2019-02-14 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 34 AGENDA REVIEW MEETING, FEBRUARY 14, 2019 PAGE 298 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, February 14, 2019 at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chairman Jonathan Barfield, Jr.; Commissioner Patricia Kusek; and Commissioner Rob Zapple. Vice-Chairwoman Julia Olson-Boseman and Commissioner Woody White were absent. Staff present: County Manager Chris Coudriet; County Attorney Wanda M. Copley; and Clerk to the Board Kymberleigh G. Crowell. Chairman Barfield called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the agenda items for the February 18, 2019 Regular Meeting with discussions as noted: Consent Item 5. Ratification of Bid Award for the Purchase and Delivery of Sand. In response to Board questions regarding clarification of the 16,000 tons of sand needed for the landfill, Environmental Management Director Suleyman stated that the amount of traffic and related tonnage has increased dramatically at the landfill post hurricane. As a result, an emergency permit modification was needed to acquire enough disposal capacity until the new cell is built. This provided Environmental Management the capacity needed. Normally, it would not be a crisis situation, but due to the increased traffic at the landfill over the past several months, the sufficient quantities of sand were not able to be hauled in to provide enough intermediate cover on the new 3:1 slope. One of the criteria met by the company was delivery of sand on Sundays. Consent Item 6. Approval for Library to Apply for a Library Services Technology Act (LSTA) EZ Grant. In response to Board questions, Library Director Harry Tuchmayer stated there is no County funding required. The grant funding is for design purposes only in order to determine what could be accomplished with the space. Having someone trained to look at the space will assist when the development is ready to move forward. Regular Item 13. Consideration of Modification to Cape Fear Habitat for Humanity’s Road Plan for Workforce Housing on Daniel Boone Trail. In response to Board questions, County Manager Coudriet stated the cost of the culverts is making the ability to turn the road over to NC Department of Transportation (NCDOT) standards unattainable. Cape Fear Habitat for Humanity Executive Director Steve Spain said that in order for NCDOT to take over the road, the existing 72-inch pipe culvert would have to be replaced by three 72-inch pipe culverts. The cost to do such is approximately $300,000. Habitat planned to build new developments with the existing and functioning culvert in place. The existing culvert did fine during Hurricane Florence and in the area the water rose above the creek anyway, but the culvert continued to move the water. Habitat feels it does not make sense to spend the extra $300,000 and therefore, wants to switch to a private road and would maintain it. In response to Board questions, Mr. Spain confirmed that 27 new property owners would pay road association fees to help with maintenance. Habitat will offer the existing residents the opportunity to join the road association and in exchange they will have deeded access, which they do not have currently. Habitat has spoken with several residents about it and plans to make sure this is financially viable even if none of the existing residents join. This will save $300,000 in construction costs and Habitat is willing to prefund the road association. Habitat will essentially assess itself for 27 lots before selling them and do a road assessment to do the pre-fund because it cannot charge the homeowners to a point where it’s not affordable. The total homeowners’ association (HOA) fee for each residence is estimated at about $25 per month, which will include the road fee. The estimate to prefund the road association is about $54,000 and each lot will be reassessed at $2,000 each. The hope is that when the culvert is dealt with in the future, NCDOT will take over the road. In response to Board questions, Mr. Spain confirmed the plan is to pave the entire length of the road and beyond where it goes now to NCDOT specifications, except for the $300,000 culvert. The existing homes will have culverts installed through the swale and will have driveways on both sides of the road. Other Business: Chairman Barfield requested information about the Memorandum of Understanding (MOU) that the state is requiring counties to sign with Departments of Social Services. County Manager Coudriet stated he would arrange a debrief for the Chairman before he attends the NCACC Board of Directors meeting this weekend.
