Oppose project Public Comment We wish to add our voices to the opposition to the Logan Project as it pertains to the Porters Neck area. This proposal as it stands is fraught with dire consequences for the Porters Neck community which is already dealing with overcrowding. The people of the area impacted by this proposal for a zoning change by Logan Builders place their trust in the New Hanover County Board of Commissioners to do what is just and honorable to ensure that the self-interest and profit margin of the Logan Project does not result in overwhelming the infrastructure as it pertains to density, traffic congestion, stormwater capacity, and school crowding. But I am opposed to changing the housing density from that of the immediately surrounding neighborhoods. The project should reflect the neighboring properties of single family homes. The addition of some duplexes would be acceptable if done in a cosmetically pleasing manner. I am also concerned about potential water runoff issues. We get a LOT of rain here that can make life generally miserable for affected lots. And can the roundabout really handle the new traffic? Oppose project Public Comment The traffic on Porters Neck Rd is increasing with new residents in Waterstone development. There is also increased traffic at Market and Porters Neck Rd area and now the Hempstead bypass is delayed by NC DOT. This increased traffic will likely result in more accidents. Those of us who have lived in the area know already the drainage problems that exist after any heavy rain. The apartments will mean more paved (impervious) areas resulting in more runoff. Single family residences fit with the area and will have a lower impact. There are adequate apartments in the Ogden/PN area (almost 4,000). Oppose project Public Comment I strongly oppose the request by Logan Holmes to rezone a 51 acre parcel from Farm and Single Family construction to permit a mixed-use development of some 300 homes and appartment units. This proposal will have serous effects on the local traffic infrastructure, public safety, storm water and water quality, and schools. I have lived in my house for 36 years so I have seen a lot of changes. The request made to change the zoning from R-15 to R-20 on this project would be the largest impact ever to our area. I would be interested to know how long our area has had the R-15 zoning. I see no reason to change that because it is asked for. Changing to R-20, I understand would mean more money for the developer and the county. But, it is a quality of life issue. Oppose project Public Comment Dear County Commissioners, I moved to Porters Neck area 25 years ago and understand why so many people want to move to our area. We lost a large part of the green area by many of the developments that were built over the last 25 years, that included just single-family homes and in one case a little more. None of the developments include multifamily buildings, the quantity of homes and buildings in the plan is huge!!! Over the years, Porters Neck road has changed from a quite road to a very busy road and if you were to approve the Logan proposal it will add even more traffic, increase accidents and reduce the green area in the Porters Neck area. Oppose project Public Comment I strongly object to the proposal by Logan Homes to rezone land to allow for apartments. Porters neck Road cannot handle the additional traffic this project will cause. The builders state that 40% of the traffic will head North on 17 and then do a u turn. I live in Porters Neck and I can tell you this will not happen with the increase of traffic 17 is experiencing. The fairly new Waterstone development on Edgewater Dr is adding roughly 180 homes. Thus development plus the addition of the Logan Homes development far exceeds the infrastructure that Porters Neck Road was intended to handle. With the addition of apartments, the Logan project will change the landscape of Porters Neck forever. People spent their hard earned money to reside in a community where they feel safe and take pride in. As an elected official, you have the responsibility to take the interest of the people to heart. No one objects to single family homes being built by Logan. Oppose project Public Comment Dear County Commissioners: In addition to increased traffic and school overcrowding, I am concerned about the impact of storm water run-off given the increased density on the land use area. We saw the damaging effects of flooding in the area caused by recent hurricanes and tornados. With the government's rollbacks in fighting global warming, hurricanes will become more intense and flooding will increase as sea levels rise. Building a couple hundred homes over and above the initial zoning limit will only bring about increasing environmental damage to the area. Logan's guess at traffic flow is flawed. The area where they want to develope is flood prone. We cannot handle more impervious surfaces. Our schools are already over capacity. Oppose project Public Comment This property is zoned for single-family dwellings, and such development would be appropriate. The current proposal creates multiple problems for the existing neighborhood, and does not therefore I join many of my neighbors in requesting denial of the enabling zoning variances. I am not opposed to development in this area, subject to intelligent zoning and good project design. I am not opposed, for example, to the proposals for additional development from the Davis Community, or to other development consistent with the community character. 1. Traffic: The developers' traffic study indicates the development will degrade rush hour traffic on Hwy 17 from the Futch Creek Road intersection northeast to the next uturn crossover from cattegory "c" to "D" at rush hour. The added-lane modification to the end of Futch Creek Road negotiated with NCDOT will actually increase accident risk as vehicles exiting Futch Creek Road in the new right lane will find they need to merge left to access the crossover. 2. The developers and Planning Commission seem to believe vehicles exiting the development onto "Old" Market Street will turn all left onto Futch Creek. It is more likely that many will turn right, and proceed through our neighborhoods to Porters Neck Road, thus producing heavier than modeled traffic in the neighborhood, as well as at the turnaround and at the intersection of Porters Neck Road with Market Street. 3. The proposal to include apartment buildings in the development is justified by the developers as being consistent with a county concept for retail/high-density nodes. Despite the fact that this concept has apparently never been formally adopted, it seems to me reasonable public policy. However, this proposal misapplies the concept. This proposed high-density development looks close to the retail node on an aerial photo, but in fact the layout of highways and streets makes it effectively distant. There are no safe pedestrian or bicycle routes from the proposed development to the retail node, and no easy ways to provide them. By vehicle, the proposed development is two miles away from the retail node. 4. Schools. Since this development was proposed, the school district has presented its new map of school territories. Children from this development and other new developments in our neighborhood will not be allowed to attend the neighborhood school (Blair Elementary) but instead will be assigned to schools in Castle Hayne. Requiring the developers to develop within existing zoning would not change this, but at least would reduce the number of children affected. 5. Drainage: While the drainage plans provided by the developers all indicate the property drains toward and under Porters Neck Road, the overall landscape is very flat, and it appears that the roads and buildiings included in the plan present a risk of 2 surface drainage in the opposite direction, into the Plantation Vineyard developments, during extreme rain events. If there was a traffic light at the intersection of Porters Neck Road and Edgewater with turning lanes, as well as widening, that would perhaps handle the additional traffic. The “turn about” is insufficient now because folks barrel through without consideration of others coming from all directions. This will only get worse. Folks living on PN rd already have a difficult and dangerous exit to Market Street. Flooding occurs with heavy rain on PN road already. New retention ponds from this project, Davis Center’s new project and the new section just cleared for Waterstone will only make this threat worse. Who will be responsible if major property damage occurs from flooding? I’m sure others have outlined all the issues with school crowding and traffic, but add my voice to that as well. I’m not against development in general, but Porters Neck Road was not built to handle the impact. Do something about the roads first..then let the developers propose their ideas and plans. There are 15-19 named storms projected for this hurricane season, flooding is a serious concern. Oppose project Public Comment HO DO YOU REALLY REPRESENT? · Will you, our County Commissioners, represent thousands of families in Porters Neck or only those few people who stand to gain financially from approval of this rezoning request? · ROI is the ONLY Justification for Apartments in Porters Neck. D. Logan agrees: “At the end of the day, it [the proposal] will just not work without apartments.” · You’ve heard our fact-based arguments for many months. Don’t kick the can down the road like the Planning Board where we witnessed “blindness” to community concerns. Your decision will reveal your true colors. WILMINGTON HAS PLANNING STANDARDS. HOW ABOUT NEW HANOVER COUNTY? · Wilmington’s standard is to “Welcome density, but not just anywhere.” Their criteria: “Dense development, particularly dense residential development, works well when it [1] adjoins service, [2] has direct access to a well-connected network of streets, and is [3] served by transit. Conversely, dense development, whether residential or commercial, adds heavily to traffic congestion when [4] isolated, [5] unconnected, and [6] automobile dependent.” · Apartments in The Oaks at Murray Farm FAIL on all 6 criteria: [1] They adjoin no service, have [2] no direct access to network streets, will [3] not be served by transit, will be [4] isolated, [5] unconnected, and [6] automobile dependent. WHO GETS BENEFITS? · Only Logan Homes and the few sellers stand to gain financially from approval of this project WHO GETS BURDENS AND RISK? · Every parent and child traveling through a single traffic circle to our elementary school. · Every motorist on already overloaded Porters Neck Road stalled by left turns to 35 driveways and 6 neighborhood streets 2 between the traffic circle and Market Street. · Even the future residents and their guests coming and going from their isolated, unconnected, and automobile dependent apartments with no direct access to network streets. WRONG PLACE IN THIS COUNTY · Porters Neck/Figure 8 Island traffic access is the most restricted access per capita in New Hanover County. The entire area is constrained by one full intersection at Market Street and one controlled access from Futch Creek Road to US-17. THAT’S ALL WE HAVE. ONLY WAYS IN OR OUT. Traffic on our main internal artery, Porters Neck Road, was never evaluated. Logan Homes never considered interruptions to and from 35 private driveways and 6 neighborhood streets between the traffic circle and Market Street. The area is already becoming overcrowded with all the new approved developments. The pure number of cars and individuals that come along with this proposal is staggering. The school is already overcrowded and the roads certainly can't handle the proposed number of cars. The apartments just don't work. Homes are fine, apartments just make no sense.
