Meeting Minutes
PORT, WATERWAY & BEACH COMMISSION
Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at
—4:00. Participant introductions were made; the meeting's attendance sheet is attached. The
September 2019 meeting minutes were approved.
Current Efforts
Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY)2019 Coastal Storm Damage Reduction
(CSDR) Projects:
• The US Army Corps of Engineers' (USACE) final yardage and costs are being
developed.
The USACE's 2019 Atlantic Intracoastal Waterway (AIWW) Maintenance Dredging Contract:
• The (USACE) final yardage and costs are being developed.
The USACE's 2020 AIWW Maintenance Dredging Contract:
• The apparent low bidder has been deemed capable; an award date is targeted for
October 25th
• The base bid scope remains (approx. 500K cy at multiple AIWW locations), including
parts of Snow's Cut and the CB Inlet AIWW crossing with disposal on Masonboro
Island.
Should Freeman Beach easements be acquired prior to maintenance dredging
commencement, the easements will be provided to USACE Project Management for
their consideration.
Mason Inlet Relocation Project (MIRP)
• All permits are in place.
• A Shallow Draft Inlet Grant application is under review in Raleigh.
• A pre -bid meeting was held on 3 October; bids are due by 3:00 on 18 October with
a targeted award date of 8 November.
Carolina Beach Inlet (CBI):
• A sidecast Merritt event has been expedited by approx. three weeks in an attempt to
address post- Dorian shoaling.
• The maintenance event is scheduled for 13 October through 16 October.
• A post- Dorian survey is accessible from the USACE web - address below.

WB, Post Authorization Change Report (PACR):
• The revised PACR is scheduled for re- circulation through the Agency Technical Review
team by 15 Oct.
• The PACR is a few weeks behind the BRER timeline.

WB, Project Information Report (PIR):
• The post - Florence PIR has been executed.

• The FINAL BRER's current schedule is;
• in South Atlantic District (Atlanta) by November,
• in DC Head Quarters by January,
• executed Director's Report by April,
• then off to the Assistant Secretary of the Army for Water Resource Development
Act (WRDA) 2020 consideration.

Public Comment:
A brief discussion regarding the NC State Ports Authority's proposed deepening. The
USACE's scoping slide deck is attached with an email address for commenting.
The WB Oyster Roast participation helps support the Chamber's efforts for coastal
infrastructure.

Please accept the following New Hanover County (NHC) requests for clarification and thank you
for your consideration.
Confined Disposal Facility (CDF) #4
Will a revised Dredge Material Management Plan retain CDF #4 along the Horseshoe
Shoal Reach as a management site for beach compatible material?
If so, what are the anticipated beach quality new construction and maintenance
volumes?
If the new work and maintenance material remain within beach quality standards, may
Pleasure Island be designated as having first right of refusal for beneficial reuse?
Carolina Beach Inlet
• Please address, if any, potential effects on navigation and shoreline management
elements resulting from an increased design template, volumetric flow and rate?
• Please specifically address potential effects on Snow's Cut, the AIWW crossing, CB Inlet,
CB Inlet shoulders and NHC's Inshore Dredge Material Management Site.
Zekes Island /Buzzard Bay Rock Revetment
Please address, if any, the potential for revetment scouring, increased tidal topping and
sound side impacts on southern NHC's Fort Fisher recreational beach front including the
potential re- emergence of the former Corncake Inlet.

• "A non - federal interest may on its own undertake a feasibility study of a proposed
harbor or inland harbor project and submit it to the Secretary of the Army."
• The feasibility study will be fully compliant with Corps of Engineers guidelines and
National Environmental Policy Act (NEPA) requirements.

Request approval of the September meeting minutes (emailed 13Sept2019).
Current Efforts:
Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Projects
• US Army Corps of Engineers' (USACE) final volumes and costs are pending (1,057,267 cubic yards (cy) placed on CB
and 824,216 cy placed on KB).
Atlantic Intracoastal Waterway (AIWW) 2019 Maintenance Dredging Contract
• USACE's final Mason Inlet volume /cost are awaiting contract closure.
• The USACE's 2020 AIWW contract may be re- solicited.
• Total scope may be reduced based on workload and window capability.
• Freeman Park and /or Masonboro Island may be re- considered.

• The Division of Coastal Mgt. has issued the FY20 maintenance event's authorization.
• Estimated template volume 450,000 cubic yards.
• Ocean certified dredge will be a contract option.

• The Division of Water Resources is reviewing the SDI grant package.

• Access to the Final PACR will be made available following release by the District.
