2019-04-10 Minutes MINUTES New Hanover County/City of Wilmington Community Relations Advisory Committee Public Education Sub-Committee 230 Government Center Drive, Suite 646 April 10, 2019 – 2:00 PM Public Education Sub-Committee Members Present: Florence Warren and Anne York Absent: None Staff Present: Tufanna L. Bradley-Thomas Citizens: None I. Call to Order Ms. York called the meeting to order at 2:04 p.m. A quorum was established. II. Approve Agenda MOTION: Ms. Warren MOVED, SECONDED by Ms. York, to approve the agenda as presented. Upon vote, the MOTION CARRIED UNAMIMOUSLY. III. Old Business Communications Strategy The brochure and complaint process and form were discussed. The brochure will be edited to add: the weekly location and time, explain that the committee will guide residents with discrimination complaints through the process of submitting their complaint to the proper authority, and links to CRAC page that will have links to the complaint intake forms. It was suggested that instead of requiring that residents complete two separate complaint forms that we complete the following process:  Employment Discrimination: have the resident complete the NC Human Relations Commission intake form, keep a copy for our records and submit either the online form or mail the form to the NCHRC  Housing Discrimination: have the resident complete the HUD intake form, keep a copy for our records and submit either the online form or mail the form to HUD, and PURPOSE: The committee was established by the New Hanover County Board of Commissioners and Wilmington City Council for the purpose of addressing community issues involving prejudice or discrimination on the basis of race, national origin, creed or religion, age, gender, sexual orientation, disability or medical condition; informing the Appointing Authorities and other organizations of their findings; and making recommendations, in an advisory capacity, to the Appointing Authorities and other organizations, as necessary. MINUTES New Hanover County/City of Wilmington Community Relations Advisory Committee Public Education Sub-Committee 230 Government Center Drive, Suite 646 April 10, 2019 – 2:00 PM  Other Discrimination: have the resident complete the CRAC discrimination complaint form and refer them to appropriate agencies such as Legal Aid and assist them in competing the Legal Aid online application. Periodically, the CRAC should contact the resident/complainant to find out the status of their complaint. Ms. Thomas contacted the NHC Communications and Outreach Department regarding the CRAC’s request to set up social media. The response was that the CRAC cannot but it can create a group within the County’s Facebook page and it would have to be managed by Ms. Thomas. The sub-committee discussed that when all documents are in their final stages they should be on the CRAC’s page; documents should include the: brochure, HUD intake form and link, NCHRC intake form and link, and the CRAC discrimination complaint form. Also, county and city departments will be asked to share the brochure in areas that the public frequent. Public Education The sub-committee discussed requesting that all CRAC members share information about the CRAC, specifically the brochure, intake and complaint forms and the CRAC page link, to boards, committees, groups, organizations and churches that they are involved in. The sub-committee discussed the scheduling of the first Meet and Greet. It was discussed and decided that based upon the WAVE bus/transportation concerns brought to the last CRAC meeting from Creekwood representatives that the first Meet and Greet in May/June should be in Creekwood instead of Maides Park. The specific date and time will be determined by input from the Creekwood representatives. Also, WAVE and other private transportation providers will be invited to the Meet and Greet. The Meet and Greet will be advertised including print media, radio, television and a flyer. The sub-committee discussed and decided that the weekly site would be at the downtown public library nd preferably in the 2 floor computer lab on Mondays from 10:00 am to 11:00 am to provide information, resources, guidance and support to residents with discrimination complaints. The CRAC would have to receive approval from the library to use the space. IV. New Business PURPOSE: The committee was established by the New Hanover County Board of Commissioners and Wilmington City Council for the purpose of addressing community issues involving prejudice or discrimination on the basis of race, national origin, creed or religion, age, gender, sexual orientation, disability or medical condition; informing the Appointing Authorities and other organizations of their findings; and making recommendations, in an advisory capacity, to the Appointing Authorities and other organizations, as necessary. The sub-committee was informed that although CRAC members would not be able to edit, they would be able to make editing suggestions within the Google document. The sub-committee discussed that it would not suggest a committee name change. There was no other new business. VII. Action Items & Next Steps Several action items were discussed:  Make revisions to the Brochure and complaint process and form and send the updates to the sub-committee (Ms. Thomas)  th Contact Dahria to obtain a copy of the sign in sheet from the March 26 CRAC meeting to obtain the contact information from the representatives from Creekwood and share this information with the sub-committee (Ms. Thomas)  Contact the Creekwood representatives to inquire if they reached out to the WHA to assist them in remedying the bus/transportation issue with WAVE as well as if they reached out to WHA (Ms. York)  Contact the Creekwood representatives to inquire if the first Meet & Greet could be held in Creekwood and what day and time is best during May or June (Ms. York)  Once a date is established for the Meet and Greet in Creekwood, create publicity, including but not limited to a flyer, public service announcement on print media, radio, television and New Hanover County Schools, to promote the event (Ms. Thomas)  Contact area private transportation companies to inquire if they could assist with the issue of transportation in Creekwood and invite them to the Meet and Greet in Creekwood (Ms. Warren)  Contact WAVE to inquire about the issue at Creekwood, suggestions of remedies and find out if they could attend the Meet and Greet in Creekwood (Ms. Thomas)  Speak with Chris Coudriet regarding him having a conversation with Sterling Cheatham regarding having a short paragraph regarding the CRAC in the city’s newsletter that is mailed to city residents (Ms. Thomas)  Change the Google Drive to read only for everyone but Ms. Thomas (Ms. Thomas) PURPOSE: The committee was established by the New Hanover County Board of Commissioners and Wilmington City Council for the purpose of addressing community issues involving prejudice or discrimination on the basis of race, national origin, creed or religion, age, gender, sexual orientation, disability or medical condition; informing the Appointing Authorities and other organizations of their findings; and making recommendations, in an advisory capacity, to the Appointing Authorities and other organizations, as necessary. (Ms. Thomas)  When all documents and forms are complete each should be on the CRAC page; the HUD application for housing discrimination, the NC Human Relations Commission intake form for employment discrimination and the CRAC form for all other complaints of discrimination. (Ms. Thomas)  Create Facebook group for the CRAC. (Ms. Thomas), and  Ask Dahria to share this sub-committee’s minutes with the entire CRAC along with the agenda for the next meeting (Ms. Thomas) VIII.
