New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, June 24,
2020 at 2:00 p.m. at 230 Government Center Drive, Suite 110, to discuss the below items.

2:00 p.m. Item 1: Division Commerce Park Flex Space/Warehouse – Commercial Site Plan
Request by Norris & Tunstall Consulting Engineers, P.C., for a commercial site plan
to include 6 buildings totaling 127,500 square feet for flex space/warehouse. The
subject property is located in the 100 block of Division Drive, consists of 10.42 acres,
and is zoned I-2.
2:15 p.m. Item 2: Sidbury Farms Performance Residential – Construction Plans Phase 1
Request by McKim and Creed for the construction plans for Phase 1 of Sidbury
Farms, a performance residential development, consisting of 655 single-family
dwellings and 103 townhomes. The subject property is located in the 6000 block of
Sidbury Road, consists of 312.86 acres, and is zoned R-15.
2:30 p.m. Item 3: Sidbury Farms Performance Residential – Commercial Site Plan
Request by McKim and Creed for a commercial site plan for the Sidbury Farms
amenity center consisting of a 2,800 square foot building. The subject property is
located in the 6000 block of Sidbury Road, consists of 6.9 acres, and is zoned R-
15.

Preliminary plan for Tarin Woods II to add 31 lots for a total of 219 lots.
The property is zoned R-15. It consists of about 86 acres and is located in
the 600 block of Manassas Drive, near the 5900 block of Carolina Beach
Road.
o The Davis Community – Preliminary Plan/Site Plan
Preliminary plan/site plan for a service building/warehouse and 4 duplexes
consisting of 15,780 square feet.
The property is zoned CUD R-20. It consists of 17.34 acres and is located at
1011 Porters Neck Road.
o East Coast Trailers – Commercial Site Plan
Commercial site plan for a trailer sales and service business consisting of a

1. Please update the plan with the following general corrections:
a. Please show sight triangles for any proposed driveways.
b. Please show the location of exterior lighting per Section 5.5 of the New Hanover County
Unified Development Ordinance (UDO).
c. It appears that there may be a discrepancy in the total parking spaces provided in the site
data table and the space shown on the plan. Staff counted 245 spaces on the plan.
d. Please specify the parking space dimensions.
2. Please provide a landscape plan.
a. Please make sure that there are no visual obstructions at intersections. Unobstructed visibility
shall be maintained at elevations between three and seven feet of the pavement level within
the driveway or roadway’s sight triangle, or any area required by the NCDOT per Section
5.4.3.D of the UDO.
b. Please note a minimum of 15 trees with at least a 2-inch caliper must be retained or planted
on the site for each acre disturbed by the proposed development per Section 5.3.4.C.
c. Please show that the site meets the required street yard landscaping, parking lot interior and
perimeter landscaping, and foundation planting requirements.
i. Please show and or label the required screening if any dumpsters are visible from
a public right-of-way or adjacent property, they must be screened with a living or
nonliving material at least 8 feet in height per Section 5.4.5.B of the UDO.

3. Tree Removal/Mitigation:
a. If applicable, please label the species and size of all regulated trees. Any significant trees
removed must be mitigated.
b. If no significant trees are on the site, please add a note that no significant trees will be
removed.
4. If regulated wetlands are proposed to be impacted, please submit a current wetland permit
and impact permit.
5. Parking:
a. Please show spaces as blocked or curbed to prevent vehicles either from overhanging
planting islands or landscaped yards by an average of more than one foot per Section
5.4.6.D of the UDO.
6. Please show the location of proposed signage for the site per Section 5.6.2.J.4 of the UDO.

1. I have reviewed the proposed plans. Everything meets county fire services expectations.
2. There shall be no gates, speed bumps, etc., unless approved by TRC.

1. A New Hanover County Stormwater Authorization-to-Construct is required. Stormwater control
measures are required to maintain the pre-development runoff rate for the 2-, 10- and 25-yr
storms. Analysis for the 100-yr storm is required to verify that no buildings are flooded.
2. On-site collection systems are required to be designed for the 25-yr storm and analyzed for the
100-yr storm.
3. Show culvert size, type and inverts for the outlet under Krausse Ln.

1. Please update the plan with the following general corrections:
a. Please update the details to be consistent with the plans. It appears that there may be
some discrepancies regarding sidewalks and street trees.
2. Tree Removal/Mitigation:
a. Please provide a chart for clarity indicating the significant trees being removed. Please
note that Magnolias and Hollies are considered flowering trees and are classified as
significant at 8” DBH.
b. A Tree Removal Permit is required. Any significant tree removed must be mitigated.
Please state method of mitigation on the tree removal/mitigation plan.
3. Sidewalks:
a. Staff recommends adding ADA accessible connections the cul-de-sac sidewalks.
4. Roads:
a. It may be necessary to modify the stub located on Road L in order to meet the turnaround
standard of 70’.
5. Street Trees:
a. Please clarify the placement of the proposed street trees. The details indicate the trees
may be placed within the right-out-way, while the plans appear to show them within the
lots. The UDO requires street trees to be placed outside of the right-of-way.
b. It appears that the street trees are very close to the proposed water lines. Please provide
documentation from the CFPUA concerning approval of street tree placement.
6. TIA:
a. Prior to Final Plat approval, required improvements must be installed in accordance with
the approved TIA and NCDOT regulations.

1. I have reviewed the updated plans. My last review back on Nov. 5, 2019. All comments have been
met or answered. No further comments at this time. I also reviewed the clubhouse and all Fire
Service Expectations have been met.

1. Land disturbance application, calculations, fees and plans do not appear to have been submitted
at this time.

1. Provide stormwater calculations, operation and maintenance agreement and stormwater review
fee for a complete stormwater review.
2. Show drainage easements for the channels carrying off-site water along the west property line and
south project boundary. Minimum width is the channel + 15’ along the bank.
3. Remove the existing 48” CMP and 60” CMP at the southwest corner of the survey limits. The
channel banks are unstable in this location. Realignment of the channel to create a single radius
instead of the two existing sharp turns and flatter side slopes would improve stability.
4. Proposed grading does not appear stable at the southwest end of the proposed Road B.

2. CFPUA water and sewer available via off-site and on-site main line extension as well as a pump
station installation.

Form and a Preliminary Plan, this determination does not guarantee capacity.
5. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans
