TRC Agenda Packet 5.13.2020TECHNICAL REVIEW COMMITTEE AGENDA May 13, 2020 New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, May 13, 2020 at 10:30 a.m. at 230 Government Center Drive, Suite 110, to discuss the below items. PLEASE NOTE: The applicants for the commercial items below have received the TRC comments and are working to address them. However, they elected not to attend the regularly scheduled meeting. Item 1: Masonboro Commons Boat/RV Storage – Commercial Site Plan Request by Stroud Engineering, P.A., for a commercial site plan for a boat/RV storage lot. The subject property is located at 6400 Carolina Beach Road, consists of 1.9 acres, and is zoned B-2. Item 2: Gordon Road LTD – Commercial Site Plan Request by Port City Consulting, PLLC, for a commercial site plan for an approximately 4,000 sf office/warehouse building. The property is located at 6640 Gordon Road, consists of 2.3 acres, and is zoned I-1. Future Items:  May 27th TRC Meeting o Wilmington Trade Center – Commercial Site Plan  Commercial site plan for three office/warehouse buildings consisting of 425,250 sf.  The property is zoned I-2. It consists of 25.4 acres and is located at 4104 US HWY 421. Please note: Following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving approval. Planning, Ron Meredith 910-798-7441 1. Please update the plan with the following general corrections: a. Please increase the font size of the existing trees labeled on the plan. b. Please specify the location of the signage if applicable. 2. Landscape Plan: a. Please increase the interior landscaping. The parking and drive isles equates to 49,802 which will require 3,983 sf of interior landscaping and 3,807 sf has been provided. b. Buffer: i. Please illustrate the proposed or existing vegetation that will satisfy the required buffer requirements. Please choose one of the three buffers specified in the New Hanover County Unified Development Ordinance. ii. Site visit may be required for verification. 3. Tree removal: a. Please show tree protective fencing on the landscape plan if applicable. b. Tree removal permit is required prior to any site work. 4. Ingress/egress: a. Please reference the book and page of the easement. 5. Please note additional standards for Recreational Vehicle and Boat Trailer Storage Lots: a. The use shall be solely open-air and ground level. No enclosing or overhead covering structures shall be installed. b. All site lighting shall be located so as not to shine or reflect directly onto any adjacent residential zoning districts and/or uses. c. Repair, maintenance, or habitation of any recreational vehicle or boat stored in the facility is prohibited. Minimum road width of 20' b. D103.2 Grade - Fire apparatus access road shall not exceed 10% c. D103.5 Fire Apparatus Access Road Gates: i. Gates securing the fire apparatus access roads shall comply with all of the following criteria: ii. The minimum gate width shall be 20 feet (6096 mm). iii. Gates shall be of the swinging or sliding type. iv. Construction of gates shall be of materials that allow manual operation by one person. v. Gate components shall be maintained in an operative condition at all times and replaced or repaired when defective. vi. Electric gates shall be equipped with a means of opening the gate by fire department personnel for emergency access. Emergency opening devices shall be approved by the fire code official. vii. Manual opening gates shall not be locked with a padlock or chain and padlock unless they are capable of being opened by means of forcible entry tools or when a key box containing the key(s) to the lock is installed at the gate location. viii. Locking device specifications shall be submitted for approval by the fire code official. ix. Electric gate operators, where provided, shall be listed in accordance with UL 325. x. Gates intended for automatic operation shall be designed, constructed and installed to comply with the requirements of ASTM F 2200. NHC Engineering, Phil Bevilacqua 910-798-7072 1. If a potable water supply will be needed at time of development of site, a well permit will be required by New Hanover County Env. Health if public water is not available. All irrigations wells, if proposed must also meet State 2C Rules and will be regulated by DEQ, Water Resources. 2. Any existing septic system/nitrification field will need to be properly abandoned before this site can be developed. Please identify existing septic field if applicable. 3. A septic system will not be required if there are no potable water fixtures. OSWP Septic Review is not required, since there are is no proposed waste discharge, employees, offices, restrooms or structures, etc. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. Per the engineer, no buildings are a part of the plan therefore no CFPUA Plan Review required. A NCDOT Driveway Permit or a revision to an existing driveway permit is required. Submit a plan in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT District Engineer’s Office. 2. A NCDOT Encroachment Agreement is required for any utility connections or installation within NCDOT right-of-way. 3. All new buildings will shall comply with Section 510 of the NC Fire Code; Emergency Responder Radio Coverage Survey shall be conducted. It is recommended that a pre-construction survey be completed (Pre construction surveys are not mandatory). 3. All new buildings shall comply with Appendix J of the NC Fire Code, Building Information Signs. 4. If building is required to be sprinklered, Fire Department Connection (FDC) location must be approved by the Fire Marshal's Office.
