Road(s) Description: Skeet Road located within section 2-D of Greenbriar Subdivision,
section 2 of Carmel at Vineyard Greens Subdivision,Laurenbridge
Subdivision, and revision of section 2-B of Beacon Woods
Subdivision in New Hanover County(Division File No: 1266-N)
WHEREAS, a petition has been filed with the Board of County Commissioners of
the County of New Hanover requesting that the above described road(s), the location of
which has been indicated on a map, be added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s) meets
minimum standards and criteria established by the Division of Highways of the
Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the above
described road(s), and to take over the road(s)for maintenance if they meet established
standards and criteria.

The foregoing resolution was duly adopted by the Board of Commissioners of the

RESOLUTION AUTHORIZING THE REPAIR, RESTORATION AND
ENCAPSULATION OF REGISTER OF DEEDS RECORDS
WHEREAS, North Carolina General Statute 132-7 provides that the board of county
commissioners of any county may authorize that any county records in need of repair,
restoration or rebinding be removed from the building or office in which such records are
ordinarily kept for the length of time required to repair, restore, or rebind them;and
WHEREAS,New Hanover County Deed Record Book 65, Miscellaneous Plats, Death Books 25,26,
27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52,
53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, Birth Books 40, 41, 43,44,46, 47, 48,49, 50, 52,
53, 54, 58, 59, 60, 61, 62, 63, 64, 65, 73, 74, 75, 77, 78, 79, 80, 81, and 82 are in desperate and
dire need of repair due to years of constant handling and use; and
WHEREAS, it is our obligation to maintain and preserve the historical documents contained in
the New Hanover County Registry to ensure for future generations that the people will have
access to historical documents in their original condition; and
WHEREAS,New Hanover County has entered into a contract with Kofile Preservation to deacidify,
mend and encapsulate New Hanover County Deed Record Book 65, Miscellaneous Plats, Death
Books 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48,
49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, Books 40, 41, 43, 44, 46, 47, 48,
49, 50, 52, 53, 54, 58, 59, 60, 61, 62, 63, 64, 65, 73, 74, 75, 77, 78, 79, 80, 81, and 82.
NOW,THEREFORE,BE IT RESOLVED,that the New Hanover County Board of Commissioners does
hereby authorize and sanction Tammy Theusch Beasley, New Hanover County Register of Deeds,

Section 2: Explanation
BA 19-029 is requested to appropriate fund balance for additional debris expenditures related to Hurricane
Florence. The first budget amendment related to Hurricane Florence was approved on October 1,2018 and
included an estimate for 800,000 cubic yards of debris to be picked up. Most recent estimates indicate the
debris to be picked up is 1,700,000 cubic yards of debris. Additional funds for debris removal,monitoring
and management expenses of$12,200,780 are required due to this change. Further,debris clearing and
removal was required at numerous park sites. An initial estimate of$200,000 was used for the budget
amendment approved October 1,2018. Actual expenditures required were$1,484,550,requiring an
additional budget of$1,284,550. The County is eligible to apply to the Federal Emergency Management
Agency(FEMA)and the N.C.Division of Emergency Management for public assistance. The amount of
reimbursement is not known at this time.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of New Hanover
County,North Carolina,that the Ordinance for Budget Amendment(s) 19-029 amending the annual budget
ordinance for the fiscal year ending June 30,2019,is adopted.
