PROCLAMATION
RECOGNIZING NEW HANOVER COUNTY'S FIRST RESPONDERS
WHEREAS, New Hanover County is proud to have dedicated law enforcement and
public safety professionals who serve our citizens unselfishly and bravely; and
WHEREAS, the citizens of New Hanover County are served by a group of highly
competent first responders, including: New Hanover County's 911 Telecommunicators,
Fire Rescue and Sheriff's Office professionals; the City of Wilmington's Police and Fire
Department professionals; New Hanover Regional Medical Center emergency medical
technicians and emergency room personnel; and
WHEREAS, these first responders risk their lives every day to protect our community
and its neighborhoods and respond to threats to the peace, safety, and health of our
citizens; and
WHEREAS, we seek to recognize and honor all of our first responders, especially those
who have gone beyond the normal call of duty.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that Wednesday, September 20, 2017 will be recognized as "First
Responder Day" in New Hanover County. The Board further recognizes and thanks those
who keep our community safe, healthy, and secure.

RESOLUTION AUTHORIZING THE REPAIR, RESTORATION AND ENCAPSULATION OF
REGISTER OF DEEDS RECORDS
WHEREAS, North Carolina General Statute 132 -7 provides that Board of County Commissioners of any
county may authorize that any county records in need of repair, restoration or rebinding be removed from
the building or office in which such records are ordinarily kept for the length of time required to repair,
restore, or rebind them; and
WHEREAS, New Hanover County Military Historical Documents from 1917, Block Book #301, Death
Books 2, 3, 4, 7 dated 1920 6, 7 dated 1912 -1920, 8, 9, 10, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23,
24; Miscellaneous deaths 1910 -1913, 1916, 1917, 1918; Birth Books 1, 5, 7, 8, 9 dated January - August
1921, 9 dated August/December 1921, 10, 11, 12, 13, 14/15, 16, 17/18, 19, 20, 21, 22, 23, 24, 25, 26, 27,
28/29, 30, 31/32, 33, 34, 35, 36, and 37 are in need of repair, restoration and encapsulation; and
WHEREAS, it is our obligation to maintain and preserve the historical documents contained in the New
Hanover County Registry to ensure for future generations that the people will have access to historical
documents in their original condition; and
WHEREAS, New Hanover County has entered into a contract with the Kofile Preservation to deacidify,
mend and encapsulate New Hanover County Military Historical Documents from 1917, Block Book #301,
Death Books 2, 3, 4, 7 dated 1920, 6, 7 dated 1912 -1920, 8, 9, 10, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21,
22, 23, 24; Miscellaneous deaths 1910 -1913, 1916, 1917, 1918; Birth Books 1, 5, 7, 8, 9 dated January -
August 1921, 9 dated August/December 1921, 10, 11, 12, 13, 14/15, 16, 17/18, 19, 20, 21, 22, 23, 24, 25,
26, 27, 28/29, 30, 31/32, 33, 34, 35, 36, and 37.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners does
hereby authorize and sanction Tammy Theusch Beasley, New Hanover County Register of Deeds, to
remove New Hanover County Military Historical Documents from 1917, Block Book #301, Death Books
2, 3, 4, 7 dated 1920, 6, 7 dated 1912 -1920, 8, 9, 10, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24;
Miscellaneous deaths 1910 -1913, 1916,1917,1918; Birth Books 1, 5, 7, 8, 9 dated January - August 1921,
9 dated August/December 1921, 10, 11, 12, 13, 14/15, 16, 17/18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28/29,
30, 31/32, 33, 34, 35, 36, and 37 from the New Hanover County Registry located in the New Hanover

Section 2: Explanation
BA 18 -002 budgets a grant from Smart Start of New Hanover County ( SSNHC) for the Reach
Out and Read program. New Hanover County Public Library (NHCPL), in partnership with
SSNHC and local pediatric clinics are working together to promote literacy. Funds will be used
to purchase books to distribute to children and maintain 'literacy rich' areas (brightly colored
rooms that are filled with puppets and books) in waiting and exam rooms at local pediatric
clinics. Roughly 3,600 children will be served. No County match is required.

Section 2: Explanation
BA 18 -004 budgets $1,000 of a $2,000 grant that was awarded by the North Carolina Department of Public
Safety. The other $1,000 was already in this year's budget. This is a United States Department of Homeland
Security grant that awards counties $1,000 a year but since Pender County decided to merge with New
Hanover County for these grant related activities New Hanover County received $2,000. This grant award
supports the hazardous material preparedness activities of the County's Local Emergency Planning
Committee. These funds will be used for hazardous materials emergency response planning, training and
related exercises.

Section 2: Explanation
BA 18 -005 adjusts budgeted revenues and expenditures by $35,646 to reflect additional Home and
Community Care Block Grant ( HCCBG) funds awarded to the County. The County match amount totals
$2,016.22 however, the necessary funds for the match are already budgeted so no additional funds will be
needed. The HCCBG Advisory Committee recommended that the additional funds be used in the
following areas: Home Delivered Meals, Congregate Meals, Senior Center Operations, In -Home Aide
Services, and Adult Day Care/Health.
BA 18 -007 budgets a new grant of $6,000 to provide home delivered meals to temporarily homebound
persons. This would be for cases where the individual has been recently discharged from a hospital or
rehabilitation facility and is in need of meals short-term (two to eight weeks) or until they are able to
independently function on their own. VOCAL (Volunteer Older Citizen Action League) applied for a
Catherine Kennedy Grant on behalf of the Senior Resource Center and was successful in securing the
grant. The goal is to get these individuals healthy and prevent rehospitalization or prolonged recovery.
The Senior Resource Center social worker and nutritionist will conduct a thorough in -home assessment
and pre /posttest on each individual while at the same time providing additional resources and referrals to
the individuals as needed. There is no County match required.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover
County, North Carolina, that the Ordinance for Budget Amendment(s) 18 -005 and 18 -007 amending the

Section 2: Explanation
BA 18 -010 budgets funds from the North Carolina Department of Agriculture and Consumer Services,
Division of Soil & Water Conservation, to remove from streams debris resulting from past and recent
hurricanes, ice storms, and tornadoes. The project title is "Stream Debris Removal Project." This award is
funded by state appropriations from the Disaster Recovery Act of 2016. The required match of $66,000 will
be met by using existing budgeted salaries and funds budgeted in the existing storm water drainage project.

Section 2: Explanation
BA 18 -013 budgets a donation received in the amount of $3,339 from Azalea Coast Marine Dealers
Association for the purpose of a Marine Public Service Announcement regarding boating safety, and
$1,000 of general donations to be used to promote the safety and welfare of the community.
BA 18 -017 Animal Services is budgeting funds from the escrow account for the care and protection of
animals to facilitate the construction of a cat adoption area. The initial fee will be for architectural
drawings. Once the drawings are complete they will enable Animal Services to make a determination as
to the best course of action to move this project forward. The proposed cat enclosure will improve the
oualitv of life for cats awaitine adoption.

Section 2: Explanation
In 2006, voters approved a $35.5M bond referendum for New Hanover County and City of Wilmington
Park and Recreation Bond Projects. This debt has been issued and the related projects are complete.
Interest in excess of budgeted amounts and project savings remain in the $35.5M Park Bond Capital
Project Fund for both the County and City. This budget amendment will approve the closure of the
$35.5M Park Bond Capital Project Fund. The County will have a reduction of Appropriated Fund
Balance in the amount of $44,745, as its share of interest and project savings will be transferred to the
debt service fund to pay Park Bond debt service. The City's portion will be budgeted as an expense to
pay a fraction of its share of Park Bond debt service for FYI 8.

LOCAL GOVERNMENTAL RESOLUTION
WHEREAS, the New Hanover County Sheriffs Office (herein called the
"Agency ")
(The Applicant Agency)
has completed an application contract for traffic safety funding; and that New Hanover County Board of Commissioners
(The Governing Body of the Agency)
(herein called the "Governing Body ") has thoroughly considered the problem
identified and has reviewed the project as described in the contract;
THEREFORE, NOW BE IT RESOLVED BY THE New Hanover County Board of Commissioners IN OPEN
(Governing Body)
MEETINGASASSEMBLED IN THE CITY OF Wilmington NORTH CAROLINA,
THIS DAY OF , 20, AS FOLLOWS:
1. That the project referenced above is in the best interest of the Governing Body and the general public; and
2. That New Hanover County Sheriffs Office is authorized to file, on behalf of the Governing
(Name and Title of Representative)
Body, an application contract in the form prescribed by the Governor's Highway Safety Program for federal
funding in the amount of $ 431000 to be made to the Governing Body to assist in defraying
(Federal Dollar Request)
the cost of the project described in the contract application; and
3. That the Governing Body has formally appropriated the cash contribution of $ 0 as
(Local Cash Appropriation)
required by the project contract; and
4. That the Project Director designated in the application contract shall furnish or make arrangement for other
appropriate persons to furnish such information, data, documents and reports as required by the contract, if
approved, or as may be required by the Governor's Highway Safety Program; and
5. That certified copies of this resolution be included as part of the contras eferenced above; and
6. That this resolution shall take effect immediately u on its adoption.
