HomeMy WebLinkAbout2018-02-14 Minutes Non-County Agency Funding Committee 2/14/2018 Meeting Minutes Present: Damien Buchanan (on the phone), Elizabeth DeBiasi, Neal Lewis, Bruce Mason, Randy Reeves, Shannon Winslow and Fred Gainey Staff/Administrative Support: Beth Schrader (facilitator) and Gwen Hill 1.Update to Work Schedule – While reviewing the agenda and future work plan, the committee decided to amend the work schedule to add time to review and discuss the questions and responses from the agencies prior to conducting the interviews. The amended work schedule is as follows: Date Topics to Covered 2/7 Overview of NHC Strategic Plan, FY17-18 NHC Adopted Budget and Services the County Provides, Non-County Agency Requests Relative to Allocable Budgets, Preliminary discussion re: Scoring Rubric and Weighting 2/14 Best Practices, Identify Buckets and Assign Non-County Agencies to Buckets, Finalize Scoring Rubric 2/22 Feedback on Existing Recipients, Discussions re: Aggregated Scores 2/28 Review and Discuss Questions and Answers 3/7 Interviews 3/20 Interviews 3/28 Allocation Decisions 2.Housekeeping Items 1.Adoption of Meeting Minutes - The Committee reviewed the 2/7/18 meeting minutes. Fred made a motion to accept the 2/7/18 meeting minutes as written. The motion was unanimously approved. 2.Strategic Plan - There were no additional questions related to the County’s Strategic Plan. 3.Questions for Non-County Agencies - In order to allow sufficient time for all committee members to provide their input, questions for the outside agencies are now due to Beth by noon on Friday 2/16/18. The committee requested that each agency receive an individualized email with only their agency’s specific questions and an invitation to the appropriate interview meeting(s) for their grouping. 3.Review Best Practices – Beth reviewed best practices which included: 1.Consistency 2.Transparency 3.Accountability 4.Encourage Collaboration 5.Amount $ Allocated to Agency Reasonable to Provide Program/Accomplish Outcomes 6.Consistent w/Strategic Focus, Priorities, and Service Areas 4.Identify “Buckets” / Assign Non-County Agencies / Set Interview Dates for Buckets 1.The committee sorted and grouped the individual programs / services into seven “buckets” or service areas, then identified which groups would be interviewed on which date. 3/7 Meeting  YWCA Lower Cape Fear – New Choices Economic Empowerment Program UNCW – Small Business Resource Coalition Kids Making It – Instilling Hands On Connection of Work to Income Phoenix Employment Services Job & Life Skills Programs (Step Up Wilmington) Blue Ribbon Commission – Voyage Summer Employment Program  Wilmington’s Residential Adolescent Achievement Place, Inc.
