New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, December
11, 2019 at 2:00 p.m. in the Lucie Harrell Conference Room (601) of the New Hanover County
Government Center located at 230 Government Center Drive to review the following:
2:00 p.m. Item 1: Bountiful Village Modification – Preliminary Plan
Request by Port City Consulting Engineers for a preliminary plan for a performance
residential development consisting of 35 single-family lots. The property is zoned
(CZD) R-10 and located in the 500 block of Bountiful Village.
2:20 p.m. Item 2: Lot 7R N. Kerr Industrial Park – Commercial Site Plan
Request by Norris & Tunstall for a commercial site plan for an office/warehouse
building. The property is zoned I-2 and located at 3008 N. Kerr Ave.

Subject: Bountiful Village – Performance Residential – TRC Review
The following comments have been received for the December 11, 2019 TRC meeting.
Please note: Following the TRC meeting, a revised preliminary plan addressing each of the below items
must be resubmitted prior to receiving preliminary plan approval.
Planning, Ron Meredith 910-798-7441
1. Please update the plan with the following general corrections:
a. Please label any existing or proposed utility easements and include the width of each
respective easement. Subdivision Ordinance Section 32-2(11).
b. Please label the preliminary plan as a “Performance Residential” subdivision in the title
block.
c. Please show the location of the street lights, if applicable. Subdivision Ordinance 52-9.
d. Please delineate the active and passive Recreation Areas. Per Section 52-7 (2) 50% of the
required recreation area shall be designate d for passive recreation and 50% of the
required recreation area shall be designated for active recreation.
2. Have you considered the location of the cluster box units? Building Safety and USPS may have
additional standards for the cluster boxes.
3. All sidewalk shall be ADA assessable. Please show ADA approved connections from the sidewalk to
the roadway.
4. Will this subdivision be phased? If so, please submit a phasing plan.
5. Please show the location of the proposed subdivision signage. Per Section 52-10 of the New
Hanover County Subdivision Ordinance signs delineating the subdivision name and any lighting
associated with such sign shall be constructed in compliance with Section 94-1 of the Zoning
Ordinance. Sign location shall be shown on the Preliminary Plan.
6. Please make sure that there are no visual obstructions at intersections. Please revise the plantings
to illustrate adequate sight angles (10’ x 70’). Section 62.1-3(4) of the New Hanover County Zoning
Ordinance.
7. Please show all easements per Section 62.1-8.
8. Tree Removal/Mitigation:

a. Please provide a reason(s) why the removal of significant and protected trees is necessary,
and note them on the tree removal plan.
b. Please place a note regarding the canopy drip lines of all trees shown on the Demolition
and Tree Preservation Plan. Zoning Ordinance Section 62.1-8
c. Please note that tree mitigation is required if any significant trees are removed from the
site. Specifically, twice the amount of caliper inches removed must be mitigated by either
planting additional trees or by making a payment into the County’s Tree Improvement
Fund. All replacement trees must be 2-3” in caliper at planting, or a $295 per payment may
be provided in lieu of installing one replacement tree. Prior to final plat approval, a tree
mitigation plan illustrating the method of mitigation must be provided, and replacement
trees must be either installed or bonded. Zoning Ordinance Section 62.1-9. Please submit
a revised Preliminary Plan for the subdivision
9. If regulated wetlands are proposed to be impacted, please submit a current wetland permit and
impact permit.
10. Please provide access to the required active recreation area per Section 60.2(2).
Fire Services, Ray Griswold 910-798-4161
1. No additional comments as they are installing two fire hydrants as requested. No gates or other
calming devices allowed.
NHC Engineering, Phil Bevilacqua 910-798-7072
1. A New Hanover County Stormwater Authorization-to-Construct is required. Stormwater control
measures are required to maintain the pre-development runoff rate for the 2-, 10- and 25-yr
storms. Analysis for the 100-yr storm is required to verify that no buildings are flooded.
2. On site collection systems are required to be designed for the 25-yr storm and analyzed for the
100-yr storm.
3. Any off-site drainage is required to be delineated and conveyed through the site in accordance
with NHC standards.
4. The relocated ditch section appears to have sharp angles that may create bank stability issues. A
curve is suggested at ends of the new section with radius of curvature/bankfull width ratio of 2,
minimum.
NHC Engineering, Beth Wetherill 910-798-7432
1. This project has not been submitted for a land disturbing permit yet.
NHC Environmental Health, Marie Hemmen 910-798-6664
1. OSWP Comments: Check with CFPUA to see if properties surrounding Bountiful Village are served
by public sewer and water. If not, Setbacks will need to be met if properties still have well and
septic systems adjacent to Bountiful Village. Environmental Health has records that some of these
properties were once served or currently served by well/septic and proper procedures need to be
taken to abandon old wells including one possibly located at 561 Bountiful Lane. 405 through 501
Bountiful Lane, 2918, 2902, 2906 Thatch Ct, and 2021-2133 Oakley Rd may have wells that will
require setbacks to structures, sewer lines and potential sources of contamination. All wells shall
be identified within 100 feet of the Bountiful Village Property boundary so setbacks can be
maintained.

Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620
1. Utility Plan Review required by CFPUA (new utility aligned plan review will need to be completed.
2. CFPUA water and sewer available
3. Waterline extension required.
4. Public pump station to be constructed (currently under review)
5. Must provide dedicated easement for sewer.
6. At this time capacity is available.
7. Capacity is also dependent on the analysis of the pipe collection system (gravity and force mains).
8. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans
meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by the Authority.
NCDOT, Nick Drees 910-398-9100
1. A NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of the
Policy on Street and Driveway Access to North Carolina Highways to include access locations
within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT
District Engineer’s Office.
2. A NCDOT Encroachment Agreement is required for any utility connections or installation within
NCDOT right-of-way.
3. NCDOT Division 3 District 3 is now paperless. When ready to submit email all documents to
Div3Dist3@ncdot.gov

Subject: Lot 7R 3008 North Kerr Avenue Industrial Park – Commercial Site Plan – TRC Review
The following comments have been received for the December 11, 2019 TRC meeting.
Please note: Following the TRC meeting, a revised site plan addressing each of the below items must be
resubmitted prior to receiving Preliminary Plan approval.
Planning, Ron Meredith 910-798-7441
1. Please update the plan with the following general corrections:
a. Please add the zoning on the plan for the adjacent parcels.
2. Please indicate the number of trees proposed to be preserved and/or planted on site. Please refer
to Section 62.1-8 of the New Hanover County Zoning Ordinance. If the intent is to use existing
vegetation for planting requirements, please display this on the landscape plan.
3. Per Section 62.1-5: please provide the landscaping for parking perimeters, parking interior, parking
screening, and street yards.
4. Please make sure that there are no visual obstructions at intersections. Please revise the plantings
to illustrate adequate sight angles (10’ x 70’). Section 62.1-3(4) of the New Hanover County Zoning
Ordinance.
5. Please show all easements per Section 62.1-8.
6. Tree Removal/Mitigation:
a. Please label the species and size of all regulated trees to be removed. Any significant trees
removed must be mitigated.
7. Will a dumpster be placed on the site? If so, please refer to Section 62.1-4.1: regarding screening
of dumpsters and outside storage.
8. If regulated wetlands are proposed to be impacted, please submit a current wetland permit
and impact permit.

1. At this time there are no issues with the site plan. Not knowing the interior layout, Fire alarm &
Sprinkler requirements maybe required. There is a water line in front of the building and two fire
hydrants are located within equal distance to the proposed facility.

2. Section 510 studyis required per the 2018 NC Fire Code for first responder radio coverage.
3. Follow guidelines as set forth in the 2018 NC Fire Code Appendix J - Building Information Signs
NHC Engineering, Phil Bevilacqua 910-798-7072
1. A New Hanover County Stormwater Authorization-to-Construct is required. Stormwater control
measures are required to maintain the pre-development runoff rate for the 2-, 10- and 25-yr
storms. Analysis for the 100-yr storm is required to verify that no buildings are flooded.
2. On site collection systems are required to be designed for the 25-yr storm and analyzed for the
100-yr storm.
3. Any off-site drainage is required to be delineated and conveyed through the site in accordance
with NHC standards.

1. This project has not been submitted for a land disturbing permit yet.

1. All wells (if present) on adjacent properties, will need to be identified within 100 feet in order to
maintain setbacks to structures/sewer lines and any potential sources of contamination. Env.
Health only has record that there may exist a well at 3000 N Kerr Ave.
Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620
1. Utility Plan review required by CFPUA.
2. CFPUA water and sewer available.
3. Customer will need to hire LUC to install taps. Plans show a existing 6” sewer, this will need to be
verified as service is not shown on the asbuilts.
4. CFPUA Meter Sizing Form will need to be completed.
NCDOT, Nick K. Drees910-398-9100
1. A NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of the
Policy on Street and Driveway Access to North Carolina Highways to include access locations
within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT
District Engineer’s Office.
2. A NCDOT Encroachment Agreement is required for any utility connections or installation within
NCDOT right-of-way.
3. NCDOT Division 3 District 3 is now paperless. When ready to submit email all documents to
Div3Dist3@ncdot.gov
