Another 400 houses would cause our entire area to be strained not only with cars but definitely put a strain on our school system. No one who lives here would approve of this overwhelming project. Oppose project Public Comment Why you would want to put multi residential units in a single family neighborhood with limited access is beyond me. It seems whatever the developers want to do, you guys approve, regardless of what the residents want. There’s a lot of open land as you go north on 17 that is not bounded by single family neighborhoods - pick those to build apartments. Oppose project Public Comment Good afternoon, I am writing to request that you vote against the Logan Homes project on June 1st. I have lived in the area for the past nine years, and have witnessed a substantial amount of growth. With growth, comes problems and concerns for the community that deserve consideration. My biggest concern is for the safety of the existing community in Porter's Neck. The infrastructure is such that there are only two ways in and out of the area with thousands of people already living there. Limited access to Market street for so many homes and vehicles has an impact on health, safety, and the environment. We are concerned about pedestrians, traffic accidents, and congestion. One of the planning board members in favor of the project guessed that a new entrance to Market Street may happen in the future. Shouldn't that happen first prior to approving new homes? Shouldn't the infrastructure be present first so that it is properly planned? There is much to learn from the current COVID-19 pandemic. One of the lessons is that disease and illness will spread faster in densely populated areas. The more families that live in one location, the more of an impact that has on crowding at schools, stores, and public venues. I do not mind seeing Wilmington grow, but it seems smarter to me to build in areas that are not already heavily populated. Crowding everyone in one small community does not seem wise from a public health perspective. Please consider the other projects occurring in Porter's Neck that haven't been finished yet when you vote on the Logan Homes project and how all of these in total will affect the health of the community. Flooding is a huge concern that I know other neighbors have already brought to your attention. A planning board member had the audacity to blame my neighborhood for causing flooding in the Logan Homes neighborhood (that hasn't even been approved yet!), so flooding is clearly a valid concern. Please note that there are already very high, filled retention ponds all around Porter's Neck. When we purchased our home, we knew flooding was a concern, but we didn't predict other people would make decisions such as this that would increase the risks. Please consider those of us who have already invested in the area and support our safety. Obviously other concerns include overcrowding at schools, the aesthetics of the area, the impact on the wildlife, and the effects of changes occurring on I-140 at the intersections of Futch Creek and Porter's Neck Road. On a more personal level, I am largely concerned with the traffic on Reisling Avenue. This has become a "through street" with the growth in the area and is 2 largely unsafe for walking, biking, etc. Some of the proposals within the Logan Homes project have a direct effect on Reisling that I greatly oppose. If you're not familiar with this street, please take the time to visit it and consider the negative impacts that the Logan Homes project will have on it. There are currently five houses for sale on the street - an unprecedented number because of this proposed project. Thank you for reading this along with the comments of others. Porters Neck Rd is already heavily traveled daily. Logan is claiming most of their residents will be using Futch Creek to 17 and that most will be traveling to Hampstead. Not so, most will be going to Wilmington or businesses on 17S. The best, most direct and timely way to Wilmington and the PN grocery stores, ABC, restaurants, dental and medical facilities is Porters Neck Rd. The school and fire station must Also be considered. I’ve been on Porters Neck Rd when an ambulance has been trying to get through traffic and there is no place for cars to pull over. Safety for the community must be considered. However, there comes a time when enough is enough. The existing roads are already congested and adding multi- family dwellings will make living in this area a nightmare. Oppose project Public Comment I strongly oppose the Logan project Moving forward for two main reasons: (1) The roads can’t handle the extra traffic Especially when navigating down Porters Neck Road. (2) The schools have become overcrowded and aren’t equipped for all the additional students. I recently moved down from Northern Virginia and was happy to get away from the horrific traffic and crowded living spaces but I can see my expectations might be short-lived if this project is allowed to move forward. A large housing development is now underway on the other side of porters neck Road and that will surely bring extra stress on the present situation. Another added development would make things almost impossible. Please consider these negative aspects that will have a huge impact on our Beautiful community when you make your decision. Oppose project Public Comment I have opposed Logan's plan from the beginning and oppose it more vehemently now. No matter what the agreement might be there is no why to police it! My road is a private road. Chablis Way's residents all have at least two young children and they are always riding bikes and playing near the road. With 2 new developments and elementary school built within the past few years we are already experiencing major backups on Poters Neck Rd. Porters Neck Rd is 2 lanes with NO ability to pull over to side of road for emergencies such as ambulance, which is a constant occurrence due to nursing home, due to sharp embankments. Adding a mutltifamily to the project will just add an additional impediment to the already busy infrastructure. Oppose project Public Comment My neighbors and I strongly oppose the Logan plan for The Oaks at Murray Farm. There are many reasons for our concerns that I am sure many have shared. These include: Traffic on Porters Neck Rd and the rotary Storm water issues Access and egress issues School crowding Impact on Fire and EMS services Safety impacts at 2 intersections that are already stressed. Impact on water supply Environmental impacts These concerns are all valid and important, however I would like to make another point to the Board about development in New Hanover County in general. Through the process of protesting the re-zoning required for this project plan, my neighbors and I have learned a lot about a very flawed process here in New Hanover County. I have learned that there is a comprehensive county plan with planned zoning for all areas of the county. Considerable resources were used to develop this plan. I understand that the plan is going through revision and is being updated, as it should be on a regular basis to reflect current conditions, requirements and resources. But here is the fundamental problem in my view; the Planning Commission and in many cases the Board of Commissioners seem to approve re-zoning requests and approve development that are outside of the approved plan. One must ask why that is. To me, this is not logical or reasonable for many reasons. First, why use resources on developing and maintaining a planning process if it is not being followed. It appears to us that the Planning Commission is heavily in support of developers, not county residents and neighborhoods. The Planning meeting that addressed the Logan development was a shocking eye opener for us. The support shown and voiced for developers was very unexpected and disturbing to us as taxpayers. There was very little concern for our opinions and concerns. Secondly, if re-zoning was a one time event that would be one thing. But is is not. Re-zoning requests are approved on a regular basis. It is not the exception that my neighbors and I believed. The result of this is that developers have come to expect that their re-zoning requests will be approved. In this case, Logan purchased a 51 acre property zoned R-15 and R-20, expecting that it would be re-zoned for denser development. Mr. Logan himself stated that if only single family homes were to be developed on the property the financials would not work and that he would lose money on the project. 2 So Commissioners, my question is this - why should the best interests of hundreds of taxpayers in the neighborhoods of Porters Neck, Edgewater Road, Bald Eagle Lane, Vineyard Plantation, Plantation Landing, Abbey Glen, Figure Eight, Laurel Lee and others be ignored because a business man made a bad business decision? Mr. Logan's company spent millions of dollars purchasing a property that had to be re-zoned to be a financially viable project. It makes one wonder if the man was mis- advised, mis-informed, or simply not a very good business man. I believe that none of that is true. Mr. Logan has been a successful developer since 1986. I believe that Logan Developers knew they would receive re-zoning before it purchased the property. Let's face it - the optics are not good. Finally, we have also learned that the planning and zoning process does not appear to be looked at in a holistic manner. Instead each project seems to be reviewed on its own merits. The traffic study that was performed for the Logan development compared the increased car usage of the roads to the current traffic status. It does not consider that the Waterstone development, already approved, will when complete have an additional 100 homes worth of traffic added to the current load. An additional project of apartments is under design by Redlands Development. Their project will add hundreds of additional cars to the area as well. Add to that , there additional acres of land within the area currently for sale. If each project is looked at individually and re-zoned on that basis alone, the cumulative effect will be disastrous. The northern end of New Hanover County can not continue to support the growth that is being approved. I ask that the Board not approve the re-zoning of this property. I hope that moving forward the County will look at taking a more comprehensive approach to planning. Oppose project Public Comment WHO DO YOU REALLY REPRESENT?  Will you, our County Commissioners, represent thousands of families in Porters Neck or only those few people who stand to gain financially from approval of this rezoning request?  ROI is the ONLY Justification for Apartments in Porters Neck. D. Logan agrees: “At the end of the day, it [the proposal] will just not work without apartments.”  You’ve heard our fact-based arguments for many months. Don’t kick the can down the road like the Planning Board where we witnessed “blindness” to community concerns. Your decision will reveal your true colors. WILMINGTON HAS PLANNING STANDARDS. HOW ABOUT NEW HANOVER COUNTY?  Wilmington’s standard is to “Welcome density, but not just anywhere.” Their criteria: “Dense development, particularly dense residential development, works well when it [1] adjoins service, [2] has direct access to a well-connected network of streets, and is [3] served by transit. Conversely, dense development, whether residential or commercial, adds heavily to traffic congestion when [4] isolated, [5] unconnected, and [6] automobile dependent.”  Apartments in The Oaks at Murray Farm FAIL on all 6 criteria: [1] They adjoin no service, have [2] no direct access to network streets, will [3] not be served by transit, will be [4] isolated, [5] unconnected, and [6] automobile dependent. WHO GETS BENEFITS?  Only Logan Homes and the few sellers stand to gain financially from approval of this project WHO GETS BURDENS AND RISK?  Every parent and child traveling through a single traffic circle to our elementary school.  Every motorist on already overloaded Porters Neck Road stalled by left turns to 35 driveways and 6 neighborhood streets between the traffic circle and Market Street.  Even the future residents and their guests coming and going from their isolated, unconnected, and automobile dependent apartments with no direct access to network streets. 2 WRONG PLACE IN THIS COUNTY  Porters Neck/Figure 8 Island traffic access is the most restricted access per capita in New Hanover County. The entire area is constrained by one full intersection at Market Street and one controlled access from Futch Creek Road to US-17. THAT’S ALL WE HAVE. ONLY WAYS IN OR OUT. Traffic on our main internal artery, Porters Neck Road, was never evaluated. Logan Homes never considered interruptions to and from 35 private driveways and 6 neighborhood streets between the traffic circle and Market Street. Oppose project Public Comment I am a resident of New Hanover County and reside in the Porter's Neck Plantation area. I am strongly opposed to the request by Logan Developers, Inc, to rezone the property mentioned in Z19-14 for the following reasons: 1. Traffic congestion - the public roads in this community are all small 2-lane roads. With the Brookstone development project ongoing and the local public school adjacent to Brookstone, I am very concerned that the eventual traffic will be very dense and overwhelm the capacity of our roads. 2. Utilities - has there been a thorough study done to ensure that the utilities (water, sewage, electricity, etc) serving the area are sufficient to handle to new demand? 3. Storm Drainage - Porter's Neck has experienced significant flooding to some areas of the community following recent storms. I am concerned that the additional development may further overload this area's capacity to effectively handle storm water buildup. 4. Will local law enforcement, fire and EMS services have the staff and resources to effectively serve our Porter's Neck area? 5. I live off Porters neck road and have to turn left to leave my neighborhood to get to work etc... it’s a scary situation every time I pull out. There is always , always , anytime of day, so much traffic it’s dangerous when just pulling out And storm run off will be affected possibly leaving so many people stranded due to flooding when a large storm or hurricane happens. We value nature and a small amount of “small town” feel. Oppose project Public Comment Dear Commissioners, Please reject Rezoning Request Z19-14. This proposal would have adverse and irreversible consequences for the Kirkland/Porters Neck community. This short-sighted effort is unsafe, ill-advised and neglects consideration for the quality of life in these long-established neighborhoods. Our community is amazing - it is a strong, flourishing environment where families moved with the understanding that the R15/R20 zoning would preserve a myriad of essential characteristics that we are financially and emotionally invested in. Unfortunately, this arbitrary rezoning request places the sanctity of our community at risk merely for the financial gains of the developer. Sensible development is not the question - it’s the patchwork zoning that is being inconsistently created and randomly changed throughout New Hanover County at any given moment, much of which appears to be based solely upon the random requests of opportunistic developers at the expense of the communities. This is a county-wide problem and is the crux of the contention with Z19-14. Every argument provided to support this particular rezoning effort is weak at best. The property in question is valuable and marketable under its current zoning and could readily be developed as such with all parties involved leaving the table with a handsome profit. If this had been done, we would not be here today. Instead, those pushing this development are making excuses for why the sale needs to be accompanied by significant rezoning – a request that threatens to destroy the very foundation upon which this community was built. Their stake is one only of financial gain. It will be our community that is left to pick up the pieces. Having owned a farm in the past, my heart goes out to anyone who has to give up such a treasure. However, I fail to see how the existing, long-term R15/R20 development that surrounds the farmland has caused the inability of these families to continue farming. The only plausible theory is the fact that existing traffic congestion may make it difficult for the three households to easily access their farm from either Winery Way or Old Market Street. Please note that these are the SAME and ONLY options that the planned development will have available for an additional 324 households. This also relates to the contentious “traffic studies” conducted by the developers. Their results indicate that there will be a negligible increase in the already significant congestion on both Porters Neck Road and Market Street. If that’s the case, it leaves one to wonder why the planning board focused solely on the convenience and safety of apartment dwellers getting in and 2 out of parking spaces in their own parking lot. If this entire development ‘only causes an increase of 2 seconds’ for everyone in the Porters Neck community, surely there aren't enough Murray Oaks drivers at any given time to cause concern about parking within the apartment complex. If there really is no impact on others, it would be inconsequential. Yet, this parking lot issue consumed the planning board's full attention as it remained indifferent to the numerous concerns expressed by other community members. But, we are painfully aware that traffic is an issue and will continue to be for years to come, especially with the indeterminate delay of the Hampstead bypass. With only two vehicular access options, our community's emergency evacuation routes are limited. This is important in consideration of accidents and severe weather events, but also being located near the Brunswick Nuclear Power Plant means we must be prepared for potential large-scale evacuations with minimal options. Planning must be thorough and thoughtful with deep consideration for the safety of all of our residents. Stormwater runoff is another major concern. Development has already drastically changed Tibbys Branch. Recent storms caused flooding that our 30+-year-old neighborhood has never before experienced. Dozens of trees along the branch died due to prolonged submersion. This is significant because diameters indicate some of these trees had flourished here for well over 150 years. Another point raised by the planning board is that Wilmington needs more affordable housing. This is 100% true. However, with apartment rents projected to be equivalent to many mortgages, nothing about this development qualifies as affordable housing. Even the developer refers to the units as “luxury apartments.” If the developer wishes to create affordable housing, many opportunities exist throughout the county, and I would hope they choose to pursue those. With this particular plan, it's not affordable housing, but maximum financial gain that seems to be the goal. Sensible planning for growth is what we need. This development does nothing to bolster the extraordinary nature of our community. Please allow the current zoning designation of R15/R20 to stand. Oppose project Public Comment My concern is for the high density of housing proposed. The schools are over crowded and currently my middle schooler does not often get home until after 5pm, or is over an hour late for school because of bussing and student ratio issues. Even with the new redistricting this will still be an issue as the number of students has not changed. Last year she missed over 10 hours of the school day and 13 hours of after school activity. Our schools were just built and still cannot keep up with the population increase even in that short time. Secondly, our cut through streets such as reisling and winery way have become increasingly dangerous. Speed limits are not enforced and children are playing as there are not any side walks. The development will bring more traffic to those streets. Logan homes should build us sidewalks for the safety of the children with the increased traffic. My final concern is for the traffic and impervious land. As a researcher myself, the data presented at the town meetings was poorly communicated and skewed. The traffic studies were not done when school was in session, when traffic is the worst. In addition, with schools already being crowded, I’m curious to the county’s plan to mitigate additional student population, given the other family housing construction that’s going on. Porters Neck Road is dangerous. No sidewalks, no safe way for kids to walk to their new school, and now you are talking about adding hundreds of cars. Please look at the big picture here.
