BRIEF SUMMARY: New Hanover County requires a county issued franchise to collect solid waste. Pursuant to Section 44 -55, the applicant has provided information about his business organization, equipment, personnel and fiscal responsibility. The Environmental Management Director and the Chief Financial Officer have no objections to the franchise request. The decision to approve the current solid waste franchise agreement was considered against the implications of House Bill 56 and its impact on the county's ability to control the flow of solid waste. Staff believes that private solid waste collection companies will ultimately make post -2020 final disposal decisions based on two factors: price and convenience /location. The New Hanover County landfill is competitive in both areas and will continue to seek methods to control costs while offering cutting -edge services to the public. The initial franchise period would run for seven years. A second reading is required. RECOMMENDED MOTION AND REQUESTED ACTIONS: Approve franchise. The program is 100 percent funded by CFPUA employees and community partner contributions along with contributions from the city and county. The maximum benefit per eligible household is $500 per fiscal year. These funds may not be used for deposits. Eligibility is based on need and funds available. Funds remaining at the end of the fiscal year are carried forward to the next fiscal year. Section 3: Documentation of Adoption This ordinance shall be effective upon its adoption. These funds will be used to increase the number of trips provided within the EDTAP (Elderly and Disabled Transportation Assistance Program). New Hanover County received a larger allocation for FY20 only because other counties did not utilitze their FY19 allocation. There is no county match required. Due to requirements of federal and state funding, the additional allocation must be used to supplement current county programs and cannot be used to supplant General Fund appropriations. BA 20 -043 budgets an increase in funding for the RSVP (Retired Senior Volunteer Program). The Corporation for National and Community Service increased the county's funding by $7,500 to be utilized to recruit, retain and recognize additional RSVP volunteers who will be serving in the community. There is no county match required. Due to requirements of federal and state funding, the additional allocation must be used to supplement current county programs and cannot be used to supplant General Fund appropriations. BA 20 -051 budgets an increase in funding for the FGP (Foster Grandparent Program). The Corporation for National and Community Service increased the county's allocation by $2,923. The one -time augmentation is to support the increase in the stipend from $2.65 to $3.00 per hour, as required by the Corporation for National and Community Service. The match requirement is being waived for these additional augmentation funds. Due to requirements of federal and state funding, the additional allocation must be used to supplement current county programs and cannot be used to supplant General Fund appropriations. Section 3: Documentation of Adoption This ordinance shall be effective upon its adoption. The award amount is $2,500 and will be used to upfit the Toolcat and hauling trailer so that additional equipment can be carried. The trailer would have metal fabrication work done to allow multiple implement attachments (snow plow, debris grabber, pallet forks and bucket) to be safely mounted for transporatation with the Toolcat to an incident. Currently there is no racking system on the trailer to transport all of the implements in an efficient manner. Emergency lighting would also be placed on the Toolcat so the operator could safely utilize the equipment near roads and highways. This equipment could be used to remove ice /snow from fire stations, EMS base and other parking lots which the NCDOT does not plow. Additionally, during hurricanes or tornado events, this equipment can be utilitized with chainsaw crews to cut downed trees and remove the debris to clear paths to critical infrastructure needing refueling. There is no county match required for this grant. Due to requirements of federal and state funding, the additional allocation must be used to supplement current county programs and cannot be used to supplant General Fund appropriations. New Hanover County was notified of this opportunity on January 13, 2020 and LOls to participate were submitted to North Carolina Emergency Management by the due date of January 31, 2020. The Board is being asked to ratify the submission of the letters of intent at this time. • Project 1 — HMP -DR #4465 Project: Resilient Infrastructure — NHC Military Cutoff Culvert Installation (lannucci) Project amount request: $420,000 (75% Federal share) $105,000 (25% State share) $525,000 tota I The results of this analysis completed by Sungate Design Group in response to Hurricane Florence flooding that occurred in the subdivsion along Smith Creek recommends placing a 66 -inch RCP adjacent to the south side of Culvert No. 2 (1 @ 11' x 7' RCBC). The 66 -inch RCP should be placed 1 -foot above the bed elevation as to allow the daily flow to only pass through the 1 @ 11' x 7' RCBC and the 66 -inch RCP to be used during flooding events. The outlet channel from Culvert No. 2 to the downstream side of Culvert No. 3 should be widened from a 6 -foot base ditch to a 10 -foot base ditch. It is also recommended that New Hanover County investigate removing the 3 @ 36" HDPE and the earthen embankment located between Zest Court and Peppercorn Court just downstream of Culvert No. 1. • Project 2— HMP -DR #4465 Project: Resilient Infrastructure— NHC Southern Castle Hayne Project (lannucci) Project amount request: $315,000 (75% Federal share) $78,750 (25% State share) $393,750 tota I Partnering with N CDOT, the scope of work would support the installation of larger pipes and culverts in this area and permit NHC to improve the out - falling canal and drainage outlet. The second quarter of fiscal year 2020 will be presented which includes financial activity through December 31, 2019. As an overview, the county's general fund has received $167.1 million, or 53.5% of budgeted revenues and has expended $127.2 million, or 40.7% of budgeted expenditures. Major revenue sources of ad valorem tax and sales tax are trending above targets while overall expenditures are lower than expected targets. The Fire Services and Environmental Management funds have received $9.3 million (55.8 %) and $11.1 million (45.6 %) of budgeted revenues and have spent $8.9 million (53.5 %) and $4.8 million (19.5%), respectively. Board of Commissioners - February 17, 2020 ITEM: 8 NEW HANOVER COUNTY FINANCIAL SUMMARY QUARTER ENDED DECEMBER 31, 2019 INTRODUCTION: Attached is a brief fiscal summary for select New Hanover County funds for the quarter ended December 31, 2019. Included is a summary of revenues and expenditures as recorded by the County for the General, Debt Service, Environmental Management, and Fire Services Funds. This information is provided to help keep you abreast of the financial status of the County on a regular basis throughout the fiscal year. Data provided by fund includes: • Actual revenues and expenditures for the previous fiscal year ended June 30, 2019 and June 30, 2018; • Budget revenues and expenditures for the current fiscal year ending June 30, 2020; • Actual revenues and expenditures as of the end of the quarter for select fiscal years; • Percentage of actual revenues /expenditures received /spent for the same period the previous fiscal years; • Percentage of budget revenues /expenditures received /spent for the current fiscal year; and • Graphical comparison of actual amounts as a percent of budget for all fiscal years presented. GENERAL FUND HIGHLIGHTS: As the chart highlights, many revenues are not received, nor expenses paid, evenly throughout the year. • Ad valorem tax collections through the second quarter are approximately 75.8% of budgeted amounts which exceeds the last two previous years. • Sales taxes are received from the State two and one half months following the month in which they are collected by the vendors across North Carolina. Thus, three months of sales tax has been received through the second quarter and represent 24.9% of budgeted sales tax. • Other Taxes exceed prior year collections in both the dollar and in the percentage of collection through the first quarter as real property transfer taxes continue to grow beyond expectations in addition to higher than anticipated vehicle rental and heavy equipment tax. • Expenditures in most County functions are lower as a percent of budget than prior year. Economic & Physical Development and Transfers are not distributed evenly by month. Rather, expenditures are paid when due. DEBT SERVICE FUND HIGHLIGHTS: • Ad valorem tax collections through the second quarter generated by the 6.47 cent dedicated tax rate was approximately $17.1 million, which is higher than the previous two years. • Debt service is paid from this fund when those payments come due. Due to additional borrowings that occurred in fiscal year 2019, the increase in debt service expense was expected. ENVIRONMENTAL MANAGEMENT FUND HIGHLIGHTS: As with the General Fund, many revenues and expenses do not fall evenly throughout the year for Environmental Management. • Charges for Services exceeded prior year at $8 million collected through the second quarter. This exceeds the two previous years in both dollars and percentages collected. • Reimbursement for Hurricane Florence debris pickup has been received to reimburse the usage of fiscal year 2019 fund balance related to these expenses. • Operating expenditures are lower as a percent of budget than prior year. Overall expenses are lower than prior year due to the significant expenses incurred in the prior year related to Hurricane Florence. Capital expenses are not made evenly throughout the year. FIRE SERVICES FUND HIGHLIGHTS: Again, as with the General Fund, many revenues and expenses do not fall evenly throughout the year for Fire Services: • Collections of ad valorem tax are higher than prior year and represent $8.4 million through quarter two and represents 80.3% of budgeted ad valorem revenue. This is greater in both dollars collected and percent collected then the previous two years. • Sales taxes are received from the State two and one half months following the month in which they are collected by the vendors across North Carolina. Thus, three months of sales tax has been received through the second quarter and represent 24.8% of budgeted sales tax. • Operating expenses are consistent with previous year's expenditures as a percent of budget while salaries are slightly higher than prior year. • Debt service and capital expenses occur when related capital assets are needed and payments are due. Water resource development projects that will serve industry; encourage tourism; commercial /charter fishing; recreational boating and mitigate the threats of storms and flooding Brief on Functions: The Commission will cooperate closely with the U.S. Corps of Engineers, the N.C. Division of Water Resources and other federal and state agencies in the pursuit of projects that may benefit our community. The Commission will also work with elected officials including federal and state officials and such groups as the NC Water Resources Congress and NCBIWA in order to obtain support, approval, and funding as appropriate. Responsible for the design, modifications, testing, initial licensing and construction of the RA -JII bundle shipping container for use in the USA and other foreign locations based on the current Japanese designed container. Both the container project and operations of Logistics required interface with governmental agencies (Foreign and Domestic) for licensing and approval of operations /construction. This position was also responsible for the Environmental Projects initiatives. During my tenor the CaF2 Lagoon cleanup project was completed. This was the single largest Environmental Project in GE at the time. Project was maintained ahead of schedule and under budget. Emergency Preparedness and Security Manager, Global Nuclear Fuels (5/2000 — 12/2002) Responsible for overall Security and Emergency Response capability for the Wilmington, NC Nuclear and Aircraft Engines facility. Upgraded the site's security plan and physical protection scheme based on the events of 9 -11. Numerous GE corporate and Governmental agency reviews of the new security measures and plan identified this site as a best practice within GE and industry. Also during this time I program managed the licensing and initial construction of the new nuclear powder shipping container (NPC) an $8MM Capital Investment project.
