NOTICE OF PUBLIC HEARINGS
NEW HANOVER COUNTY PLANNING BOARD
JUNE 4, 2020
The New Hanover County Planning Board will hold public hearings on Thursday, June 4, 2020 beginning at
6:00 p.m. or thereafter, at the Wilmington Convention Center, 10 Convention Center Drive, in
Wilmington, NC to consider the below items:
PLEASE NOTE: Due to the ongoing COVID-19 situation, several precautions will be implemented to allow
for recommended social distancing practices. The live meeting will be available on NHCTV.com and
NHCTV’s cable stations: Spectrum channel 13 or 192 and Charter channel 5 or 192.
PUBLIC COMMENT: For those who wish to speak at the meeting, several separate areas within the
convention center will be set aside for the public to provide for recommended social distancing. A podium
and free standing microphone will also be provided, both of which will be sanitized after each speaker.
Item 1: Rezoning Request (Z20-09) – Request by Middlesound LLC, to rezone approximately 3.35 acres of
land located in the 500 block of Middle Sound Loop Road, adjacent to the Middle Sound Loop roundabout,
from R-20, Residential District, to (CZD) R-5, Conditional Moderate-High Residential District, in order to
construct a 24-unit townhome development.
Item 2: Rezoning Request (Z20-10) – Request by Design Solutions on behalf of the property owner,
Ripwood Company, Inc., to rezone approximately 4.79 acres of land located in the 600 block of Spring
Branch Road, at the northwest corner of N. College Road and Martin Luther King Jr. Parkway, from R-15,
Residential District, to (CZD) R-7, Conditional Residential District, in order to construct a 28-unit
townhome development.
Item 3: Rezoning Request (Z20-11) – Request by Lee Kaess, PLLC on behalf of the property owner, Lester
R. and Suzanne B. Edwards, to rezone approximately 2.18 acres of land located in the 100 block of Forest
Lane, adjacent to the intersection of Castle Hayne Road and N. 23rd Street, from R-15, Residential District,
to (CZD) O&I, Conditional Office and Institutional District, to operate a personal services and office
establishment.
The Planning Board may consider substantial changes to petitions as a result of objections, debate, and
discussion at the meeting, including rezoning to other classifications. Petitions for the above items may
