The New Hanover County Board of Commissioners met for Agenda Review on Thursday, August 17, 2017
at 4:01 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center
Drive, Wilmington, North Carolina.
Members present: Chairman Woody White; Vice-Chairman Skip Watkins; Commissioner Patricia Kusek;
and Commissioner Rob Zapple. Commissioner Jonathan Barfield, Jr. was absent.
Staff present: County Manager Chris Coudriet; County Attorney Wanda Copley; and Clerk to the Board
Kymberleigh G. Crowell.
Chairman White called the Agenda Review meeting to order and announced that the purpose of the meeting
is to review and discuss the agenda items for the August 21, 2017 Regular Meeting with discussions as noted:
Regular Item 16. Consideration of the City of Wilmington's Request for a Latent Fingerprint
Examiner.
In response to Board questions, Chief Deputy Ken Sarvis stated the City of Wilmington (City) currently
does not have a Latent Fingerprint position and the position will be funded 100% by the City. The City has requested
that the position be staffed at the New Hanover County Sheriff’s Office (Sheriff’s) Crime Scene Investigation (CSI)
facility. Criminal cases with hard forensic evidence against a defendant, such as a fingerprint match, typically are
expedited through the courts resulting in less time for defendants to be housed in the County jail. It takes approximately
two hours to process a latent fingerprint match which requires peer review. The Sheriff’s Office has three employees
certified to do peer review, but they have other collateral duties and one is a part-time employee. The City also does
not have a person to perform the peer review. This position will be full-time and by working in the CSI facility will
create efficiencies in being able to identify people who may be committing crimes in the City and the County. Having
the person staffed at the CSI facility benefits the City due to the Sheriff’s Office having peer review certified staff and
the equipment.
County Manager Coudriet stated that the person will be a County employee and enrolled in the County’s
benefit system. He reiterated that the City will be paying 100% of the incurred costs including benefits for the position.
Chief Deputy Sarvis further explained that this position will be responsible for making a positive identification on
fingerprints and will be handling 80% of the cases from the City and 20% of cases from the County.
Regular Item 17. Public Hearing - Special Use Permit Request (S-630, 7/16) – Request by Hellman,
Yates, and Tisdale for Optima Towers IV, Applicant, on Behalf of the Property Owner, Home Life, Inc., for a
Special Use Permit for a Telecommunications Tower on a 0.80-Acre Parcel Located at 2020 Corporate Drive.
Chairman White stated that the Board will be asked during Monday’s meeting to consider granting a request from the
petitioner’s representative to continue Regular Item 17 to a future meeting.
ADJOURNMENT
There being no further business, Chairman White adjourned the meeting at 4:07 p.m.
