PLEASE NOTE: This meeting will be conducted remotely via teleconference. Interested parties can contact the Planning and Land Use Department at 910-798-7165 for more information. 2:00 p.m. Item 1: Hanover Reserve Townhomes – Preliminary Plan Request by Norris & Tunstall Consulting Engineers, P.C., for a performance residential development consisting of 41 townhome units within the Hanover Reserve development. The subject property is located near the 7300 block of Springwater Drive, consists of 6.58 acres, and is zoned R-5. Future Items:  June 24th TRC Meeting o Division Commerce Park Flex Space/Warehouse – Commercial Site Plan  Commercial site plan to include 6 buildings totaling 127,500 square feet for flex space/warehouse.  The property is zoned I-2. It consists of 10.42 acres and is located in the 100 block of Division Drive. o Sidbury Farms Performance Residential Development – Construction Plans  Construction plan for Sidbury Farms, a performance residential development, consisting of 103 townhomes and 655 single-family dwellings.  The property is zoned R-15. It consists of 312.86 acres and is located in the 6000 block of Sidbury Road. o Sidbury Farms Performance Residential Development – Commercial Site Plan  Commercial site plan for an amenity center to include a building totaling 28,000 square feet.  The property is zoned R-15. It consists of 6.9 acres and is located in the 6000 block of Sidbury Road. Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. Planning, Gideon Smith 910-798-7571 1. Please update the plan with the following general corrections: a. It appears that the north arrows are pointing in the westward direction. b. It appears that the building number labels on the plans omit Building #7. c. Please revise the Future Land Use Place Type note in the Site Data Table to reflect Community Mixed Use. i. Please add Performance Residential to the Title Block. d. Please revise the units allowed note in the Site Data Table to reflect 53 total units allowed. The allowable units should be rounded up in this case. e. Please include the proposed density of this phase in the Site Data Table. f. Please revise the open space requirement to reflect 0.62 acres of active and 0.62 acres of passive open space. i. Please delineate the passive and active recreation space within the open space area. ii. What is the total area of the mulch walking path? This can be used to meet part of the active open space requirement. g. Please revise Notes 10 and 11 to reference the Unified Development Ordinance (UDO). h. It appears that the total number of buildings in the Building Data Table does not reflect the number shown on the plans. Hanover Reserve Townhomes – Preliminary Plan – TRC Review Page | 2 i. It appears that the building height shown in the Building Data Table is proposed to be greater than 35 feet. Please note that the maximum building height is 35 feet. j. It appears that the pavement type symbology was not included on Building #6 on Sheet C3. k. Please note and show the required 20’ minimum transitional buffer between the development and the adjacent single-family homes to the west (outside of the development) per Section 5.4.4.B of the UDO. In addition, please include the buffer type and specification per this Section. l. If applicable, please show the location of any subdivision sign per Section 6.3.3.J of the UDO. i. Please note that any sign must comply with Section 5.6.2.J.1 of the UDO. 2. Sidewalks are required on both sides of the right-of-way in the R-5 zoning district per Section 6.3.3.1 of the UDO. Please update the site plan and the detail on Sheet C4.2. 3. Will each of the buildings be subdivided into individual parcels? Will there be any area outside of the building footprint (i.e. patio area)? If so, please show theses individual lots. 4. The UDO parking standards require each space to be a minimum of 8.5’ x 18’. It appears that there is not sufficient area outside of the right-of-way to accommodate two vehicles. 5. Please place a label on the site plan indicating that Murrayville Road Extension will be publicly dedicated. 6. Please provide all NCDOT approvals upon receipt. Fire Services, Troy Davidson 910-798-7464 1. No traffic calming devices or gates without TRC approval. 2. Appendix D Section D103.1 access road with a hydrant shall have a minimum road width of 26’ exclusive of shoulders. 3. Appendix D103.2 Grade - Fire apparatus access roads shall not exceed 10%. 4. All new construction buildings must comply with 2018 NC Fire Code Chapter 5, Section 510 – Emergency Responder Radio Coverage. 5. Appendix J of the 2018 NC fire code - Building information signs must be met. 6. All Fire Hydrants installed are to be equipped with a 5in. Storz connection on the 4.5 steamer. NHC Engineering, Phil Bevilacqua 910-798-7072 1. A New Hanover County Stormwater Authorization-to-Construct is required. Stormwater control measures are required to maintain the pre-development runoff rate for the 2-, 10- and 25-yr storms. Analysis for the 100-yr storm is required to verify that no buildings are flooded. 2. On-site collection systems are required to be designed for the 25-yr storm and analyzed for the 100-yr storm. 3. Off-site drainage is required to be delineated and conveyed through the site in accordance with NHC standards (25-yr design & 100-yr analysis). 4. A drainage easement is required for off-site drainage conveyances and is to be sized according to NHC standards. 5. North arrows appear to be pointing west. For off-site analysis, verify there is agreement with the flows calculated by NCDOT for the Military Cutoff Bypass culverts. NHC Engineering, Beth Wetherill 910-798-7432 1. Revised plans and associated information have not been submitted for review of the land disturbing permit revision at this time. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. Utility Plan Review required by CFPUA. 2. CFPUA water and sewer available. 3. At this time 13,000 GPD of capacity is available for the project. 4. DWQ permit application will require a Planning FTSE; as we are working towards incremental capacity upgrades at the downstream pump stations. 5. Capacity is also dependent on the analysis of the pipe collection system (gravity and force mains). 6. A capacity determination can be provided upon submittal of the NC DWQ FTA/FTSE Application Form and a Preliminary Plan, this determination does not guarantee capacity. 7. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by the Authority.
