Bradley-Thomas Citizens: None I. Call to Order Owen Wexler called the meeting to order at 3:31 p.m. A quorum was established. II. Approve Agenda MOTION: Rev. Davis, MOVED, SECONDED by Dr. Locklear, to approve the agenda as presented. Upon vote, the MOTION CARRIED UNAMIMOUSLY. III. Old Business Coordination with Law Enforcement A discussion was held in regards to how the C-RAC can be involved when there is a community crisis as it relates to prejudice and discrimination and there is a police presence or involvement. The sub-committee would like for law enforcement to attend their next meeting in August to begin the discussion. The sub-committee would also like a copy of the Wilmington Police Department and New Hanover County Sheriff’s Department’s written process or protocol for community interaction and involvement during community crises. MOTION: Mr. Wexler, MOVED, SECONDED by Rev. Davis, to request that Ms. Thomas contact law enforcement and request a copy of their written protocols or procedures for community interaction and involvement during community crises, the MOTION CARRIED UNAMIMOUSLY. NAACP Legal Redress Committee Collaboration PURPOSE: The committee was established by the New Hanover County Board of Commissioners and Wilmington City Council for the purpose of addressing community issues involving prejudice or discrimination on the basis of race, national origin, creed or religion, age, gender, sexual orientation, disability or medical condition; informing the Appointing Authorities and other organizations of their findings; and making recommendations, in an advisory capacity, to the Appointing Authorities and other organizations, as necessary. AGENDA New Hanover County/City of Wilmington Community Relations Advisory Committee Crisis Prevention & Preparedness Sub-Committee 230 Government Center Drive, Room 646 July 17, 2019 – 3:30 PM It was discussed that the need to collaboration between the NAACP Legal Redress Committee and the C-RAC. It was discussed that a meeting of the two committees will be scheduled to confer about the matter. IV. New Business The sub-committee chair informed the group of two events, one past and one present:  th St. Stephen Community Day on July 27 at Portia Hines Park – Mr. Owen originally committed to attend but now he cannot attend and needs a replacement. It was decided that during his report at the C-RAC meeting, he will solicit C-RAC members to take his place.  Cash Bail Event – Mr. Wexler attended the event and asked that he be added to the email list to attend future events. District Attorney Ben David provided education on cash bail as it relates to New Hanover County. The sub-committee discussed the legal responsibilities or ramifications of C-RAC members when a community member discloses a discrimination complaint and asked that Ms. Thomas pose the question to the county’s legal department. VII. Action Items & Next Steps Several action items were discussed:  Contact law enforcement regarding their protocols for community involvement (Ms. Thomas)  Schedule a meeting with the NAACP Legal Redress Committee and C-RAC members (Rev. Davis)  Inquire with the New Hanover County Legal Department about legal responsibilities or ramifications of C-RAC members when a community member discloses a discrimination complaint (Ms. Thomas)  th Send the information on the July 27 St. Stephen event at Portia Hines Park to Ms. Thomas to share with the C-RAC (Mr. Wexler) VIII.
