PUBLIC COMMENT AND QUESTIONS
deAndre Corniffe stated that everyone is doing an outstanding job.
NEW BUSINESS
a. Polling Place Change for H04
Member Hamerski moved that the Resolution to change Precinct H04 Polling Place to
College Park Elementary School be adopted. Motion carried unanimously. Government
Center Suite 34 previously served as the alternate polling place. Notice of change in polling
place must be advertised 45 days prior to the Municipal Election and change cards mailed
to affected voters 30 days prior to the election. In addition to advertising in the StarNews,
the director and County communications officer will discuss advertising through other
media such as Port City Daily newspaper, WWAY and WECT TV stations.
b. 2019 Absentee One-Stop Voting Plan
Director Hunter-Havens prepared five Absentee One-Stop Voting plan options and
supplemental data on voter turnout in Municipal Elections (2013-2017) for Board
consideration. Member Hamerski also requested statistical analyses of voter turnout data
from previous elections, based on start times at 7 AM, 8 AM and 9 AM. Any plan option
other than Option #1 will require Board approval of a One-Stop Implementation Plan on
August 20, 2019. Board members favored Option #3 with some changes in hours. The
director will only present Option #6 (Option #3 with proposed changes) at the next meeting
and the Board can amend as desired. The exception being, if Senate Bill 683 is passed,
Absentee One-Stop Voting will begin on Thursday instead of Wednesday and voting on the
Saturday prior to the election will be added.
Chair Pollard requested a change in the order of items on the August agenda to allow for
comments from the public before the Board votes on the 2019 Absentee One-Stop Voting
Implementation Plan.
GENERAL DISCUSSION
Voter Photo Identification Seminars will be held on July 23, 2019, 2:00 p.m. at the Government
Center and 6:00 p.m. at Cape Fear Community College, Building U, downtown. The director and
program and outreach coordinator will give a Board of Elections overview at the NHC-hosted Model
of Good Governance events, which will be open to the public on August 2nd and 3rd, from 8 AM to
5 PM.

Polling Place Change for Precinct W26
Applicable Statutes and/or Rules
N.C. Gen. Stat §163A-1045(a)
Summary:
The previous polling place for precinct W26, Lower Cape Fear Hospice, has chosen not to renew their
usage agreement for the upcoming election cycle. The New Hanover County Board of Education has
agreed to permit use of Sunset Park Elementary School as a polling place for precinct W26, pending
Board approval. The Board of Elections previously used Sunset Park Elementary School as the polling
place for precinct W19 prior to the merger of precincts W19 and W04 into precinct W26 in 2007. At
that time, the Board chose to use the polling place for precinct W04, the National Guard Armory, as the
polling place for precinct W26. In August 2010, the Board approved a polling place change from the
National Guard Armory to Sunset Park Baptist Church due to accessibility and scheduling issues
associated with the use of National Guard Armory. Currently, Sunset Park Baptist Church is not available
for use as a polling place due to a weekly scheduled event on Monday nights.

Summary:
The previous polling place for precinct H06, Emmanuel Associate Reformed Presbyterian Church, does
