the overall value of our community. Especially during these unprecedented times, we need to focus on providing opportunities
for work and for other small business to continue growing. I have seen the great work that Logan Homes does for our
community, the quality of their workmanship and have no doubt this project will only enhance the value of this area just like all of

Public Comment
I support the new development. It is a great opportunity for jobs in the community. It will bring more people to Wilmington, NC
(New Hanover County). It may increase some traffic concerns, but the taxes dollars generated could be used to address the
concerns. The increased population would also bring in more revenue dollars for the businesses around town.

I support this project. Wilmington needs more affordable places to live for all the people who will be moving here in the next
decade. The location of this project will help nullify the effects of more people and traffic since it is so close to the I-140 bypass.
It will also have a positive impact on the local economy with job creation.

I support this project because Logan Homes has been building a reputable brand for awhile now in this community. As a friend
of some workers there, i know the heart and intention behind their projects are always rooted in good soil. Another beautiful
project will only bring more business and local support to Wilmington which is what this town thrives on! Let it happen! As Leslie

The density associated w/ the proposed Oaks at Murray Farm project has been reduced from 406 to 300 units plus the
developer is providing significant upgrades like a turning lane, almost 12 acres of open space, preserving the old growth trees
on Market St., extensive property buffering, and a 100 year storm stormwater design. The project is also in a growth node per
the future land use map. This seems like a project the County Commissioners should support based on the
changes/enhancements to the site plan and future land use map.

The Wilmington area is constantly growing and we are getting far too many of the same type of residential housing projects. If
we continue this trand our entire region will be one big suburban neighborhood with very limited variety. Any land left available
near commercial nodes needs to be considered for different housing options then what sorrounds it and even mixed use where
land is easily conmected to the commercial node. If added density is given from the current zoning I believe the developer
needs to contribute back to the community in some way. Some examples could include donating open space or assisting with
funding public parks, public schools, or workforce housing.

D. Logan is a high quality developer/builder and has made a number of accommodations and upgrades w.r.t. the site plan (less
density, offsite rd. improvements, 100 year stormwater design, generous buffers relative to the adjoining residential
neighborhood, building heights reduced respecting the adjoining neighborhoods, significant open space, heritage trees
protected, etc.). This project also seems to be consistent w/ the future land use plan for this area - i.e. in an identified "Growth
Node".

The Oaks at Murray Farm development is part of the solution to two of the pressing issues New Hanover County faces in the
years to come: population growth and decreasing availability of developable land to house those newcomers. The county
government’s population and demographics page projects at least an additional 46,000 people living in New Hanover County
alone by 2040 compared to 2010, at the upper end of the estimates, the county could see 135,000 additional residents. Lest our
housing supply fall short of meeting demand and result in rising prices, the county must approve projects like The Oaks at
Murray Farm, which contain multifamily dwellings. Such projects also contribute to increasing the density of the county, a
necessary change as the 2016 New Hanover County Comprehensive Plan notes, because, as the plan goes on to warn, of an
increasing lack of undeveloped land to build housing for new arrivals. Despite the urgent need to expand our housing stock,
opposition to it continues from NIMBYS (Not in My Backyarders), who resist development to preserve the status quo beneficial
to them, the impact on others be damned. These opponents of this development warn of increased traffic swamping the road
network in the area, a valid concern, yet partially mitigable when alternative transit modes are supported by the county. In
particular, tying the Porters Neck area into the bike network via a path along Market Street would allow a portion of trips to
shopping centers along Market Street and Military Cutoff to be conducted via bicycle. Furthermore, the eventual completion of
the Military Cutoff Extension will provide an alternative to Market Street and allow for greater North to South trips in the county
from the Porters Neck area. In light of these factors, high population growth, decreasing availability of developable land, and
unfounded warnings over traffic caused by this development I urge the Commissioners to approve The Oaks at Murray Farm
development.

New Hanover County is projected to have have high population growth in the coming decades and well thought out higher
density developments such as the Oaks at Murray Farm are needed to address that growth. My NIMBY neighbors are being
short-sighted and selfish in opposing this development. Any concerns about traffic can be addressed.

Please see attached
I am in favor of the project, The Oaks at Murray Farm. It's
a great example of two very positive outcomes of good
planning and a well-executed discourse between a private
developer and New Hanover County and its residents. Put
simply, "this is how it’s supposed to happen"
1. For years the County has desired to establish a well
planned Land Use Plan based on sound principles of
growth and best practices. The Staff has spent
countless hours on County dollars to be well versed in
land planning best practices. Also, the County has
hired good people with educational backgrounds in the
same. Are we listening to and adhering to their sound
counsel?
2. Furthermore, as any good municipality or county
knows, the blessing of good economic growth comes
with an added pressure and mandate of designing
zoning, planning and development in a manner that
encourages infill development, more density, and
walkability to reduce traffic and congestion. This
Project is a great example of this accomplishment.
3. Lastly, by having a mix of residential product types it
allows for more affordable options for residents of
New Hanover County.
I am hopeful the Commissioners will evaluate the facts
surrounding years of County preparation for projects like
The Oaks at Murray Farm and not allow a vocal group of
neighbors dictate the sound planning that 100% encourages
and supports projects like this one.
I can empathize with fears adjacent r nearby neighbors may
have when property redevelops or in some cases develop
for the first time. BUT, as we all know, almost every fear
is unfounded and is premised more upon their personal
preference of neighbors than a sound factual policy issue.
