Meeting Minutes
Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at
~4:00. Introductions were made by those present; the meeting’s attendance sheet is attached.
The November 2017 meeting minutes were approved.
Current Efforts:
Wrightsville Beach’s (WB), Coastal Storm Damage Reduction (CSDR) Project:
The Wilmington District (SAW) US Army Corps of Engineers (USACE) awarded
the FY18 CSDR maintenance event to Weeks Marine. The in-place volume is
estimated at 715,000 cubic yards recycled from the Masonboro Inlet borrow area.
The preconstruction meeting was held on 12Dec2018; an initial construction
schedule was provided at that time.

A regulatory (US Fish and Wildlife Service, NC Wildlife Resources Commission,
NC Division of Coastal Mgt., USACE Civil Works et.al) plumbing run site visit is
scheduled for 11Jan2018 @ 3:00 pm followed by a USACE overview with the WB
Town Council @ 5:30 pm.
WB’s Validation Study:
The project management plan (PMP) has been executed by all federal and non-federal
stakeholders. All federal and non-federal funds are in place ($850K). The USACE
has initiated the Validation Study efforts.
Carolina Beach’s (CB) Beach Renourishment Evaluation Report (BRER):
The PMP has been executed by all federal and non-federal stakeholders. All federal
and non-federal funds are in place ($750K). The USACE has initiated the BRER
Study efforts.
On 12Dec2017, New Hanover County (NHC) provided the USACE supplemental
geotech data from NHC’s CB CSDR permitting, Shallow Draft Inlet-5 (SDI-5)
permitting and the Inshore Dredge Material Management Site (IDMMS) permitting.
Kure Beach’s (KB) CSDR Project:
The offshore Borrow Area B vibracoring and geophysical contracts have been
awarded to American Vibracore and GeoDynamics respectively. A construction
schedule has been requested for both contracts. The geotechnical data will be used in
the FY19 KB CSDR maintenance event’s plans and specifications scheduled for
preparation in spring 2018.
On 7Dec2018, NHC made an initial request to the NC Division of Water Resources
in support of the FY19 KB CSDR project. Based on the USACE’s October 2017
work plan fund balance, a CSDR construction cost participation of 17.5%
($2,154,250.00) was requested.
Mason Inlet Relocation Project (MIRP):
The Board of County Commissioners approved the selected engineering/surveying
firm Gahagan & Bryant Associates for the MIRP’s upcoming five-year contract. The
contract is being circulated internally.
The MIRP’s 2017 permit monitoring requirements have been met and transmitted to
the USFWS and the NCWRC. The 2017 documentation included the Waterbird
Management Report and seabeach amaranth survey, the 2017 sea turtle nesting data,
any scarp management efforts and the sand compaction evaluations.
Carolina Beach Inlet (CBI)
The USACE special purpose dredge Currituck started a four-day (24 hrs./day) event
th
on Monday the 11. The Currituck will use the IDMMS. Before dredge surveys
indicated a potential removal volume of 20,000 to 23,000 cubic yards. The before

Public Discussion/Comment:
S. Shuttleworth (CB) asked why the Validation Study was $100K more than the
BRER. Staff noted the potential supplemental offshore borrow must be addressed
in the Validation Study.
Chairman Barbour and Vice-chair Andrew recapped recent participation by PWBC
members and staff in local, state and regional coastal infrastructure meetings.
Chairman Barbour noted the CB Inlet entrance buoys’ proper relocation efforts by
the US Coast Guard.
S. Shuttleworth (CB) suggested a visit to Raleigh introducing NHC’s projects to
new NCDWR staff. An alternative would be to invite NCDWR staff to the next
Beach Breakfast hosted by CB.
S. Shuttleworth (CB) noted the ongoing need to discuss current and future room
occupancy tax challenges.

Mason Inlet Relocation Project (MIRP)
The MIRP’s 2018-2022 Monitoring and Engineering Services selection has been approved by the Board of County
Commissioners. The contract is being prepared.
The 2017 permit compliance monitoring data (scarp management, placement compaction testing, waterbird monitoring,
sea turtle monitoring and sea beach amaranth monitoring) has been transmitted to the US Fish and Wildlife Service and
the NC Wildlife Resources Commission.
Carolina Beach Inlet (CBI)
The next maintenance event is anticipated to begin 8 December.
A four 24hr/day hopper operation (Currituck) is anticipated with deposition in the inshore dredge material management
site (IDMMS).
