Committee Members Present: Chuck Davis, Jeff Hovis, Jen Johnson, Kathy King, Kristen McKeithan, Elise Rocks, Lori Wainright,
Florence Warren, Dr. Anne York
Absent: Evelyn Bryant, Melanie Frank, Owen Wexler
Staff Present: Tim Burgess, NHC; Tufanna Bradley-Williams, NHC Liaison; Dahria Kianpour, NHC; Suzanne Rogers, City of Wilmington
I.Call to Order
Ms. Wainright called the meeting to order. Quorum established. Members and public introduced themselves.
Assistant County Manager Tim Burgess introduced Tufanna Bradley-Williams, Community Affairs Coordinator, who will be the
new staff liaison for the committee. There was a brief discussion regarding role of the liaison and city staffing.
II. Approve Agenda
ahÇLhb Florence Warren MOVED, SECONDED by Jeff Hovis, to approve the agenda as presented. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
III. Approve Minutes
ahÇLhb Elise Rocks MOVED, SECONDED by Kathy King, to approve the minutes of November 27, 2018. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
IV. Public Comments:
Ms. King stated that there is construction being done on the railroad and that there was a lack of coordination with the City
of Wilmington to notify the public of the closed streets.
Ms. Johnson stated sidewalks are needed in the Carolina Place neighborhood and needs to be addressed due to residents who
have disabilities. The access is an issue and residents have trouble traveling. There are barriers due to the road bricks being
historic. Laura Dawson, Food Physics, suggested to contact Gloria Garton who is the Executive Director of the Disability
Resource Center Center for Independent Living.
Iris Baker, NHRMC, shared an invitation for a Northside town hall meeting at St. Marks Church from 6pm-8pm. One of the
purposes is to raise awareness and discuss achieving a safer community in the area.
V.Guest Speaker: Mebane Boyd, Chair of NHC Resiliency Taskforce
Ms. Boyd shared an update regarding the Resiliency Taskforce including the following information:
Vision: Together we will build a resilient and compassionate community.

Mission: Through a network of committed partners, we will transform and align all sectors of our community, creating a
resiliency-informed, family-focused system that measurably improves early childhood, academic, health, and social
outcomes for everyone.
The Pair of ACES:
Adverse Childhood Experiences: Maternal depression, emotional and sexual abuse, substance abuse, domestic
violence, homelessness, incarceration, mental illness, divorce, physical and emotional neglect
Adverse Community Environments: Poverty, discrimination community disruption, lack of opportunity, economic
mobility and social capital, poor housing quality and affordability, violence, Hurricane Florence
Trauma-Informed Approach

Resiliency Task Force Subcommittees: Steering committee, 0-8, Law Enforcement Justice, 4 to 12 Grade, Family/Faith
and Community, Healthcare, Data
Project Outline: Phase 1-Planning, Phase 2-Education, Phase 3-Taking Care of the Providers, Phase 4-Training, Phase 5-
Implementation, Phase 6-Sustain and Grow
Task Force Presentation at the Legislative Affordable Housing Breakfast
National Center for Disaster Preparedness: NC Trauma-Informed Communities Initiative Pilot:
Wilmington was selected as one of the counties to participate in the pilot
Community Resiliency Model Trainings
Discussion was held regarding the ACES evaluation, screening for ACES, and tools for how to address and improve the
outcomes. The task force is open for any individuals to join and can contact Ms. Wainright or Ms. Boyd for more information.
VI. Unfinished Business:
There was a brief discussion regarding the process for making recommendations to government officials. It was discussed that
recommendations are noted in the minutes and a report of the overall recommendations can be presented at the annual
update presentations during the City Council and County Board meetings.
ahÇLhb Elise Rocks MOVED, SECONDED by Kathy King, to present the Community Relations Advisory Committee yearly
recommendations during annual updates to the County Commissioners and City Council rather than send a recommendation
letter to both governing bodies.
VII.New Business:
Discussion was held regarding the committee orientation which was on January 15, 2019. Chair Bryant is scheduled to share
a presentation to the City of Wilmington in either March. Members are to gather information to possibly include for upcoming
presentation.

January 26, 2019 1pm-3pm at UNCW, Bear Hall 219: Coming to the Table Wilmington Chapter Meeting
January 29, 2019 6pm at Williston Middle School Media Center: Community Forum regarding Willison Middle School
changes.
Ms. Rocks shared information from an article she read that stated people are moving from the north to the south because
it is more welcoming and there are various opportunities available.
