Please illustrate on the plan which significant trees will be removed. A tree mitigation plan will be required prior to issuance of the land disturbance permit. The mitigation plan must illustrate the size and species of the significant trees being removed and their method of mitigation. Specifically, twice the amount of caliper inches removed must be mitigated by either planting additional trees or by making a payment into the County’s Tree Improvement Fund. All replacement trees must be 2-3” in caliper at planting, or a $295 payment may be provided in lieu of installing one replacement tree. Also, some of the labels cannot be read due to the tree symbols. 2. Please illustrate Plantation Landing Drive and Mungo Lane as right-of-ways, including the width of the proposed right-of-way and type (public/private). The County’s minimum width for a private right-of-way is 45’. Plantation Landing Drive should be designed to comply with the County’s collector road standard (50’ right-of-way). 3. It appears parking along Mungo Lane may occur within the proposed right-of-way. Each unit requires two off-street parking spaces located outside of the right-of-way. One parking space is 8.5’ x 18’. 4. Please add the street cross sections. 5. Please add the impervious surface area and percentage to the site data table. 6. Please illustrate the areas designated for active/passive recreation area and include the acreage. 7. 5’ sidewalks are required on both sides of the right-of-ways. 8. Please correct the setback lines along the eastern property line, which appear to not be matching the scale of the plan. The Parcel Frontage is limited and allows a single access corridor from Castle Hayne Road. A Floodway Corridor exists along the entire southern boundary and a narrow, separate parcel exists along the northern boundary. The existing southern subdivision’s roads terminate at the Floodway and the northern subdivision does not provide connectivity stub roads. The western end of the parcel abuts property owned by Duke Energy and not available for a possible road extension. The resulting impacts limit the ability to provide connective road stubs to the adjacent properties. A connection across the Floodway will be cost prohibitive based on the parcel’s development potential. Given the above constraints, a variance of the road length, links and nodes and connectivity will be required.
