SPECIAL MEETING
New Hanover County Board of Elections
May 1, 2018
5:00 P.M.

Attendees: Meredith Glicksman, Georgia Morgan, Bob Gatewood
Chairman Pollard called the meeting to order at 5:00 p.m. The New Hanover County Board of
Elections meeting was held at 230 Government Center Drive, Suite 38, in the conference room.
All members were present.
AGENDA
Member Getty moved that the agenda be approved as submitted. Motion carried unanimously.
MINUTES
Member Getty moved that minutes of the Board meeting held on April 24, 2018 be approved as
submitted. Motion carried unanimously.
PUBLIC COMMENT AND QUESTIONS
There were no public comments or questions.
NEW BUSINESS
a. Review of Absentee Ballot Applications
Director Hunter-Havens presented absentee ballot applications that were received prior to
the meeting, for Board approval or disapproval, in accordance with N.C. Gen. Stat. §§
163-229(b) and 163-230.1(c1). Vice Chairman Washburn moved that 2,293 absentee

ballot applications be approved. Motion carried unanimously. Three of the approved
ballot applications contained date discrepancies and were uploaded for review, as
requested by the State Board of Elections.
Ballot issues were discussed. Vice Chairman Washburn moved that one ballot application
be disapproved. Motion carried unanimously.
Chairman Pollard moved that staff be authorized to date stamp the ballot applications and
certificate envelopes after approval by the Board. Motion carried unanimously.
Chairman Pollard moved that staff be authorized to optically scan the ballots, in
accordance with N.C. Gen. Stat. §163-234(2a). Motion carried unanimously. All ballots
that require a hand count will be processed at the time set for counting absentee ballots.
The counting of all absentee ballots received by 5:00 P.M. on the day preceding the
election will occur on May 8, 2018 at 2:00 P.M.
Members signed the Poll Book of Absentee Voters.
Director Hunter-Havens prepared a pivot table from which she briefly cited some voter
statistics for the Board’s consideration.
b. 2018 Precinct Official Appointments
Director Hunter-Havens presented one recommended substitution to fill a Chief Judge
vacancy, for the 2018 Primary Elections, in accordance with N.C. Gen. Stat. § 163-41.
Chairman Pollard moved that the recommended Chief Judge substitution be approved.
Motion carried unanimously. A complete list of substitutions will be attached to the
minutes that contain approval of the final nominees.
GENERAL DISCUSSION
There was no general discussion.
ADJOURNMENT
Chairman Pollard moved that the Board meeting be adjourned at 5:18 p.m. The next Board
meeting for absentee review is scheduled to be held on May 7, 2018 at 5:00 p.m.
