Charles Davis, Kathy King and Owen Wexler Absent: None Staff Present: Tufanna L. Bradley-Thomas Citizens: None I. Call to Order Owen Wexler called the meeting to order at 3:39 p.m. A quorum was established. II. Approve Agenda III. Old Business Meet & Greet The sub-committee was updated on the Public Education sub-committee suggested itinerary of th the June 12 Meet and Greet in Creekwood. It was suggested that the first 30 minutes include a brief on the CRAC, networking and refreshments, and the second 30 minutes include the public transportation issue for Creekwood residents. The sub-committee suggested that at the end of the second half of the Meet and Greet that there be a discussion on community security and law enforcement. Crisis Plan The sub-committee brainstormed a framework for a crisis plan and in doing so created the following definition of a crisis for CRAC approval: Any emergency or practice that is negatively impacting the community that the City and County Community Relations Advisory Committee deems appropriate to be involved in. PURPOSE: The committee was established by the New Hanover County Board of Commissioners and Wilmington City Council for the purpose of addressing community issues involving prejudice or discrimination on the basis of race, national origin, creed or religion, age, gender, sexual orientation, disability or medical condition; informing the Appointing Authorities and other organizations of their findings; and making recommendations, in an advisory capacity, to the Appointing Authorities and other organizations, as necessary. MINUTES New Hanover County/City of Wilmington Community Relations Advisory Committee Crisis Prevention & Preparedness Sub-Committee 230 Government Center Drive, Room 646 May 15, 2019 – 3:30 PM The sub-committee also discussed setting up a group text for a crisis to be communicated as soon as possible and that identifying and knowing community leaders/gatekeepers for specific neighborhoods was key to scheduling community meetings in response to a crisis. The CRAC Chair, Crisis Sub-Committee Chair and staff liaison to the CRAC would be leads on the communication of a crisis to the entire CRAC, city and county leadership and the community, and begin possible action. IV. New Business The sub-committee was informed that Elise Rocks asked to be removed and added to the Programming sub-committee. Rev. Davis suggested that this sub-committee collaborate with the NAACP Legal Redress Committee to reduce or eliminate unnecessary duplication of complaints or reports. VII. Action Items & Next Steps Several action items were discussed:  Create a Crisis Plan Document with information previously discussed (Ms. Thomas)  Contact law enforcement for attendance at the Meet & Greet (Rev. Davis) VIII.
