Section 2: Explanation
BA 18 -018 Cape Fear Habitat for Humanity (CFHFH) plans to construct a workforce housing initiative
consisting of 27 homes along Daniel Boone Trail in the 6300 block of Gordon Road. This Public Private
Partnership opportunity would utilize a $212,463 County contribution and $60,000 in funding from the City
of Wilmington to extend water and sewer lines to 27 new homes. Cape Fear Habitat for Humanity will
provide funding for the 14 existing residences that, as a result of this project, will be required to connect to
sewer and possibly water. This results in retirement of 14 well and septic systems. This project will also
build a paved road to North Carolina Department of Transportation (NCDOT) standards which will allow
for future connectivity to undeveloped land east of the project. This project is expected to increase the
County tax base over $3 million by 2020. The source of funds for the county contribution is Appropriated
Fund Balance as, based on projections of year -end performance, the County met its maximum unassigned
fund balance range for Fiscal Year 2017.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County,
North Carolina, that the Ordinance for Budget Amen ment(s) 18 -018 amending the annual budget
ordinance for the fiscal year ending June 30, 2018, is dopted. t
