NOW, THEREFORE, be it resolved by the Board of Commissioners of the County of New Hanover that the Division of Highways is hereby requested to review the above described road(s), and to take over the road(s) for maintenance if they meet established standards and criteria. Executive Director SUBJECT: Appointment of DSSAssistant Director for Economic Services Tonya Jackson to the Eastern Carolina Human Services Agency, Inc. Board BRIEF SUMMARY: Eastern Carolina Human Services Agency, Inc. administers the Community Services Block Grant Program to provide services to low-income families in New Hanover, Onslow, Duplin, and Pender counties and receives funding by the State. Due to the grant requirements, three members from New Hanover County serve on its board. Members are selected to represent the low-income, private and public sector. The Agency is requesting the Board appoint one member who has an interest in advocating for low-income families. It is recommended that DSSAssistant Director for Economic Services Tonya Jacksonbe appointed to this board, for a one -year term to replace DSS Adult Services and Outreach Program Manager Leslie Smiley who served on this board as DSS works with most of the clients that may be assisted by this agency. Ms. Winstead both suggested and agrees with this recommendation. Board of Commissioners - December 18, 2017 ITEM: 4 NEW HANOVER COUNTY BOARD OF COUNTY COMMISSIONERS RESOLUTION APPROVAL OF PUBLIC OFFICIALS BOND WHEREAS, pursuant to Chapter 58 of the North Carolina General Statutes, the Board of County Commissioners conducts an annual review of public official bonds; and WHEREAS, said bonds have been reviewed by the County Attorney and found to be in full force and to be in proper format. NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of County Commissioners does hereby approve the Surety Bond for the Finance Officer, Sheriff, Register of Deeds, and Tax Collector. Currently, the County has certain supplies, materials, equipment, and apparatus that are surplus to its operations. A complete list of these items including a description is attached as Exhibits "A" and 1B." Following Board approval, non - profit organizations will have the opportunity to inspect and purchase the property prior to being sold by auction. Afterwards, all remaining property will be disposed of according to the procedures prescribed in Chapter 160A- 270(c) which authorizes the disposal of personal property electronically using an existing private or public electronic auction service. Staff proposes to utilize the services of GovDeals, an online internet based provider servicing governmental entities. Any items not sold electronically will be disposed of by any other method authorized by the Statutes including discarding. All surplus property will be sold "as is," all sales will be final and the acceptable forms of payment are cash, certified check, money order, and Visa or MasterCard. New Hanover County makes no express or implied warranties of merchantability of any surplus property, or part thereof, or its fitness for any particular purpose regardless of any oral statements that may be made concerning the surplus property or any part thereof. 4. A notice summarizing this resolution and the sale of the surplus property shall be advertised on the County's website and/or in the Wilmington Star News at least ten (10) days prior to the electronic public auction. Specifically, the Health Department will solicit a Hepatitis C Bridge Counselor to support viral hepatitis activities related to prevention messages, screening and testing for Hepatitis C Virus infection, and linkage to care. The primary purpose of this position and program is to link people who are infected with Hepatitis C virus to clinical providers for treatment. In addition, the Bridge Counselor will be responsible for providing disease specific patient education, and tracking the patient at specific milestones through the treatment cascade. One new Public Health Nurse Position (1.0 FTE) will be created, which will be fully funded by this state allocation. Funding will be recurring each year. The position will be eliminated when grant funding ceases. First year funding is a prorated amount of $40,000. Subsequent annual funding will be $80,000. Net change of this budget amendment will be an increase to the 2017 -2018 budget in the amount of $40,000. No County match is required. BA 18 -032 budgets funds received from the North Carolina Department of Health & Human Services ( NCDHHS) Environmental Health section to enhance the Vector Control program. New Hanover County has been designated to serve as regional experts on mosquito surveillance and control, and to strengthen those activities in the area. To prepare for the possible arrival of the Zika Virus in North Carolina, and for ongoing challenges of protecting citizens from this and other vector -borne diseases, it is imperative to give front line environmental health professionals the tools to identify and control vector insects in their jurisdictions. Funds will be used for the purchase of a Buffalo Turbine Sprayer for applying ultra -low volume larvicide. These funds were originally awarded in the 2016 -2017 budget year and approved for use by the Board of County Commissioners. Because of unforeseen delays in the delivery of the equipment last year, those funds were not able to be utilized and have been reallocated by NCDHHS for use in the current budget year. The general fund revenues exceeded expenses by $11,418,981 for the year. The general fund balance at June 30, 2017 was $107,822,300, of which $60,087,888 was unassigned. The unassigned fund balance as a percentage of general fund expenses represented 21 %, which aligns with our policy goal of 18% to 21 %. As the County reached its fund balance goal of 21 %, we were able to assign $1,227,010, or 0.4% of general fund expenses, to future capital outlay and capital improvement plan projects. In the fire services fund, expenses exceeded revenues by $1,716,876 leaving fund balance at June 30, 2017 of $1,422,330. The environmental management fund increased its fund balance by $1,467,467. The are no policy goals for the fund balances in these funds. Board of Commissioners - December 18, 2017 ITEM: 12 NEW HANOVER COUNTY FINANCIAL SUMMARY QUARTER ENDED SEPTEMBER 30, 2017 INTRODUCTION: Attached is a brief fiscal summary for select New Hanover County funds for the quarter ended September 30, 2017. Included is a summary of revenues and expenditures as recorded by the County for the General, Debt Service, Environmental Management, and Fire Services Funds. This information is provided to help keep you abreast of the financial status of the County on a regular basis throughout the fiscal year. GENERAL FUND HIGHLIGHTS: As the chart highlights, many revenues are not received, nor expenses paid, evenly throughout the year. • Ad valorem tax collections year to date are approximately 10.6% of budgeted amounts which is greater than prior year. Bills were mailed earlier this year and a greater number of payments were received. • Sales taxes are received from the State two and one half months following the month in which they are collected by the vendors across North Carolina. Thus, no sales tax has been received through the first quarter with the exception of a Medicaid hold harmless distribution. • Both intergovernmental revenues and human services expenditures are less than prior year primarily due to a successful transition of the Child Daycare Subsidy and Medicaid Transportation programs to the State system. The State will make most of these payments directly to the providers. • Other operating expenditures in County functions are in line with expectations through the first quarter running from 18.2 to 25% of annual budgeted amount with the exception of expenditures for Economic & Physical Development, Debt Service and Transfers which are not distributed evenly by month. Rather, expenditures are paid when due. • Beginning in fiscal year 2017, all debt service payments except Environmental Management and Fire Services debt are being made from the debt service fund. Until that time, the State required counties to make payments to providers of child day care and transportation, then the County was reimbursed by the State. The County's adopted budget had to reflect the full expense of the provider payments and an equal amount of Intergovernmental Revenue. As a result, funds originally budgeted in the County's Adopted Budget are no longer required. This agenda item reduces the overall county budget by $8,080,683. It should be noted that there is no change in the level of funding or service to be provided. This is not a case of over - resourcing, as no County dollars are involved in the provider payments for these programs. Rather, this is an administrative action resulting from a state -level policy change in how payments are processed. While New Hanover County will no longer be issuing these checks, County DSS and Finance staff will remain responsible for administration, eligibility assessment, documentation and verification for the programs. The State is considering similar changes later this fiscal year. Foster Care and Adoption Services may be transitioned to NC FAST, also changing the way those payments are made.
