GENERAL FEDERATION OF WOMEN'S CLUBS FEDERATION DAY PROCLAMATION
WHEREAS, the General Federation of Women's Clubs (GFWC) will celebrate its 129 years of
existence, perseverance, and "Unity in Diversity"on April 24, 2019; and
WHEREAS, North Carolina Sorosis, a member of the GFWC, and its members have enhanced the
citizens and community of New Hanover County through their commitment to volunteer service,
promoting education, preserving natural resources, encouraging healthy lifestyles, working on
behalf of the elderly and people with disabilities, advocating for issues of concern to women,
children, and families, and supporting participation in the arts; and
WHEREAS, more than 80,000 members globally of the GFWC donate on average more than $66
million and nearly eight million volunteer hours to more than 206,000 programs and projects
benefiting their local communities; and
WHEREAS, the GFWC and its nearly 3,000 member clubs in all 50 states and the District of
Columbia,and more than a dozen countries are at the forefront of grassroots community service,
providing crucial support to cultural, educational, health, and legislative issues of importance to
women, children, and families throughout the world.
NOW,THEREFORE,BE IT PROCLAIMED by the New Hanover County Board of Commissioners that
the citizens of New Hanover County are called upon to recognize April 24, 2019, as GFWC
Federation Day, in celebration of the 129th anniversary of the founding of this esteemed
organization.
BE IT FURTHER PROCLAIMED that the New Hanover County Board of Commissioners expresses
much gratitude to GFWC-North Carolina Sorosis and its members for their continued work in
making New Hanover County better for all citizens.

WHEREAS, a petition has been filed with the Board of County Commissioners of
the County of New Hanover requesting that the above described road(s), the location of
which has been indicated on a map, be added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s) meets
minimum standards and criteria established by the Division of Highways of the
Department of Transportation for the addition of roads to the System.
NOW THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the above
described road(s), and to take over the road(s)for maintenance if they meet established
standards and criteria.

RESOLUTION
DELEGATING AUTHORITY TO ISSUE PERMITS FOR PUBLIC
PYROTECHNICS EXHIBITIONS CONDUCTED WITHIN CORPORATE LIMITS TO TOWN
OF CAROLINA BEACH
WHEREAS, in accordance with N.C.G.S. 14-413 (a), the New Hanover County Board of
Commissioners issues permits in New Hanover County for the public exhibition of
pyrotechnics; and
WHEREAS, Article (al) of N.C.G.S. 14-413 provides the Board of Commissioners authority
to authorize the governing body of any city in the county the ability to issue permits
pursuant to the provisions of this Article for pyrotechnics to be exhibited, used, or
discharged within the corporate limits of the city for use in connection with public
exhibitions.
NOW, THEREFORE BE IT RESOLVED, that the New Hanover County Board of County
Commissioners does hereby delegate the authority for the governing body of the Town
of Carolina Beach to issue permits for public exhibitions of pyrotechnics to be exhibited,
used, or discharged within the corporate limits of Carolina Beach pursuant to the
provisions of N.C.G.S. 14-413 (al).
BE IT FURTHER RESOLVED that this resolution shall remain in effect until withdrawn by
the New Hanover County of Commissioners.

BA 19-050 budgets additional monies received from the NC Child Support Services office.These
incentive payments will be used to administer the Family Support Program aka Fatherhood Incentive
Funds. This program purchases services to assist fathers to become better parents and to support their
children financially. The program works with non-custodial parents referred from Child Support and the
New Hanover County Child Support Office and is 100%funded through child support enforcement
incentive payments. North Carolina earns incentive payments based on the Child Support Program
performance as compared to other states in the nation. No County match is required.

Section 2: Explanation
BA19-053 budgets the 2017 State Criminal Alien Assistance Program(SCAAP)Grant in the amount of
$6,411 from the Bureau of Justice Assistance(BJA). BJA administers the SCAAP Grant in conjunction
with the Bureau of Immigration and Customs Enforcement,Citizenship and Immigration Services,and the
Department of Homeland Security(DHS). The SCAAP Grant provides federal payments to state and
localities for incarcerating undocumented criminal aliens with at least one felony or two misdemeanor
convictions,for violations of state or local law,and are incarcerated for at least four consecutive days
during the report period.
BA19-054 budgets FBI overtime worked for December 2018 and January 2019.

Section 2: Explanation
BA 19-055 increases landfill tipping fee revenues by$816,000 and operating and capital expenditures for
the landfill by$816,000. This amendment is needed to provide adequate funding for landfill operations
through the remainder of FY 18-19. Increased volume of customers bringing vegetative debris,and
construction,and demolition materials to the landfill as a result of Hurricane Florence has required
additional expenditures in order to operate the landfill. Salary and Fringe expenditures are needed for three
overfilled positions and overtime expense;maintenance and repair costs are increased due to excessive use
of landfill heavy equipment and trucks;and additional capital outlay funds are budgeted in anticipation of
bid results for paving and grading of roads at the site of the new scale house being constructed to handle the
additional customer traffic. These expenditures are offset by increased tipping fee revenues.

STAND AGAINST RACISM DAY PROCLAMATION
WHEREAS, New Hanover County supports the YWCA Lower Cape Fear in celebration of Stand
Against Racism; and
WHEREAS, Stand Against Racism is now a signature campaign of YWCA USA to build community
among those who work for racial justice and to raise awareness about the negative impact of
institutional and structural racism in our communities. This campaign is one part of a larger
national strategy to fulfill their mission of eliminating racism; and
WHEREAS, the YWCA Lower Cape Fear will take a Stand Against Racism in unison with
approximately 300,000 others across our community and the country, supporting this year's
theme "No Hate. No Fear. Immigrant Justice is Racial Justice."; and
WHEREAS,the 9th Annual Stand Against Racism will be held on Thursday,April 25th from 6PM to
8PM at the 1898 Memorial Park in downtown Wilmington, which will be a peaceful rally and
opportunity to stand in solidarity with immigrants and communities of color; and
WHEREAS, New Hanover County salutes the YWCA in its praiseworthy mission to eliminate
racism, empower women,stand up for social justice, help families,and strengthen communities.
NOW,THEREFORE,BE IT PROCLAIMED by the New Hanover County Board of Commissioners that
April 25, 2019 will be recognized as "Stand Against Racism Day" in New Hanover County.

NATIONAL SAFE BOATING WEEK PROCLAMATION
WHEREAS, for nearly 90 million Americans, boating continues to be a popular recreational
activity. In North Carolina, boating, fishing and sailing are a few of the most popular year round
activities; and
WHEREAS, New Hanover County is committed to ensuring the safety and security of all those
living in and visiting our county; and
WHEREAS, on average, 650 people die each year in boating-related accidents in the U.S.;
approximately three-fourths of these fatalities are caused by drowning; and
WHEREAS, the vast majority of these accidents are caused by human error or poor judgement
and not by the boat, equipment, or environmental factors; and
WHEREAS, every boater should wear a U.S. Coast Guard-approved life jacket at all times while
boating. A significant number of boaters who lost their lives by drowning each year would be
alive today had they worn their life jackets. Drowning remains the number one cause of death
for recreational boaters each year, and the majority of drowning victims in recreational boating
accidents are not wearing a life jacket; and
WHEREAS, today's life jackets are more comfortable, more attractive, and more wearable than
styles of years past and deserve a fresh look by today's boating public; and
WHEREAS, the 2019 National Boating Week theme "Wear It!" effectively serves to remind all to
wear a life jacket and practice safe boating habits.
NOW, THEREFORE, BE IT PROCLAIMED that the New Hanover County Board of Commissioners
does hereby support the goals of the North American Safe Boating Campaign and that May 18-
24, 2019 will be recognized as "National Safe Boating Week" in New Hanover County, and the
start of the year-round effort to promote safe boating.

36th ANNUAL NATIONAL TRAVEL AND TOURISM WEEK PROCLAMATION
WHEREAS, in the United States:
• Travel to and within the United States supports millions of American jobs and contributes more
than $2.4 trillion for the national economy and $157.8 billion in federal, state, and local tax
revenue.
• The travel industry is one of the country's largest employers, providing 8.8 million direct travel-
generated jobs and 6.8 million in other industries. One out of every nine jobs in the U.S.depends
on travel and tourism.
• Travel employment ranks number seven in terms of employment compared to other major
private industry sectors.
• Travel and tourism are key to helping communities grow and thrive nationwide; and
WHEREAS, in North Carolina:
• Travel and tourism is among the state's fastest growing industries.
• Domestic travelers spent a record $23.97 billion in North Carolina in 2017;and
WHEREAS, in New Hanover County:
• Travel and tourism matters to the local economy.
• As an important economic generator,travel and tourism infuses millions of new dollars into the
local economy each year, thereby benefitting all citizens by making New Hanover County a
better place to live, work,and visit.
• In 2017,the economic impact of tourism was estimated at$578.22 million,ranking New Hanover
County as#8 among North Carolina's 100 counties in tourism expenditures.
• Travel and tourism creates and provides jobs. In 2017, the local travel industry provided more
than 6,320 jobs and supported a payroll of$141.30 million.
• Travel and tourism generated approximately $51.58 million in state and local tax receipts,
representing a$226.98 tax savings to each county resident.
• Travel contributes to economic growth by sustaining businesses that depend upon visitor
spending. Businesses that represent many economic sectors, include: hospitality, retail, food
service, sports, arts and entertainment, and transportation,to name only a few.

RESOLUTION
IN SUPPORT OF CAROLINA BEACH COUNSELING
WHEREAS, President Donald Trump has declared the widespread addiction to opioids a national
epidemic; and
WHEREAS, the Combatting the Opioid Epidemic Act has delivered federal funding to states in
order to combat the widespread epidemic in proportion to a state's population and assessed
addiction; and
WHEREAS, Wilmington and the surrounding municipalities are assessed to be in an area of
excessive opioid abuse where an evaluated addiction level is approximately one in ten persons;
and that there is a glaring need to address opioid addiction in southern New Hanover County;
and
WHEREAS, the population of Carolina Beach, Kure Beach and the unincorporated portions of
southern New Hanover County is approximately 17,000 persons year-round and assessed to be
at well over 35,000 persons during the summer season, it can safely be assumed the opioid
addiction population approaches 3,500 persons in the subject area.
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners that
Carolina Beach Counseling is in an excellent position to provide outpatient and intensive
outpatient treatment as well as medication-assisted treatment to suffering persons in the subject
area. As such, the New Hanover County Board of Commissioners fully supports Carolina Beach
Counseling in its worthy pursuit in seeking state and federal funding to expand its services, both
in staff and medication, to immediately address the pressing issue of opioid addiction.
