The GFWC will celebrate 129 years of existence, perseverance, and "Unity in Diversity" on April 24, 2019. The organization consists of women from all walks of life that have a common goal of making the world a better place by enhancing the lives of others through volunteer service. Board of Commissioners - April 15, 2019 ITEM: 2 NEW HANOVER COUNTY BOARD OF COMMISSIONERS GENERAL FEDERATION OF WOMEN'S CLUBS FEDERATION DAY PROCLAMATION WHEREAS, the General Federation of Women's Clubs (GFWC) will celebrate its 129 years of existence, perseverance, and "Unity in Diversity" on April 24, 2019; and WHEREAS, North Carolina Sorosis, a member of the GFWC, and its members have enhanced the citizens and community of New Hanover County through their commitment to volunteer service, promoting education, preserving natural resources, encouraging healthy lifestyles, working on behalf of the elderly and people with disabilities, advocating for issues of concern to women, children, and families, and supporting participation in the arts; and WHEREAS, more than 80,000 members globally of the GFWC donate on average more than $66 million and nearly eight million volunteer hours to more than 206,000 programs and projects benefiting their local communities; and WHEREAS, the GFWC and its nearly 3,000 member clubs in all 50 states and the District of Columbia, and more than a dozen countries are at the forefront of grassroots community service, providing crucial support to cultural, educational, health, and legislative issues of importance to women, children, and families throughout the world. The total amount of the grant is $417,405 that includes a 25% match. The match will be split between the Sheriff's general operating budget and federal forfeited property fund. The funding requests include K -9 equipment and training, dive equipment and training, marine unit equipment, aluminum boat and an explosive ordnance disposal vehicle. BRIEF SUMMARY: New Hanover County requires a County issued franchise to collect solid waste. Pursuant to Section 44.55, the applicant has provided information about his business organization, equipment, personnel and fiscal responsibility. The Environmental Management Director and the Chief Financial Officer have no objections to the franchise request. The decision to approve the current solid waste franchise agreement was considered against the implications of House Bill 56 and its impact on the County's ability to control the flow of solid waste. Staff believes that private solid waste collection companies will ultimately make post -2020 final disposal decisions based on two factors: price and convenience /location. The New Hanover County landfill is competitive in both areas and will continue to seek methods to control costs while offering cutting -edge services to the public. The initial franchise period would run for seven years. The first reading was unanimously approved April 1, 2019. In North Carolina, boating, fishing and sailing are a few of the most popular year round activities; and WHEREAS, New Hanover County is committed to ensuring the safety and security of all those living in and visiting our county; and WHEREAS, on average, 650 people die each year in boating - related accidents in the U.S.; approximately three - fourths of these fatalities are caused by drowning; and WHEREAS, the vast majority of these accidents are caused by human error or poor judgement and not by the boat, equipment, or environmental factors; and WHEREAS, every boater should wear a U.S. Coast Guard - approved life jacket at all times while boating. A significant number of boaters who lost their lives by drowning each year would be alive today had they worn their life jackets. Board of Commissioners - April 15, 2019 ITEM: 12 NEW HANOVER COUNTY BOARD OF COMMISSIONERS RESOLUTION IN SUPPORT OF CAROLINA BEACH COUNSELING WHEREAS, President Donald Trump has declared the widespread addiction to opioids a national epidemic; and WHEREAS, the Combatting the Opioid Epidemic Act has delivered federal funding to states in order to combat the widespread epidemic in proportion to a state's population and assessed addiction; and WHEREAS, Wilmington and the surrounding municipalities are assessed to be in an area of excessive opioid abuse where an evaluated addiction level is approximately one in ten persons; and that there is a glaring need to address opioid addiction in southern New Hanover County; and WHEREAS, the population of Carolina Beach, Kure Beach and the unincorporated portions of southern New Hanover County is approximately 17,000 persons year -round and assessed to be at well over 35,000 persons during the summer season, it can safely be assumed the opioid addiction population approaches 3,500 persons in the subject area. NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners that Carolina Beach Counseling is in an excellent position to provide outpatient and intensive outpatient treatment as well as medication - assisted treatment to suffering persons in the subject area. The JCPC has identified the issues and factors which have an influence and impact upon delinquent youth, at -risk youth, and their families in New Hanover County. Further, the JCPC has identified the strategies and services most likely to reduce /prevent delinquent behavior. JCPC. Action Plan Progress: • To prevent or reduce delinquent behavior in youth • Continue the Community Service /Restitution Program • Continue the Home -Based Family Services Program • Continue the Teen Court Program Priorities for Funding: Through a risk & needs assessment and a resource assessment, the JCPC has determined that the following services are needed to reduce /prevent delinquency in New Hanover County. 1. Home -Based Family Services Monitorini? and Evaluation: Each program funded in the past year by the JCPC has been monitored. The monitoring results and program outcomes evaluations were considered in making funding allocation decisions. The JCPC continues to conduct implementation monitoring of its action plan and its funded programs on a quarterly basis. Risk The Risk and Needs Assessment Committee reviewed data gleaned from the Juvenile Risk Assessment instrument administered by Juvenile Court Counselors after juveniles are referred with a complaint alleging that a delinquent act has occurred and prior to adjudication of the juvenile. The Juvenile Risk Assessment is an instrument used to predict the likelihood of the juvenile being involved in future delinquent behavior. For some youth, some of the individual item ratings may be heavily dependent upon information reported by the juvenile or the parent(s). For these items (represented by percentages which with a star next to them), there is a likelihood of under - reporting the incidence of a particular behavior and the actual incidence may be higher than suggested by these figures. In those cases, the figure should be interpreted as a measure of the minimum level of occurrence. New Hanover County Risk Factor Observations: Data from FY 2017 -2018 • The majority of youth seen at intake have a 27% - 56% risk level for recidivism. These youth can be served in the community. • 76% of youth have a medium to high risk level for recidivism. This mirrors the state rate of 80 %. • 32% of adjudicated youth report some involvement with alcohol or drugs and need further assessment or treatment *. This mirrors the state rate. • 2 out of 3 adjudicated youth have moderate to severe school behavior problems. While this number is high, it is below the state rate and is less than the previous fiscal year. • More than half of the youth, 59 %, lack positive peer relationships. Part IL Needs The Risk and Needs Assessment Committee also reviewed data gleaned from the Juvenile Needs Assessment instrument administered by Juvenile Court Counselors prior to court disposition of a juvenile. The Juvenile Needs Assessment is an instrument used to examine a youth's needs in the various domains of his life: The Individual Domain, The School Domain, The Peer Domain, and the Community Domain. This instrument was designed to detect service intervention needs as an aid in service planning. As with the Juvenile Risk Assessment, some of the individual item ratings may be heavily dependent upon information reported by the juvenile or the parent(s). For these items (represented by percentages which with a star next to them), there is a likelihood of under - reporting the incidence of a particular behavior and the actual incidence may be higher than suggested by these figures. Data from FY 2017 -2018 • 98% of youth have a low to medium needs and can be served in the community. • 58% of adjudicated youth have difficulty with positive peer relationships, have some association or regularly associate with delinquent peers or have gang association. • 66% of adjudicated youth have moderate or serious school behavior problems • At a minimum, 31 % of adjudicated youth have some substance abuse or treatment. • Nearly one in five adjudicated youth have been the victim of abuse or neglect. This number is self - reported.* • 74% of adjudicated youth have some level of mental health needs. This is slightly above the previous fiscal year. • One in four adjudicated youth live in a home with domestic discord or domestic violence. • Half of the adjudicated youth come from a family with marginal to inadequate supervision skills. • 56% of adjudicated youth live in a home with someone who has a criminal history or gang involvement. This number is higher than five years ago and is most likely attributed to court counselors having access to CJ- LEADS. Part III. Summary of Gaps and Barriers in the Continuum of Services Appropriate intermediate dispositional options are available in New Hanover County through the Community Service, Restitution and Teen Court programs, funded through the JCPC. If funding were to be discontinued for these services, a new gap would exist and adequate intermediate dispositional options would not be available. The need for mental health assessment and treatment services continues to exist and to grow. Without the JCPC funded psychological services programs, a larger gap would exist. New programs in the community have helped to fill in the gaps. Part V. Proposed Priority Services for Funding The committee compared the services needed to address the elevated Juvenile Risk Factors and Juvenile Needs with services currently available in the community. Services which are currently available in the community and sufficient to meet the needs of court involved youth or those youth most at risk for court involvement are not considered as a priority for JCPC funding. The Chairperson may call such special meetings as deemed necessary to carry out the duties of the JCPC and notice shall be given to all members of the JCPC in writing or by phone at least. two (2) days in advance. 4.2 Cancellation. If meeting must be cancelled, the Chairperson shall notify the JCPC members in writing or by phone at least two (2) days prior to the scheduled meeting. 4.3 Open Meetings. All meetings shall be open to the public. 4.4 . Quorum. No official business can be transacted unless a quorum is present. A quorum is a majority of the total members on the JCPC. Committee and will be scrutinized by the JCPC in terms of its meeting the JCPC prioritized needs; effectiveness, staffing, amount requested and expectations. 7.2 Funding Vote. The JCPC will vote on each proposal individually to determine if it should be funded at the level recommended by the Program Funding Committee. 7.3 7.3.1 Approval Process. - Proposals approved by the JCPC for funding shall be submitted to the Board of Commissioners for their approval, if approved by the Board of Commissioners, the proposal(s) shall be submitted to the regional consultant for review. The purpose of CCPT is to identify and address gaps or deficiencies in services and resources for children and families, as well as build public awareness through multiple resources, including providing our findings and concerns for your information and support via this annual report. Child abuse and neglect are extremely complex social problems that require well - planned strategies for prevention and communities that are responsive to these problems. Our report is intended to provide a starting point for you and others who care about "our" children and families. There is no single answer or approach that can prevent child abuse in our county. However, we are encouraged that the information contained in this report will provide you with valuable information in order to make the best decisions on behalf of our children. Twenty-one local agencies represent our CCPT. During 2018, these agencies met 15 times and extensively reviewed select cases. These cases were selected as they represented serious unmet needs of families in New Hanover County who were receiving services as they were unable to meet the needs of their children. These case reviews also serve to bring to the surface underlying problems that impact the entire community. Unfortunately, the recurring identified gaps and barriers are basically the same as we have brought before you over the past several years. In addition to those members mandated and designated by NC G.S. 7B 1406 on our letterhead, the statue provides for appointment by the county commissioners of an additional member from and up to five at -large members. We request your approval of these appointments for April 2019 through April 2020. Corpening, Chair Neesha Allen, Co -Chair Department of Social Service April 15, 2019 oard of Commissioners - April 15, 2019 New Hanover County ITEM: 14- 2 - 1 2018 Accomplishments: • Community Education on Reporting Child Abuse and Neglect - Training provided to law enforcement and School Counselors /Social Workers, Coast Guard, and residents of Market North Apartments on how to recognize, respond, and report child abuse and neglect. • Reproductive Life Planning Education — New monthly program that provides women of child bearing age, with an active substance use disorder, with information (and referrals) regarding contraception in an effort to reduce the number of drug affected newborns. • Intensive Child Fatality Reviews —CCPT members participated in three intensive reviews resulting in recommendations to DHHS to improve programs and policies regarding child safety and wellbeing. • Pinwheels for Prevention — A pinwheel "garden" was installed at the entrance of DSS in recognition of Child Abuse Prevention Month. • Resilience — Multiple CCPT members participated in screening discussion panels for the "Resilience" film and serve on the Resiliency Task Force. • Infant Safe Sleeping Tips — Pamphlet created and distributed to caregivers of infants. Program Update on Results Year -to -Date BRIEF SUMMARY: TIDES, INC. is a comprehensive, intensive, outpatient treatment program for women with Opioid Use Disorder (OUD) in the Cape Fear region who are pregnant, anticipating pregnancy or postpartum. The Tides program is modeled after the UNC Horizons substance use disorder treatment program, an internationally recognized, evidence -based program for pregnant and /or parenting women and their children, including those whose lives have been touched by abuse and violence. UNC Horizon's trauma - informed model of care focuses on both the mother and the child to heal the whole family and create systems of hope and renewal. To foster self - reliance, emotional growth, social adjustment and the physical well -being of participants, in partnership with existing community organizations, the program integrates the following services into a comprehensive framework for intervention: Medically- Assisted Treatment Intensive Substance Use Treatment Group prenatal care Psychiatric Care Spiritual Care Maternal Child Therapy Parenting Skills Life Skills Training Job Training and Placement Safe Housing Transportation Child Care To date, 16 women have participated in the program and 3 additional women are pending. The presentation will review results to date.
