2018-11-29 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 34 AGENDA REVIEW MEETING, NOVEMBER 29, 2018 PAGE 233 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, November 29, 2018 at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chairman Woody White; Vice-Chairman Skip Watkins; Commissioner Jonathan Barfield, Jr.; and Commissioner Rob Zapple. Commissioner Patricia Kusek was absent. Also present: Commissioner-Elect Julia Olson-Boseman. Staff present: County Manager Chris Coudriet; County Attorney Wanda M. Copley; and Clerk to the Board Kymberleigh G. Crowell. Chairman White called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the agenda items for the December 3, 2018 Regular Meeting with discussions as noted: Consent Item 2. Adoption of a Resolution Authorizing the Repair, Restoration and Binding of Register of Deeds Record Books. In response to Board questions regarding the cost for the 23-karat gold leaf binding for the record books, Registrar Tammy Beasley stated that all the books have the same binding and she is trying to keep them identical. She confirmed with Book Binders that the type of binding in the proposal is used all across the United States at no additional cost. She will be receiving documentation that she will share with the Board. Regular Item 5. Consideration of Budget Amendment 19-029 for Storm Debris Related Expenditures. In response to Board questions regarding the estimates for additional funds, Environmental Management Director Joe Suleyman stated the additional estimates are based on the assessment of different zones in the residential neighborhoods. He believes the local contracting base has been overwhelmed. Many of the tree crews that should have placed the debris out for the first pickup pass are just now getting to residents to place debris by the side of the road. The end of true storm debris is being seen and there is more illicit dumping that is believed to be part of regular yard maintenance that the County continues to clean up. The local North Carolina Department of Transportation (NCDOT) sent a report of a list of trees on the I-40 corridor that still need to be cleaned up, which is also reflected in the estimate. Also, costs were incurred for the satellite sites that were being operated, which continued receiving illicit dumping. He is confident this is the final ask for funds and confirmed he has received approval from the County Manager to overfill for two equipment operator positions. In response to Board questions regarding the new landfill cell, Mr. Suleyman stated the move to the new cell would occur by the end of January. Regular Item 6. Public Hearing and Rezoning Request by GSP Consulting, PLLC, Applicant, on Behalf of College Road Development Partners, LLC, Property Owner, to Rezone 8.04 Acres of Land Located in the 2600 Block of N. College Road to (CZD) B-2, Conditional Highway Business District (Z18-14). In response to Board questions, Planning and Land Use Director Wayne Clark confirmed this matter has been considered by the Board before and he is unsure if the plan is to build mini-warehouses. It would be the Board’s decision whether or not to remove that use. Regarding the traffic volume on North College Road which is at about 2,000 cars per day overcapacity, Mr. Clark confirmed it was a few percentages overcapacity in the Murrayville area. The Board requested a representative from the Wilmington Urban Area Metropolitan Planning Organization (WMPO) to attend Monday’s meeting to explain the traffic level of service. County Manager Coudriet stated the Planning Department is also working to include an explanation on the levels of service in the staff summary. A request was also made for a North Carolina Department of Transportation (NCDOT) representative to attend the meeting to explain the importance and impact of driveway permits. Regarding if the driveway shown on the plan affects the approval process or if it should be re-examined by staff, Mr. Clark stated it was his understanding from the applicant that when they modified the request, the driveway was part of the original drawing and was unable to be removed from the CAD drawing. He doesn’t believe it is needed now and the Board has the discretion to add as a condition to remove the driveway. He will share the NCDOT response stating that by connecting to the state roads, NCDOT must review the driveway and permit it. County Manager Coudriet added that the inference with the driveway permit is that there are transportation improvements the Commissioners might not see because it does not require a traffic impact analysis (TIA). There are transportation improvements NCDOT requires before it allows the property owner to connect into the state maintained roads and would be a condition of NCDOT’s approval at the site plan review stage. Additional Information: County Manager Coudriet stated that a request was submitted after the agenda deadline had already passed from a Small Business Administration (SBA) representative who wants to provide the Board an update on the deadlines associated with filing applications. Chairman White suggested to have the presentation take place right after the Consent Agenda.
