My home boarders this proposed development. I think I speak for most of the community when we say that we don’t mind
development of single family homes on that property. What we do mind is the population density the apartments will bring. The
homes in Vineyard Plantation are 460K+ and I’m being told that I’m going to have a apartment complex in my back yard. Our
property values will decrease and we will never recover. We already have drainage and traffic issues. How can I believe this
developer will fix that? It’s only going to get worse.
We voted all of you into office to protect us. Here’s your chance.

I strongly oppose this project. I’m very concerned this project will increase traffic speed in front of my house. I have young
children and fear for their safety. The high density aspect will have negative impacts on our schools which are already over
capacity. The circle and Porters Neck Road are already at maximum capacity. Please do not allow apartments. Thank you.

Public Comment
I appose changing the zoning for this land. The increased traffic on Porters Neck Rd and neighborhoods around the area will be
too great. Having high density housing decreases the amount of rainwater that would be absorbed by that land. This will cause
runoff into other communities around the land. Wilmington has many new apartment communities and more opening everyday. I
was born in Wilmington and hate to see it lose it’s hometown feel by cramming high density housing in every free piece of land.
A sensible plan that uses the existing zoning would make everyone happy.

I am submitting my objection regarding the Logan Homes Project. This project will lead to increased storm water downstream,
trees and wildlife will be wiped out and the overall density in our area will increase dramatically with a reduction in our quality of
life. In addition, the increase in traffic and apartments to our neighborhoods is unacceptable. Our schools are already over
populated and the current plan of rezoning students all over the county instead of building new schools is absolutely ridiculous.

The access to Market St. and 140 is by one lane. There are only 2 accesses to Market St., Futch Creek Rd. and Porters Neck
Rd., which is now backed up in the morning due to all of the elementary school traffic. This high density plan is also not sensitive
to the environment that most of us respect.

I have sent several emails to each of the Commissioners on this topic. This was terrible before Covid-19. It is even worse now.
Why have a vote if you never say NO to something that the planning board has approved. Use your elected power for good, and
send a message to Logan Homes and all other greedy developers. New Hanover County cares about its people. Original zoning
matters. I built my house based upon the current zoning. They should too.

The Brookstone project is already impacting area. Concerned for increased traffic, strain on utilities, drainage, law enforcement,
EMS, Fire, School capacity and already overloaded local medical services. Do not support continued re-zoning of areas not

The traffic situation between Scott's Hill and Gordon road is already out of control, and this development would make the
problem worse. Further more the intersection at Porter's Neck Rd can barely handle the traffic flow now. This development

I am concerned with addition to traffic problems that have yet to be addressed. I am concerned with the inability of residents to
be able evacuate in a timely and safe manner in emergency circumstances. I am concerned with the inability of personal
vehicles ability to yield and get out of the way of emergency vehicles as the roads are narrow as are the shoulders of the roads.
I am concerned with the lack of concern for natural habitat and land conservation and the it’s negative impact on erosion and
effective water control to safely control

Porters Neck Road, a two lane road, is already congested and this development would exacerbate the issue. There is no access
to Market Street and thus bottlenecks will be created for entry and exit to and from the area.
This area is all single family residential and should not have apartments in its midst.

I’m a born and raised Wilmingtonian and I’ve seen the development of this town explode in the late 90’s through today. While it
has been great for the local economy and, of course, the tax revenue we desperately need (eye roll), enough is enough.
High density development is exactly what makes Wilmington NOT desirable. All the charm this place had is being paved over to
make way for apartment high rises and car washes. It’s disgraceful and all in the name of money. Traffic is absolutely ridiculous
and you might as well forget about boating on a weekend around Wrightsville Beach.
Can we, just once, say no and let some green spaces stay green for posterity’s sake?
I know money talks, so maybe we can somehow ask the constituency If they’d like to help funding these green spaces. Then
again, you’d have to let go of that tax revenue. Your call...

I strongly oppose this project for a number of reasons. First and foremost, we already have way too much traffic in this area,
making the roads unsafe for our children, walkers, bikers, etc. With only 2 entrances/exits to get onto HWY17/Market St., the
number of accidents will only increase. We’ve already had a fatality and child hit by a car. My neighbors and I daily yell at cars
flying through the neighborhood. We can not add to this nonsense. Also, if this proposal is passed, our already overcrowded
schools will become even more so. Water runoff and drainage will become even more of an issue. It’s already a big problem
when storms come through. We strongly urge you to deny this proposed development. Thank you.

I oppose this development due to volume. The amount of traffic is horrible now, especially with lack of speed control and sheriffs
presence. Our neighborhood now is used as a cut through with each house averaging two young kids and narrow streets. It’s
tragic accident waiting to happen. We have already had fatal accidents in the area. Another issue is the overcrowding of our
schools not planned for the volume. Right now is the time act on your end to keep from having to put trailers or other terrible
solutions to overcrowding. This drives people away from an area due to lowering school ratings. Houses on the water will
always be attractive to people, but this area has limited water access for boating, beach access, or just even looking at it. So
taking away a great school, and no infrastructure for traffic, such sidewalks on narrow streets, will drive people away. Another
big problem in the area is Flooding. Every neighborhood in the area has to deal with flooding around here. Just look at the
development across portersneck rd. They cleared all the trees and put a retention pond right agains the existing people’s homes
building the dirt up away from them. That is just wrong to the existing residents who have lived here for years, opening up them
to flooding putting them down hill of the new potential homes. Even on a light rain they having to have pumps run to empty the
hole they dug. This is even downhill of the proposed development at Murray Farm adding more water. On any given rain even I
bet there will be water across portersneck rd. Either way the developer with the interjection of apartments in the area will make
more imperviousness surface directing it away from them into neighboring homes causing even more flooding. It’s just theyway
they do it as seen in the development across street. All homes and roads will be flooding issues. Again driving people away.
There are way more cons then pro for allowing high density or volume in this area. It would be very disappointing to see the
board approve another proposal that harms the area residents that they are there to protect from overdevelopment. The
developer is not resident in Portersneck area, and has been very vocal about the need for high volume to turn a acceptable
profit on their planned development. They have no interest in this communities improvement, schools, kids free from dangers of
road hazards, or other issues on Portersneck. They only care on their acceptable profit margin. This easy seen from past
meetings. Also in the last meeting the board had a ncdot official state they might look a road improvements, but no definite plans
or money to do them. Well now the state doesn’t even have the money to do Hampstead by pass, or other projects due to
extreme revenue shortfalls. It would be irresponsible to approve a development with assumed road Improvements with no
funding not only for this project, but large existing projects.

I oppose this for the following reasons:
1. Our neighborhood got extreme flooding during the last hurricane. Now there is a new retention pond on Porters Neck Rd
close to us and if this development goes through, more flooding will occur. It was really bad last year without any of this new
development.
2. Traffic- we can barely get out of our neighborhood on to Porters Neck at certain times of the day. All this new development
will overwhelm the traffic situation.

oppose it more vehemently. This development, as proposed, will prove dire to our traffic infrastructure, public safety, storm and
coastal water quality, and negatively impact our schools. Porter's Neck Road is already dangerous with the amount of traffic
coming through daily. Children are not safe getting on and off school buses due to the influx of traffic and inadequate roads.
Last year a child was hit by a car getting on the bus on Porter's Neck Road. The roundabout on Porter's Neck Road is extremely
dangerous as cars fail to yield every day. I have been almost hit too many time to count. Adding more vehicles to this already
congested traffic is not only negligent but could be fatal. Please consider the impact and the residents already living here.

I do not think a project of the magnitude of the Logan project is a wise decision on the part of the board. The traffic impact on the
limited roads here in Porters Neck would be disastrous. The traffic on Porters Neck road is already past its limit. The Board
needs to consider quality of life in the Wilmington area. Approving further projects that include apartment complexes is just
insane. This area cannot support more cars on the road! Do something about the infrastructure first before approving all these
apartment projects that will destroy the ambiance and attractiveness of living in the Wilmington area.

This development, as proposed, will prove dire to our traffic infrastructure, public safety, storm and coastal water quality, and
negatively impact our schools.
Of more concern is the disregard to current zoning. This application includes multi Story apartments with increased occupancy
and more traffic in one family zone and residential local roads. All recent construction of similar size apartment complexes are
located adjacent to a main road, Market St and Military Cutoff Rd and do not involve driving through residential neighborhoods.
Approving this would application would be a total disregard for proper planning growth in accordance with what a Master Plan
should provide.

I believe that such a dense development will bring unattended consequences such as traffic/safety but more importantly affects
to downstream waters. We chose to live in this County due to its natural environment and it seems irresponsible for the County
to approve a subdivision this dense and jeopardize downstream water quality. I feel that if this happens and continues to happen
the very resource that attracts citizens to this region will continue to decline and individuals will seek other areas in better shape.
The downstream waters are already impacted as evidence by there water quality classification, why should the County gamble
on storm water devices that are designed for a 500 years storm when we have several of these tropical systems over the past
five years. Be smart and respect the natural environment it all works together and approve development but just not to this
density.

Public Comment
This development proposal is not sensible growth/density in our community. Traffic issues are already grave problem in the
immediate area. Our local schools are already suffering from overcrowding issues and are not prepared to handle additional
students. There are a multitude of development projects in the immediate surrounding area and the Board of Commissioners
doesn't seem to be considering the full impact of what the total number of new homes, residents and cars will do to our
community, schools and roads.

Public Comment
This project will create too much traffic for the Porter's Neck road capacity.
Drainage will be a problem after this project is complete and surrounding areas will be flooded.
The school Blair is over capacity and the 300 new unit will create more problems.

Both the local schools and local roads can not support the influx of new residents.
Portersneck Rd. Traffic circle is already a traffic nightmare.
I’m hearing thru good sources that flooding in the area would be more prevalent and problematic.

I strongly oppose the density of this proposed development based on predictable impacts on flooding, runoff to endangered
streams, school overcrowding and horrific impacts on traffic. Traffic on Porters Neck Road and connecting roads is significantly
worst than ten years ago. We heard Commissioner Woody White state several years ago unequivocally that the developments
along Market Street near this proposed development could be handled by the existing roads and infrastructure. Baloney! Just
drive it today morning, noon or night to see just how wrong those DOT impacts were. Additionally the new development adjacent
to the traffic circle on Porters Neck Road (where a SW retention pond is immediately adjacent to the roadway) will inevitably
lead to flooding during a major storm. Enough please.
I have worked on storm water management at Porters Neck Plantation to overcome inadequate design and maintenance for 10
years. We have made some progress with NHC and State. Don't obviate those efforts with this poorly designed project.

Public Comment
This will cause clear and dangerous issues with traffic, in an area that has already had children hit and a commuter die in the
past year. It is also hard to imagine that an area that flooded heavily during Florence, would not be at danger for worse flooding
with this construction. Re-zoning to a higher density just makes no sense. Leave as currently zoned.
