Dear Mr. Resnik:
Per your request, Ramey Kemp & Associates, Inc. has evaluated the potential traffic generation for the
proposed redevelopment of the property located in the southeast quadrant of the intersection of North College
Road and Kings Grant Road in Wilmington, North Carolina. The contents of this letter present a summary of
the projected trip generation for the proposed Elderhaus adult daycare center to determine whether a Traffic
Impact Analysis (TIA) would be warranted based on the Wilmington Urban Area Metropolitan Planning
Organization (WMPO) minimum threshold of 100 vehicles or more (entering/exiting combined) generated
during either of the adjacent roadways’ peak hours [typically 7-9 AM and 4-6 PM]. Because the proposed use
of the facility does not correspond to any of the traditional medical or recreational uses listed within the ITE
Trip Generation Manual, the peak period trip generation for the proposed development was calculated based on
employment numbers and schedules provided by the owner.
Based on information provided by the owner, the maximum projected on-site employment total for the proposed
facility is expected to be 74 employees, consisting of full-time and part-time employees. See the table below
for a summary of the projected employee totals [by job description] as well as their schedules.

Maximum entering and exiting traffic totals for the proposed redevelopment were calculated during the typical
adjacent street peak hours based on scheduling information provided in Table 1. For the purpose of this
analysis, trip totals for each employment classification were broken down into 15-minute intervals from 6:30
AM [time when first van drivers arrive in the morning] to 9:00 AM. Conservative assumptions were made for
the PM (4:00-6:00) peak period. See the table below for a breakdown of the entering and exiting traffic during
the AM and PM peak periods.

It should be noted that 98% of all patients use Elderhaus transportation (van transportation), and no client walk-
in appointments are scheduled. Additionally, patient visitation times are typically between 9:30 AM and 3:30
PM, which is outside of the typical AM and PM peak periods.
