additional local, State, and Federal regulations may be applicable to the
Saddlebred Acres development, including tree protection regulations.
Attending the meeting were Chairman Jordy Rawl (Planning Board) along with voting
members Brad Schuler (Planning/Inspections staff), David Candela (County Engineering), Bill McDow
(WMPO), and Ray Griswold (County Fire). Also attending the meeting were Sam Burgess, John
Townsend, and Ben Andrea (Planning/Inspections staff), Kent Harrell (CFPUA), Wallace Gray
(AT&T), Sharon Huffman (County Attorney’s Office), and Phil Tripp from Tripp Engineering, P.C.
Please remit eight (8) full size paper copies of the Saddlebred Acres preliminary plat
meeting the applicable conditions above for the TRC Chairman signature. Contact me if you have
