ASSEMBLY
The New Hanover County Board of Commissioners met for Agenda Review on Thursday, June 27, 2019 at
4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center
Drive, Wilmington, North Carolina.
Members present: Chairman Jonathan Barfield, Jr.; Vice-Chairwoman Julia Olson-Boseman; Commissioner
Patricia Kusek; and Commissioner Woody White. Commissioner Rob Zapple was absent.
Staff present: County Manager Chris Coudriet; County Attorney Wanda Copley; and Clerk to the Board
Kymberleigh G. Crowell.
Chairman Barfield called the Agenda Review meeting to order and announced that the purpose of the
meeting is to review and discuss the agenda items for the July 1, 2019 Regular Meeting with discussions as noted:
Consent Item. No discussion held.
Regular Item. No discussion held.
Staff Update – Echo Farms Project Update. Parks and Gardens Director Tara Duckworth shared the
following update:
New tennis court lighting: January – February 2019; completed May 2019
New irrigation and lift to existing courts: March – April 2019; completed April 2019
Demolition – existing buildings: May – June 2019; moved to May 2020
Design – complete: June 2019; awaiting City TRC Approval
Bidding and Contracts – Phase 1-3: June – August 2019; in progress:
New clubhouse; parking and pool improvements; multi-use trail
Pool renovations include: demolition of existing pool structures, construction of shared restroom
facility and pool entrance, resurface pool interior, re-do lines, remove diving board, make pool
ADA compliant, new entry ladders
Construction Phase 1-3: May 2020
Construction Phase 4-5:
Anticipate 2025:
Five new tennis courts and a playground
Tennis renovations include: new efficient irrigation, resurfaced clay court, new LED court
lighting, new nets and post repairs as needed
Timeline:
Anticipated bid date: July 12-26, 2019
Board of Commissioner’s approval: August 12, 2019
Notice to Proceed: August 26, 2019
Completion: June 1, 2020
In response to questions regarding the distance of the new trail, Director Duckworth stated it will be just
under a mile at .86. There will be a raised boardwalk of no more than 18 inches tall. Regarding Board questions about
the swimming fee, negotiations are still in process with the YWCA, but it could possibly be $1 per child and $2 per
adult. The Board will have the final approval of the cost to visit. Regarding questions about youth swim teams, the
former employee who managed the Echo Farms pool is now the YWCA public swim coordinator and may operate
these activities.
Staff Update – Stormwater Utility Update. County Engineer Jim Iannucci provided an update on the
stormwater utility. Phase one has been completed, which included a feasibility study. Phase two is currently in
process for FY19-20, which includes an implementation study and researching impervious surface coverage, visiting
field sites, and inspecting the conditions to have stormwater utility. Several public meetings are scheduled. On July

15, a media roundtable will be held. On July 16, there will be four focus group meetings throughout the day and
the groups will be categorized into large land holders/developers, non-profit/churches, commercial property
owners, and the general public. The input received from these meetings, along with Tellis Financial who is the firm

assisting with the project, will be presented to the Commissioners at the August 12 meeting. At a December board
meeting, there will be another update and the Board will be asked to consider moving forward with the plan. If the
Commissioners give the approval, there will be a second round of public meetings scheduled in January or February.
Property owners will be provided with actual costs and the plan is to include the costs in Fiscal Year 2020-2021. The
stormwater utility would go into effect in July 2020 with a fee probably attached to the tax bills sent in August.
In response to Board questions regarding the benefit of having a stormwater utility, Director Iannucci stated
the benefits include improving the watersheds, property owners would not have to perform the work, and it would
be more uniform. Part of the implementation study is to review the structural organization of the Engineering
department. The County would be in charge of cleaning the ditches and would inspect the overflow of water into
other ditches. There is approximately $140,000 in the budget for County funded projects in conjunction with the
