PLEASE NOTE: This meeting will be conducted remotely via teleconference. Interested parties can contact the Planning and Land Use Department at 910-798-7165 for more information. 10:30 a.m. Item 1: Anchors Bend Townhomes/Ranch Lots – Perform. Res. Development Request by Intracoastal Engineering, PLLC for a performance residential development consisting of 24 townhome units and 2 ranch lots within the Anchors Bend performance residential development. The property is located at the northwestern terminus of Anchors Bend Way, consists of approximately 26 acres, and is currently zoned R-15. 11:00 a.m. Item 2: Sea Lilly – Preliminary Plan Request by Design Solutions for a conventional residential development consisting of 9 single-family lots. The subject site was previously approved as Phase 3 of Inlet Point Harbor, however, it was recombined back into one lot thereafter. This proposal is to reestablish a portion of the subdivision by dividing the subject site into 9 conventional residential lots. The property is located near the 200 block of Gazebo Court and consists of approximately 8.95 acres. The applicants for the commercial items below have received the TRC comments and are working to address them. However, they elected not to attend the regularly scheduled meeting. 2909 Orville Wright Way – Lt. Industrial/Warehouse Building – Comm. Site Plan Request by JBS Consulting, P.A. for a commercial site plan for the construction of an approximately 12,000 square foot light industrial/warehouse building within the N. Kerr Industrial Park. The subject property is located at 2909 Orville Wright Way, consists of approximately 1.03 acres, and is currently zoned I-2. Southern Asphalt – Commercial Site Plan Request by FSS Properties, LLC for a commercial site plan for the site development of Southern Asphalt, including grading, paving, stormwater infrastructure, and an office trailer. The subject property is located at 5600 Holly Shelter Road, consists of approximately 10 acres, and is currently zoned I-2. Coastal Christian High School Addition – Commercial Site Plan Request by Norris and Tunstall Consulting Engineers, P.C. for a commercial site plan for an approximately 4,600 square foot addition to the existing Coastal Christian High School. The school campus is situated on two parcels and the addition is located on the approximately 3.28-acre parcel. The property is currently zoned R-15 and is located at 1150 The King’s Highway. Tarin Woods II Amenity Area – Commercial Site Plan Request by CSD Engineering for a commercial site plan for an amenity center for Tarin Woods II, consisting of an open shelter, athletic courts, and parking. The subject property is located at 6010 Ironwood Drive, consists of approximately 2.97 acres, and is currently zoned R-15. Future Items:  April 22nd TRC Meeting o Congleton Farms – Preliminary Plan Modification – Performance Res. Development  Preliminary plan modification for the Congleton Farms performance residential development.  The proposed modification relocates lots 115-149 to incorporate an eagle’s nest buffer area. In addition, a new roadway is proposed. There is no increase in the number of lots previously approved.  The property is zoned R-15. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. Planning, Ron Meredith 910-798-7441 1. Town Home Comments a. Please update the plan with the following general corrections: i. Please specify the proposed location of the cluster box. ii. Please show the access easement to the Ranch lots. iii. Please show sight triangles. iv. Please provide parking dimensions on the proposed overflow spaces. b. Please show the proposed lots lines if applicable. c. Please identify on the plan which trees are proposed to be removed. A tree removal permit will be required prior to issuance of any land disturbance permits or activities on the site. d. It appears that the two site plans proposed parcel boundary lines do not match. e. Has there been communication to discuss a maintenance agreement for the access to the ranch lots? f. Please add language stating that the easement shall not be used to access the townhomes. Per Section 6.2.2.6.d of the New Hanover County UDO double frontage lots shall be avoided. g. Please provide the roadway cross sections of the proposed private rights of way. h. Please provide an updated Master Plan with updated site data pertaining to the recreation space, density, and maximum lots allowed. i. Are there concerns regarding the length of the parking areas within the driveway. Can you provide an additional exhibit illustrating the typical parking space to show that there is sufficient room for the average car? j. Please communicate with the Post Master and NHC Building Safety in reference to the cluster box location. There may be additional standards from Building Safety. Anchors Bend Townhomes – Preliminary Plan – TRC Review Page | 2 2. Ranch Lot Comments a. Please update the plan with the following general corrections: i. Please show sight triangles (10x70). ii. Please show the periphery 20’ setback from the adjoining property lines. b. Due to the size of the lots, the development will not be exempt from obtaining tree permits. Prior to any land disturbance activities, a tree removal permit will be required. c. Conservation Easement: i. Who has the easement been dedicated to? ii. What are the restrictions? It appears that the access easement will be required to encroach into the conservation easement to gain access to ranch tract 2. Is there any legal restriction that would prevent this tract to have legal access due to the obligations of the easement agreement? d. Access/utility easement: i. Will this access be improved? ii. Please show a cross section of the proposed access if an improvement is proposed. iii. It appears that there is developable area on the northern side of tract 2. With the conservation easement being between this area and the access easement, this situation may create access issues. Is this portion proposed to be developed and if so how will it be accessed? e. Plat for recordation review i. Please send the book and page of the plat and covenants as soon as recorded. ii. Are there any annexation documents for the covenants and restrictions? iii. Please obtain all owners signatures prior to final submittal to Staff. iv. NCGS §47-30 requirements: 1. The plat indicates that this is a recombination plat but, it appears to be a subdivision. Please correct this if incorrect. 2. Please add to the notes concerning the lines on the plat that were not actually surveyed. They must be clearly indicated and a note stating the source. 3. Please make sure that the plat for recordation is the correct size and has the correct margin widths, prescribed by NCGS §47-30. 4. Please add the following certificates to the plat. a. Section 9.16.3.8 Certificate of Disclosure for Private Developments b. Section 9.16.3.9 Certificate of Registration/Disclosure for Homeowner's Association Covenants, Conditions and Restrictions by Register of Deeds c. Planning Certificate. 5. All certificates are located in Appendix 1 of the UDO. A New Hanover County Stormwater Authorization-to-Construct is required. Stormwater control measures are required to maintain the pre-development runoff rate for the 2-, 10- and 25-yr storms. Analysis for the 100-yr storm is required to verify that no buildings are flooded. 2. On-site collection systems are required to be designed for the 25-yr storm and analyzed for the 100-yr storm. 3. Off-site drainage is required to be delineated and conveyed through the site in accordance with NHC standards (25-yr design & 100-yr analysis). 4. A drainage easement is required for off-site drainage conveyances and is to be sized according to NHC standards. 5. The Inlet to the existing 24” RCP across North Bend should be cleared and surveyed. Please update the plan with the following general corrections: a. Please modify the Title Block to reflect that this is a Conventional Residential Development. b. Please revise Development Note 1 to reference the New Hanover County Unified Development Ordinance (UDO). c. Please revise Development Note 5 to reference Section 6.3.3.I of the UDO. d. Since the Inlet Point Harbor subdivision is gated and connectivity is already limited, Staff recommends that Sea Lilly Lane and Star Gazer Court are not dedicated as public to limit future confusion. Please confirm if any of the other roadways within Inlet Point Harbor are dedicated as public. e. Please delineate the passive and active recreation space within the common area. f. The UDO now breaks the side setbacks into an interior side setback and a street side setback. Please note the maximum height of the structures per Section 3.2.8.D of the UDO. h. It appears that Murville Fine Sands, Leon Sands, and Tidal Marsh are the soil types indicated on the soils inset. Please adjust Site Inventory Note 1 accordingly. i. Please note that the UDO removed Conservation Overlay Districts and reclassified them as Conservation Resources within Section 5.7. Please revise Site Inventory Note 3 and the Inset accordingly. j. Please note the misspelling of “Intracoastal” in Site Inventory Note 9. Please note that the minimum radius is 48’. Please adjust accordingly. 4. The Private Road Design Standards require a 22’ travelway width for cul-de-sacs and a 24’ travelway width for local roads. It appears that the private road cross-section only includes 20’ of paved travelway, which does not meet the standards in the UDO. 5. Please confirm that the 10’ wide dotted lines at the front property lines represents a utility easement. The water/sewer detail indicates a 10’ Non-Municipal Utility Easement. 6. Please provide a letter of service from Aqua upon receipt. Please note that this is required prior to Preliminary Plan approval. 7. CAMA AEC in this area is 75' from high water. Industrial uses require 1.5 spaces per 2 employees on shift of greatest employment, 1 space for managerial personnel, 1 visitor parking space for every 10 managerial personnel, and 1 space for each vehicle use directly in the conduct of business. b. On the Landscaping Plan, please add the calculations for the required landscaping and include the number of required trees/shrubs to be planted: i. Streetyard: 1 tree and 6 shrubs for every 600 square feet; ii. Foundation: 12% of the area of the building face adjacent the parking area; iii.
