New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, November 21, 2018
at 2:00 p.m. in the Lucie Harrell Conference Room (601) of the New Hanover County Government Center
located at 230 Government Center Drive, Wilmington, NC to review the following:
2:00 p.m. Item 1: River Bluffs: Phase 3, Tract D (Revised PD) – Request by Norris & Tunstall on
behalf of River Bluffs Development Corporation for TRC to consider an adjustment to the
lot/design layout and Low Impact Development (LID) component to Phase 3 of the Master
Plan. The project is located near the western terminus of Chair Road.
Project History
Master Plan was adopted by the Board of County Commissioners in March, 2008 for 738
units. Since adoption, the Master Plan has been administratively approved by Planning
staff with respect to design and/or lot adjustment several times. To date, approximately
291 units/lots have been approved and recorded. A courtesy review of the project was
discussed at the November 7, 2018 TRC meeting along with the Low Impact Development
component.

Subject: River Bluffs: Phase 3, Tract D – TRC Review – Performance Site Plan
The following comments have been received for the November 21, 2018 TRC meeting:
Planning, Sam Burgess 910-798-7441
1. Provide in the notes on the site plan the layout adjustments including the housing component (single family &
townhomes).
2. Check the total number of lots approved. The total number of units has appeared to increase from 738 to 742.
Include aggregate base and asphalt depth to the private road cross-section on the plan.
3. As noted, the LID component will be managed by County Engineering.
4. The CCR (Continuing Care Residential) component will remain on the master site plan.
5. A new TIA will be required since the last approval in 2008 due to the age of the document and traffic count
changes .

1. County Engineering doesn’t have any objections to the revisions as shown. No additional comments. The
applicant will be required to submit full storm water and erosion control plans for approval during the design
phase.
Fire Services, Raymond Griswold 910-798-7458
1. If there are any sprinklered structures, a fire hydrant shall be within 150’ of the FDC.
2. A fire hydrant shall be within 150’ of the marina FDC.
3. An engineered Standpipe system shall be designed and installed for the marina.
4. No parking shall be allowed on any streets less than 26’ or less in width. This language will be added to the
HOA/POA covenants.

1. There are no CFPUA comments. If there are any changes to the utilities, CFPUA review will be required.

1. The 2008 TIA is no longer valid for this development due to the following:

i. The actual land use and intensity from the approved TIA is not what is platted or constructed to
date.
ii. Traffic counts are 11 years old.
iii. Phase II is not contemplated in the 2008 TIA
iv. The required mitigation improvements from the 2008 TIA have not been constructed.

1. Per Mr. Royal’s comments, NCDOT will wait on commenting till a new TIA is done.

1. The proposed project will require a state storm water management permit from the Division of Energy, Mineral
and Land Resources. If you have any questions, please let me know.
