The New Hanover County Geographic Information Systems (GIS) identifies the property with parcel identification number (PIN) R00900-001-002-000 and indicates the property is owned by Hilton Properties Limited Partnership and is addressed as 4117 Castle Hayne Road. ECS further understands that proposed redevelopment incudes the use of the site as a sand mine. ECS has been requested to assess groundwater quality on the western-most portion, deemed ‘Phase I,’ of proposed sand mine development in relation to known areas of contamination in the portion deemed ‘Phase II.’ The areas depicted as Phase I and Phase II are included in Figure 2. Project information was obtained from conversations between Mr. William Toole of Robinson Bradshaw and ECS. ECS conducted a previous geotechnical engineering assessment of the property (ECS Project 22:26252 Dated February 6, 2018). The report described current site conditions as moderately wooded with a path around the perimeter with a cleared portion near the northern corner of the site. Groundwater depths measured at the time of geotechnical drilling ranged from 12.5 to 22.0 feet below ground surface (bgs). However, the groundwater levels may have been influenced by the use of drilling fluids. ECS also was provided a copy of the 2017 Annual Water Monitoring Report of the Northwest Site Area of the General Electric/Global Nuclear Fuel (GE/GNF) Site, which is located adjacent to the subject site (Amec Foster Wheeler Environment & Infrastructure, Inc. (Amec Foster Wheeler) Project 6550-16- 0001.02 dated May 22, 2018). The northwest site area is situated more than one mile from the active portion of the GE/GNF facility and the Northeast Cape Fear River. There are two areas of concern in the Northwest Site Area. These areas include the Former Calcium Fluoride Storage Area and the Former Lubricants Storage Area, as shown in Figures 1 and 2. These former storage areas were operated in the 1960s and 1970s and were subsequently removed upon cessation of operations. The former operations resulted in the unintended release of volatile organic compounds (VOCs), fluoride, and uranium to soils. The sources of the releases were either removed through excavation, or have depleted over time through natural attenuation. On behalf of GE/GNF, Amec Foster Wheeler conducted semiannual sampling events of 14 wells conducted in January and August 2017 with seven additional wells sampled annually in August in the Northwest Site Area. The 2017 monitoring results were generally consistent with previous monitoring and assessment results. Amec Foster Wheeler reported that the 2017 groundwater sampling and analysis data indicated that the concentrations are generally stable and attenuating through natural processes. Groundwater flow has been measured to flow to the north- northwest – towards adjacent swampy areas off-site – encroaching on to the subject site. Water samples were collected for analysis of VOCs from five groundwater monitoring wells and three surface water sampling locations near the former lubricants area. Numerous VOCs including vinyl chloride, cis-1,2-dichloroethylene, and trichloroethylene were detected above laboratory reporting limits or their respective NCAC 2L groundwater quality standard (NC2LGWQS) on-site and off-site. 2 Report of Environmental Assessment - Castle Hayne – Sand Mine 4117 Castle Hayne Road Castle Hayne, New Hanover County, North Carolina ECS Project Number 49:8748 Private and Confidential Revised February 27, 2019 Fluoride was detected in groundwater from well CAF-6B (2.3 milligrams per liter (mg/L)) in January 2017 and 2.6 mg/L in August 2017) and from well CAF-8B (2.3 mg/L in August) in excess of the 2 mg/L NC2LGWQS. CAF-6B is located immediately north of the former storage area and CAF-8B is located to the east CAF-6B on the Northwest Site Area. Of the 21 groundwater samples collected and analyzed for uranium, one sample from well CAF-7A at 0.06 mg/L was found to exceed the project-specific guideline value for the site of 0.045 mg/L. The uranium results for the two downgradient wells indicate that OCW-4A and OCW-4B (located off the property), did not exceed the 0.045 mg/L value, indicating that uranium is not migrating off of the property. Twelve of the 21 samples were measured for isotopic uranium. These 12 samples were found in excess of the natural abundance of 235U. These samples were collected from wells CAF-6A, CAF-6B, CAF-7A, CAF-8A, CAF-8B, CAF-12A, and OCW-4B. Historical data indicates uranium concentration trends have been relatively stable over time. These trends were consistent with the understanding that uranium is relatively immobile and remain at low concentrations in the Northwest Site Area. The report concluded that results demonstrated no evidence of new chemical releases and that human health and protection of the environment has been achieved and the current concentrations are not predicted to pose a significant threat to human health or the environment. ECS has been requested to sample groundwater at the Phase I proposed sand mine to assess for potential impacts from the adjacent GE/GNF Former Calcium Fluoride Storage Area and the Former Lubricants Storage Area. 2.0 SCOPE OF SERVICES The environmental assessment consisted of collecting groundwater samples. However, ECS originally proposed the collection of groundwater samples using a Geoprobe® by a subcontractor: Quantex, LLC, however, several paths transecting the site were altered by recent precipitation events. Due to the access limitations for the heavy drilling machinery, the temporary groundwater monitoring wells were advanced manually utilizing a decontaminated hand auger by Quantex, LLC on January 30, 2019. A photograph log documenting field activities is provided in Appendix A. 2.1 Public Utility Locate Prior to implementing the field activities, ECS contacted North Carolina One Call to locate/mark public utilities at the site. Required separation distances between subsurface activities and marked utilities (typically 30-inches) were maintained during the field activities. 2.2 Temporary Monitoring Well Installation and Abandonment Activities ECS supervised the manual installation of five temporary monitoring wells (TMW-1 through TMW-5) to collect five groundwater samples from the Phase I area at the subject site. Temporary monitoring wells TMW-1 through TMW-3 were installed in central wooded positions. Temporary monitoring well TMW-4 was installed near the down-gradient clearing at the northern portion of the subject site. Temporary monitoring well TMW-5 was installed near the Phase I/II boundary and property boundary shared by the adjacent GE/GNF property near the Former Calcium Fluoride Storage Area. The locations of the temporary monitoring wells are shown on Figure 2. Monitoring Well Construction Forms are included in Appendix B. 3 Report of Environmental Assessment - Castle Hayne – Sand Mine 4117 Castle Hayne Road Castle Hayne, New Hanover County, North Carolina ECS Project Number 49:8748 Private and Confidential Revised February 27, 2019 Temporary monitoring wells TMW-1, 2, and 5 were installed to a total depth of 20 feet bgs., temporary monitoring well TMW-3 was installed to a depth of 15 feet bgs., and temporary monitoring well TMW-4 was installed to a depth of 6 feet bgs. The temporary wells were constructed with one-inch inner diameter Schedule 40 PVC flush-threaded casing and screen. The PVC screen and casing were lowered into the open borehole. Lengths of slotted well screen with machined 0.010-inch slot widths and a threaded bottom plug were installed at the bottom of each well. A solid section of PVC casing was placed above the screened interval and extended to a point just above the ground surface. The annular space around each well was filled with a washed and graded, medium sand to approximately two feet above the top of the screen. Groundwater was encountered at depths ranging from 1.52 feet bgs to 16.61 feet bgs, as relatively gauged from the top of casing. Following the completion of the groundwater gauging and sampling activities, temporary monitoring well borings were properly abandoned and grouted. Copies of the well abandonment forms are included in Appendix C. 2.3 Groundwater Sample Collection Groundwater was purged and sampled subsequent to being pumped to the surface using a peristaltic pump with dedicated disposable polyethylene tubing lowered through the temporary monitoring well casing. Groundwater samples TMW-1 through TMW-5 were placed directly into laboratory prepared containers at each sample location. Groundwater sample containers were labeled with ECS project number, sample identification, sample date and time, and requested analytical analysis. The containers were properly packaged and placed into a cooler with ice to maintain the samples at approximately 4° Celsius (C°). Groundwater samples were submitted for chemical analysis for VOCs using EPA method 8260, fluoride using EPA method 300.0, total uranium using ASTM Standard D5174, and isotopic uranium using HSL 300. Groundwater laboratory analysis was conducted by Pace Analytical Services, LLC (Pace) located in Huntersville and Asheville, North Carolina and Greensburg, Pennsylvania. ECS maintained proper COC procedures throughout the sample collection and transportation process. Copies of the COCs are included in Appendix D. 3.0 ASSESSMENT RESULTS •Laboratory analysis of the groundwater samples collected from temporary monitoring wells TMW-1 through TMW-5 did not report detections of VOCs above laboratory reporting limits. •Laboratory analysis of the groundwater samples collected from temporary monitoring wells TMW-1 through TMW-3 did not report detections of fluoride above laboratory reporting limits. Fluoride was detected at 0.36 and 0.39 mg/L in the groundwater samples collected from temporary monitoring wells TMW-4 and TMW-5, respectively, below the NC2LGWQS of 2 mg/L. o ECS notes that the presence of fluoride in groundwater is the result of natural and/or anthropogenic sources. Natural sources are associated to the geological conditions of an area. Report of Environmental Assessment - Castle Hayne – Sand Mine 4117 Castle Hayne Road Castle Hayne, New Hanover County, North Carolina ECS Project Number 49:8748 Private and Confidential Revised February 27, 2019 4 •Laboratory analysis of the groundwater samples collected from temporary monitoring wells TMW-1 through TMW-5 reported detectable concentrations of uranium in groundwater ranging from 0.000138 mg/L to 0.00711 mg/L, below the Environmental Protection Agency (EPA) maximum contaminant level (MCL) for National Primary Drinking Water Regulations for uranium of 0.03 mg/L. A summary of the groundwater analytical results are provided on Tables 1 and 2. The laboratory analytical package is included in Appendix D. 4.0 CONCLUSIONS Based on the results of the field activities and laboratory analysis, the detected concentrations of inorganic compounds such as fluoride and uranium, in areas where assessed, were not reported at concentrations exceeding their regulatory standards. VOCs were not detected at concentrations above laboratory reporting limits in each of the groundwater samples. The concentrations of fluoride and uranium, in areas where assessed, are considered consistent with the findings of the 2017 Annual Water Monitoring Report of the Northwest Site Area of the General Electric/Global Nuclear Fuel (GE/GNF) Site, which concluded that analytical results did not demonstrate evidence of a significant threat to human health or the environment. 5.0 RECOMMENDATIONS Based on the results of the environmental assessment, ECS recommends the following: •A copy of this report should be shared with property owners. •Based on a review of available historical data as well as the findings of this report, no further assessment appears warranted at this time. 6.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in environmental assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities. This report was prepared for the express use of Hilton Properties, LLC. Use of this report by other individuals or companies implies their acceptance of the General Conditions of Service of the original contract.
