New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, August 8,
2018 at 2:00 p.m. in the Lucie Harrell Conference Room (601) of the New Hanover County
Government Center located at 230 Government Center Drive to review the following:
5308 Carolina Beach Road – High density development consisting of 100 townhomes.
Scotts Hill Apartments – High density development consisting of 192 apartments.
2:00 p.m. Item 1: 5308 Carolina Beach Road (High Density Development) – Request by
Paramount Engineering for a site plan for a high density development consisting of
100 townhome units. The property is located in the Monkey Junction community in
the 5300 block of Carolina Beach Road.

The following comments have been received for the April 25, 2018 TRC meeting:
Planning, Brad Schuler 910-798-7444
1. Please update the plan with the following general corrections:
o The scale appears to be 1” = 60’.
o Please add the improved recreation area calculation (15% of the site) and delineate
the area on the plat. Improved recreation areas may consist of grassed and
landscaped areas or areas occupied by recreational activities. Stormwater
management areas generally do not qualify as improved recreation areas. (Section
72-43(3)(C)3 of the Zoning Ordinance)
2. Has a tree survey been completed? A tree mitigation plan will be required during the
permitting of the project if any significant trees are removed. The mitigation plan must
illustrate the size and species of the significant trees being removed and their method of
mitigation. Specifically, twice the amount of caliper inches removed must be mitigated by
either planting additional trees or by making a payment into the County’s Tree Improvement
Fund. All replacement trees must be 2-3” in caliper at planting, or a $295 payment may
be provided in lieu of installing one replacement tree.
3. Are the units to be subdivided on individual lots, or will this be a condo development? Is
yard area outside of the proposed structure included with the building area on the plan (i.e.
patio area behind the unit)?
4. Please note that buffers are only required from existing residential development and
undeveloped residentially zoned land within the General Residential or Rural Residential
place types (Section 62.1-4). The land east of Road B is classified as the Urban Mixed Use
place type.

Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620
1. Utility Plan review required by CFPUA.
2. CFPUA water available through main line extension. Water is adjacent to the parcel.
3. CFPUA sewer is not adjacent to the parcel. Project sent to CFPUA Master Planning to
determine the plan to serve the parcel with sewer.
4. DWQ permit application will require a Planning FTSE; as we are working towards
incremental capacity upgrades at the downstream pump stations.
5. Capacity is also dependent on the analysis of the pipe collection system (gravity and force
mains).
6. A capacity determination can be provided upon submittal of the NC DWQ FTA/FTSE
Application Form and a Preliminary Plan, this determination does not guarantee capacity.
7. Capacity is issued to projects on a first come, first serve basis, when capacity is available,
the plans meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by
the Authority

1. The Trip Gen submitted did not use 10th edition of the Trip Generation Manual but the results
using either manual do not meet the threshold of a TIA requirement.
2. No greenway is proposed along CBR in this area.
3. The NCDOT TIP Project U-5790 is proposed for ROW year 2022. This project is for the
Monkey Junction flyover (US 421).

1. If the project will disturb >1 acre, or if it needs a CAMA Major permit, then a state
stormwater permit is required. The stormwater application should be submitted to the
Division.
2. It does not appear that SA waters are involved, so there are no extra design requirements
for the proposed pond.

1. This project does not fall within the Division of Coastal Management’s Area of Environmental
concern so no CAMA permit will be required.

IF NOT ADDRESSED IN THE REPORT THEN FOLLOWTHE RECOMMENDATIONS IN NOTES 2-4 BELOW.2. ANY UNDERCUTTING IN GOOD SOIL SHALL BE REPLACED AND THE REPLACEMENT MATERIALSHALL BE COMPACTED TO NINETY-FIVE (95) PERCENT OF MAXIMUM DENSITY OBTAINED ATOPTIMUM MOISTURE CONTENT, AS DETERMINED BY THE ASTM D 698 STANDARD PROCTORTEST METHOD.
