From: Brad Schuler, AICP Current Planner Date: August 3, 2018 Subject: Carolina Beach Road High Density – TRC Review – High Density Development The following comments have been received for the April 25, 2018 TRC meeting: Planning, Brad Schuler 910-798-7444 1. Please update the plan with the following general corrections: o The scale appears to be 1” = 60’. o Please add the improved recreation area calculation (15% of the site) and delineate the area on the plat. Improved recreation areas may consist of grassed and landscaped areas or areas occupied by recreational activities. Stormwater management areas generally do not qualify as improved recreation areas. (Section 72-43(3)(C)3 of the Zoning Ordinance) 2. Has a tree survey been completed? A tree mitigation plan will be required during the permitting of the project if any significant trees are removed. The mitigation plan must illustrate the size and species of the significant trees being removed and their method of mitigation. Specifically, twice the amount of caliper inches removed must be mitigated by either planting additional trees or by making a payment into the County’s Tree Improvement Fund. All replacement trees must be 2-3” in caliper at planting, or a $295 payment may be provided in lieu of installing one replacement tree. 3. Are the units to be subdivided on individual lots, or will this be a condo development? Is yard area outside of the proposed structure included with the building area on the plan (i.e. patio area behind the unit)? 4. Please note that buffers are only required from existing residential development and undeveloped residentially zoned land within the General Residential or Rural Residential place types (Section 62.1-4). The land east of Road B is classified as the Urban Mixed Use place type. Carolina Beach Road – High Density Development Page | 2 Engineering, Tim Lowe 910-798-7072 1. NHC stormwater and land disturbing permits will be required. Fire Services, David Stone 910-798-7458 1. Fire Hydrants in place and properly spaced 2. No on street parking 3. No traffic calming devices without TRC approval 4. No Gates without TRC approval and Fire Services plan review 5. No further comments at this time. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. Utility Plan review required by CFPUA. 2. CFPUA water available through main line extension. Water is adjacent to the parcel. 3. CFPUA sewer is not adjacent to the parcel. Project sent to CFPUA Master Planning to determine the plan to serve the parcel with sewer. 4. DWQ permit application will require a Planning FTSE; as we are working towards incremental capacity upgrades at the downstream pump stations. 5. Capacity is also dependent on the analysis of the pipe collection system (gravity and force mains). 6. A capacity determination can be provided upon submittal of the NC DWQ FTA/FTSE Application Form and a Preliminary Plan, this determination does not guarantee capacity. 7. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by the Authority WMPO, Fred Royal 910-772-4120 1. The Trip Gen submitted did not use 10th edition of the Trip Generation Manual but the results using either manual do not meet the threshold of a TIA requirement. 2. No greenway is proposed along CBR in this area. 3. The NCDOT TIP Project U-5790 is proposed for ROW year 2022. This project is for the Monkey Junction flyover (US 421). NCDEMLR, Linda Lewis 910-796-7343 1. If the project will disturb >1 acre, or if it needs a CAMA Major permit, then a state stormwater permit is required. The stormwater application should be submitted to the Division. 2. It does not appear that SA waters are involved, so there are no extra design requirements for the proposed pond. Division of Coastal Management, Courtney Spears 910-796-7426 1. This project does not fall within the Division of Coastal Management’s Area of Environmental concern so no CAMA permit will be required. Carolina Beach Road – High Density Development Page | 3 Planning (Addressing), John Townsend 910-798-7443 1. Provide unduplicated street names for “Road A” and “Road B.” Proposed names will be reviewed and approved by the Planning and Land Use Department. It is recommended to provide several street name alternatives for each road. New Hanover County Schools, Marion Brill 1. SUCH UNSUITABLE MATERIAL SHALL BE REMOVEDTO A DEPTH AS SPECIFIED BY THE GEOTECHNICAL ENGINEER AND REPLACED WITH A MINIMUMOF SIX (6) INCHES OF STONE, OR AS DIRECTED BY THE GEOTECHNICAL ENGINEER.3.BEFORE BACKFILLING IS COMMENCED OVER PIPES AND OTHER INSTALLATIONS, EARTH FILLSHALL BE SOLIDLY TAMPED AROUND AND ABOVE THE PIPE TO A DEPTH OF ONE (1) FOOTABOVE THE TOP OF THE PIPE. CARE SHALL BE TAKEN TO PREVENT ANY DISTURBANCE TO THEPIPE OR DAMAGE TO NEWLY MADE JOINTS. THE FILLING OF THE TRENCH SHALL BE CARRIEDOUT SIMULTANEOUSLY ON BOTH SIDES OF THE PIPES IN SUCH A MANNER THAT INJURIOUS SIDEPRESSURES DO NOT OCCUR.4.THE MATERIAL FOR BACKFILLING SHALL BE FREE FROM ALL PERISHABLE AND OBJECTIONABLEMATERIALS. BEFORE PLACING ANY BACKFILL, ALL RUBBISH, FORM, BLOCKS, WIRES OR OTHERUNSUITABLE MATERIAL SHALL BE REMOVED FROM EXCAVATION. THE BACK-FILLING OVERPIPES SHALL BE PLACED IN LAYERS NOT OVER SIX (6) INCHES THICK AND COMPACTED TO AMINIMUM DENSITY OF NINETY-FIVE (95) PERCENT OF THE MAXIMUM DRY DENSITY ASDETERMINED BY THE MODIFIED PROCTOR COMPACTION TEST TO A DEPTH OF 12 INCHESBELOW FINISHED GRADE. THE LAST 12 INCHES OF BACKFILL SHALL BE PLACED IN LAYERS NOTOVER SIX (6) INCHES THICK AND COMPACTED TO A MINIMUM DENSITY OF NINETY-EIGHT (98)PERCENT OF THE MAXIMUM DRY DENSITY AS DETERMINED BY THE MODIFIED PROCTORCOMPACTION TEST.STORM DRAINAGE AND GR A D I N G N O T E S : 1.IN ACCORDANCE WITH NC GENERAL STATUTES, NPDES R E G U L A T I O N S , A N D N C D E Q REQUIREMENTS, STORMWATER DISCHARGE OUTFALLS S H A L L B E I N S P E C T E D B Y T H E CONTRACTOR.
