Our property shares a property line with this project. We want a privacy fence and a nice buffer to protect our investment. D7e to
noise we want the pool area to be a adequate distance in order to maintain the peacefulness of the neighborhood. Bc we with
these goals met, we have no objections to the project. We have been neighbors to the Murray family for 70 years. They are
great people and they deserve the right to sell this land.

As one of the owners of the proposed development "The Oaks at Murray Farm" I feel inclined to make these comments. I'm sure
you have received numerous comments from the opposition of the development touching on what they perceive to be as
negative points. However they have, I'm sure, not included the main reasons for the decision of the owners to sell. I will try to
present the facts that led us to the decision to sell. Our family has lived here since 1906, therefore the decision to sell has not
been an easy one.
1. Our neighbors have shown total disregard for other people's property. Adults and children alike continue to ride golf carts,
ATVs, and bicycles over the property with total disregard that they are riding on planted fields. I've been told not to plow on
certain days because of the dust in the air.
2. They use our property as a dog park allowing their animals to run free and leave their "presents" wherever it falls.
3. There have been hunting stands and corn piles placed. Shots have been heard but when investigated no one found. Shots
have been heard while I was with my horses and it startled them very much causing them to spook. They have allowed their
children to climb over a fence into the pasture with the horses. What could the outcome be if shots were fired with children in the
pasture.
4. They have used the property as a dumping ground for their unwanted yard debris,Christmas trees, flower pots, and concrete.
5. Their children have broken into my parents house, our barns and out buildings. After a discussion with the deputy sheriff and
the parents it was decided that the boys would help clean up their mess and no charges would be filed. This agreement lasted
maybe two days of about two hours each day.
6. I was told that I had to do something with my horses because of the smell. My animals were here before the development.
7. The subject of flooding has been addressed as a problem. I'm not an engineer, but I have lived here for 68 years, flooding has
never been a problem until Florence and Doren. Those were exceptional storms.
8. Children have built forts by cutting small trees down. I have witnessed them doing this with machetes and axes. When I
approached the parents about this all I got was we'll talk to them. It only stopped when the family moved.
9. Trees have been cut for firewood. Without permission from me.
10. While fireworks are expected on some holidays, our neighbors shoot fireworks whenever they want. During those holidays
that it is expected I have to stay with my horses to try to calm them. As a retired fireman I am also watching for sparks that drift
over my property. As a veteran with PTSD unexpected fireworks causes me problems.
11. I have farm equipment and have found that it was not as I had left it. No one but me uses the equipment.
There are people in the development that understand our situation and silently support our decision, however they are afraid to
publicly do so. They are concerned that their HOA and neighbors would retaliate against them for doing so.

I am in support of this new community. We need smart and well developed new housing in New Hanover County. It is an easy
access for people to be able to commute to multiple locations as needed for work or leisure. This developer has done many new
communities and all of them are done top notch! They pay attention to the details in the buildings as well as the site work around
them and always make them very nice to allow the properties in and around the communities to have increased property values.
Please vote to allow this development to proceed.

I thoroughly support this project. This project will inject close to $100 million into the local economy and provide countless jobs-
as unemployment claims providing jobs is critical. This project is located at the base of the I 140 bypass I would imagine that
this is a perfect location for apartments same as Stephens pointe apartments across the street. Nobody wants an apartment
complex in their backyard and there will always be opposition to apartments by the surrounding neighbors but they have to go
somewhere…
This is a perfect location and will well serve the affordable housing needs that we have in our area.

I fully support the development of this project. With the potential addition of approximately 290 jobs and injectIon of +/-$71
million into the local economy, how could one not be in support of this? In full favor of this project to keep local families working
and to continue local economic growth. Not only would this boost our local economy, the project renderings look great! Logan

Hi Board,
What this really boils down to is that ILM is a peninsula that is running out of space. Because the supply is low, the demand is
high for housing at the moment. If the board is going to release statements that we need more affordable housing and higher
density, then they cant just apply those policies to the poor sides of town and change your mind every time the "more fortunate"
side of town complains. This is a reasonable project in a desirable area. All sides of town have higher traffic and full schools,
porters neck is no different, so those theories are washed. The notion that higher densities bring reduced tax values is true, that
being said, adding one high end apartment complex on the "nice" side of the road will not reduce any porters neck resident's
homes' taxable value. And even if it does slightly, these are the people with the disposable income to be able to handle the
reduction in tax value. We just need to make up our mind here: if you want higher density, you have to do it across the board,
not just kerr ave and eastwood rd.

Dear Commissioners,
I am sending you this email to express my support for Logan Developer's application to rezone The Oaks at Murray Farm
property. I do not own property in the immediate vicinity, nor do I have any vested interest in this project. My vested interest lies
in being a resident, business owner, developer, and tax payer of New Hanover County. If this project is approved, then all
associated with New Hanover County have something to gain.
If you recall, approximately two years ago, New Hanover County hired Wayne Clark as Planning Director. This was - and still is -
a "home run" hire for New Hanover County. Wayne was brought in with a directive to "modernize" the county's zoning
ordinance. (To say the County's zoning ordinance was out of date when Wayne was hired, would be a massive understatement
about the archaic ways of the former ordinance). Not only has Wayne performed his job very well in a short time, he has done
so with the utmost professionalism, class and integrity. To that end, last summer, the Commission voted unanimously to
approve his departments' recommendations to the zoning ordinance.
As the Commission, you have the recommendation from "YOUR" Planning Director to support this project. You also have the
benefit of unanimous support from the Planning Commission. Between Mr. Clark and his staff and members of the Planning
Commission, there is an abundance of knowledge and experience with designing, approving and producing high quality
developments. Lastly, Mr.Logan has proven himself many times over to be a reputable and high quality developer. He lives here
and is fully invested in New Hanover County and our surrounding area. What he is NOT is from "out of town" or from "out of
state".
The proposed rezoning for the Oaks at Murray Farm is exactly what the County needs. The developer has gone "above and
beyond" what 90% of most of developers would do in listening to the neighbors and making concessions for their benefit - and to
the detriment of his bottom line. Increasing the opportunities for both home ownership and opportunities for living in NHC
(whether renting or owning) will create more affordability. When faced with 20% unemployment, it also stands to reason that the
jobs and investment are an absolute necessity for the health and well-being of New Hanover County. Last but not least, this
proposed project meets the objectives of the New Hanover County Future Land Use Plan.
I strongly encourage you to support The Oaks at Murray Farms. Thank you.

It seems like everyone is weary of apartments, but I don't know why. I have lived in one for the last few years with my 2 young
kids and found it to be a safe, healthy, and happy place to live. Extremely convenient & low maintenance living which is what a

Dear Commissioners,
The purpose of this letter is to share my support for Logan Developer’s upcoming application for the Oaks at Murray Farm
property. I sincerely believe that Logan Developers will do a fantastic job developing this property, just as they have on every
development they have done in the past.
The location of this project being on the Northern part of New Hanover County, is ideal for this type of development. Not only
does this site provide close access to the highways leading into New Hanover County from many different directions, but it also
provides some more affordable housing options in an area that is very much needed. I think apartments are needed in this area
and I used to live in a community where apartments were built directly behind my home and it was just fine. I refused to sign a
petition from people before the apartments were built as I felt it wasn’t right for me to deny those individuals the opportunity to
rent at prices that were far less than the value of my home. After the apartments were built, the value of my home did NOT
reduce in value and my wife and I lived there for almost another 10 years before moving closer to my office. I ended up selling
my home to another REALTOR in the area who is a Top Producer who also did not mind the apartments. Our real estate firm
represents many communities where apartments are adjacent and we continue to sell homes near them with no real issues.
There are numerous articles that discuss the past few years of “how consumers are now thinking about where they want to live”
and many consumers are moving to apartments as they simply do not want to own real estate. We as community leaders,
should once and for all realize, apartments are not problems, rather to many consumers, they are solutions.
I am firm believer the decision to hire Wayne Clark as Planning Director was a great decision for NH County. He and his staff
continue to do an excellent job for the county and his vision for where we as a county should go, seems to make sense. We all
know, the Commission approved unanimously the suggested recommendations. Now we have a unanimous decision by the
Planning Commission to approve this project and my hope is that you as commissioners, will also support this project.
I urge you to support this project and after speaking with the potential developers and all the reductions in density, various
meetings with the neighbors to accommodate their requests, and this project meeting the rules of the New Hanover County
Future Land Use Plan, I respectfully ask you to support this proposal put forth by Logan Developers.

The project offers a compact, mixed-income development... Without the apartments, homes in this neighborhood would need to

I think we can all agree that traffic is tough here. Everyone feeds onto Oleander, Independence, College, Carolina Beach,
Market, etc. Doesn't it make sense to have some density at the foot of the I-140 bypass? It is a perfect spot for commuters, and
these residents can get all of their goods and services within 2 miles. This spot is the new 'hub' of town -- can get to Brunswick,
Pender, Wrightsville Beach, or downtown Wilmington within 15 minutes. I don't know of any other location in Wilmington which
you can do that from.

I live in the area where the subdivision, The Oaks at Murray Farm, will be located. I have lived in this location for over 22 years. I
have seen all the growth in this area. I am also a Real Estate Developer in this and other areas, so I am very familiar with the
processes, the ordinances, etc. I also know this developer and the design / engineering firm associated with this project. They
are some of the most talented and responsible parties in this industry. I have read the associated documents regarding the
extreme steps they have taken to make this a great development for this area. Development is happening; there is no stopping
it. I fully support this particular plan because I think they have done what is necessary to address neighbors concerns and this
area can easily support more population to utilize all the commercial services that are coming into the Porter's Neck area. The
county approved a school right up the street and we were told that this was necessary to support the growth in this area and I
am concerned now that the very growth that we were told would be a good thing for this area is now under attack simply
because "some people" have voiced opposition. It seems to me that if the project meets (and this one exceeds) the Technical
Standards and the letter of the ordinances, it should be approved by unanimous vote - especially given the fact that Staff and
Planning Board have already approved. Smart growth for New Hanover County is a good thing. It is ironic to me that the people
opposing this project who obviously love living in this area, would oppose a project like this to the degree that they have. I don't
blame them for wanting to make sure that the development is done correctly, but that should be it. Not to be repetitive, but to
reiterate, if it meets the rules, how can you deny it.

Good morning,
I hope this finds you well. As a resident who live right around the corner from this project and also a resident that supports
business growth in ILM, I wanted to write in support of this proposed project. While I don't and haven't supported unchecked
development here, I believe this project/developer has shown diligence in accommodating the concerns of the neighbors, the
concerns of the planning board, and is in line with the newly adopted NHC UDO and land development plan. It also falls in line
w/ one of NHC's priorities to provide affordable housing by offering homes starting in the 300's, which is a price range the
working class (like myself) can afford in a town w/ quickly escalating home costs.
Here are a few other reasons this project has our support:
- My husband works in the construction industry and while he isn't involved in this project and wouldn't personally work on or
benefit from the project, it would support the industry as a whole in the area and create jobs adding $71 million to the local
economy
- It's at the new of the new bypass, which will alleviate congestion in other areas of town that are already bogged down and
provide those commuting to Pender or Brunswick Co's a place to live with easy access to the bypass to get to work that doesn't
add to the traffic in town.
- It was unanimously recommended by the planning board, which is pretty amazing.
- I would much rather see this turned into something nice like what is proposed as opposed to another car wash or storage
facility.
- Adding the apartments increases the tax dollars substantially, which is needed with the projected growth here. I would hope to
see some of these dollars used for improvements around the county - particularly the parks (which my toddlers and I enjoy
almost every single day.)
We love the area we live in and hope to see it prosper for many years to come. Thanks very much for your time and

Based on everything i have read about this project it looks like a great proposal. This is an ideal location for what is proposed.
The proximity to the bypass allows an influx of people into a growing area while still allowing for this traffic to quickly get in and
out of the area via the highways. This is just the type of project we need at this time to keep our Wilmington economy growing. It
looks like the proposal by the developer goes above and beyond to cover the concerns of nearby residents. They are proposing
housing that will suite multiple family types as well.

I support The Oaks at Murray Farms project. Logan Home's is an excellent contractor that will go above and beyond to ensure

from the developer in comparison to a by-right zoning single-family project. At a time that the economy is stagnant, we need to
keep these people working. On that note, the addition of apartment construction would lead to an additional (estimated) 150
jobs. Annual taxes stand to increase roughly 35% with apartments as to a by-right single-family project.

It seems like everyone is so scared of apartments, but I don't know why. I lived in one in the past for a few years and found it to
be a safe, healthy, and happy place to live.
Economically, having the apartments as a component of this project will lead to an additional +/-$30m in economic investment
from the developer in comparison to a by-right zoning single-family project. At a time that the economy is stagnant, we need to
keep these people working. On that note, the addition of apartment construction would lead to an additional (estimated) 150
jobs.

I would like to comment on the development plans for The Oaks at Murray Farms and its opposition by nearby residents.
Having experience in these types of situations, I am sympathetic to the concerns of the local residents. Nevertheless, long term
plans by New Hanover County and the accompanying zoning regulations need to be respected. If not, the idea of having any
development planning by the County is moot.
In addition, there are obvious financial implications for investors when accepted land use is altered from its original intent without
a compelling reason. To do so would reflect poorly on the County.
I thank the Commissioners for the opportunity to express my opinion on this issue.

My husband and I moved to Forest Creek almost 4 years ago. We both work full time jobs and use Porters Neck Road multiple
times a day at different times throughout the day. at times that would be considered morning and afternoon "rush", school drop
off and pick up, weekend traffic, etc. The only times that I can recall having an issue was when there was an accident on Market
Street and when the lights were out at the intersection after Hurricane Florence.
The only thing that I will say about storm water/flooding issues is that if they are speaking about flooding that took place during
Hurricane Florence, I would say "join the club". I don't think that there were many systems that could keep up with the rain we
had during that storm. If there are this many complaints about storm water and flooding, I question the effectiveness of or
possible flaws in the existing neighborhoods' storm water system. Has anyone determined/reviewed the neighboring system?
Has their HOA been keeping up with their storm water management/maintenance? Was their system installed properly by the
developer? Just a few things to consider.
I support the project. Wilmington is growing rapidly, like it or not. Why should those that have already had an opportunity to buy
in our area be the last?

To Whom It May Concern:
My name is Eston Brinkley and I am a lifelong resident of New Hanover Co. for the past 77 years. I was born and raised in the
Kirkland community perhaps less than a mile from this project. I know the property because my parents were close friend with
the parents of the original owners as I am friends with the family that sold the property.
Obviously, the project caught my attention when first proposed. Since the original plan was submitted substantial compromises
have been made by the developer, which I find more than acceptable. The surrounding community will benefit ascetically
improving property values. Jobs will be created and the county tax base will benefit.
The property will be developed and I believe this proposed plan provides a reasonable compromise for our community and the
developer.

I live in NHC, but drive to Leland for work every day. This would be a fantastic location for my family and I to consider for future
rental.
I very closely watched how the new zoning districts were created last summer and it seems this project fits into those goals of
long range planning. The “red shirts” are nothing but bullies - they’ve been terrible to Logan online posting rude pictures and
their home addresses. Cannot lot mob rule happen. Approve!
