Dr. Spiro Macris called the regular business meeting of the New
Hanover County Board of Health (NHCBH) to order at 8:00 A.M.
on Wednesday, February 1, 1995, in the Carl Thomas Durham
Auditorium, New Hanover County Health Department (NHCHD),
Wilmington, North Carolina.

Dr. Dennis Jackson presented the invocation.

Dr. Macris called for corrections to the minutes of the meeting
on January 4, 1995. The minutes were corrected and approved.
Citizen Comment:
Dr. Macris stated that Mr. Charles Ezzell, Sir Charles Hair
Styling, Inc., is absent due to illness.
Recognitions:
Retirement - Alma Lawson, Hane Health Care Aide, 1984-94
On behalf of the Board of Health, Dr. Macris presented a plaque
to Ms. Alma Lawson, Home Heal th Care Aide, in honor of her
retirement and for the services she rendered to New Hanover
County citizens from 1984-1994.
Service Awards
Dr. Macris recognized the following individual for her years of
service in the New Hanover County Health Department:

Dr. Macris displayed a silver tray presented to Mr. Parker,
Health Director, in recognition of serving as 1994 President of
the North Carolina Association of Local Health Directors
( NCALHD) .

Safety Awards
Dr. Macris acknowledged the following New Hanover County Safety
Awards which were presented to the health department on January
25, 1995, by Mr. Robert Greer, Chairman, New Hanover County
Commissioners, and Mr. Allen O'Neal, County Manager:
Administration (ADM) - Mr. Parker, Health Director
Child Health (ChH) - Ms. Janet McCumbee, ChH Director
Community Health (CH) - Ms. Betty Creech, CH Director
Dental Health (DEN) - Dr. David McDaniel, DDS, DEN Director

Department Focal:

Ms. Beth Day, Epidemiology Director, gave a department focal on
"Information Highway", a communications network established four
years ago for conferences and educational training sessions.
Committee Reports:
Budget
Ms. Lynda Smith, Assistant Health Director, presented the
Proposed Fiscal Year 1995-96 Budget Preparation Schedule from the
New Hanover County Budget Office. All budget information is to
be sent to the County Budget Office via Office Vision (OV). The
NHCHD Budget Request is due to the Budget Office on February 13,
1995. Departmental budget meetings with the County Manager and
Budget Team begin on March 14. The County Manager will present
1995-96 Recommended Budget to the County Commissioners on May 1,
and the total budget will be adopted in June 1995.
Executive
Dr . Macr is , Chairman, Execu ti ve Committee, reported tha t the
Executive Committee met at 6:15 P.M. on January 24, 1995, at the
health department. He stated the Committee reviewed the request
for two new positions in the Women's Infants and Children (WIC) I
Program.

Health Promotions
Dr. Paul, Chairman, Health Promotions Committee, reported that
the Health Promotions Committee met on Thursday, January 26,
1995, at the health department. The Committee heard concerns
from Bingo establishment owners regarding the implementation of
,the Hanover County Smoking Control Regulation (SCR). He
explained that under the SCR all public bingo establishments are
100% smoke-free unless the establishments are considered
restaurants under Environmental Health Regulations. Dr. Paul
recommended from the Health Promotions Committee to exempt bingo
establishments from the SCR.
Mr. Lee Barefoot, Chairman of the Exchange Club of Greater
Wilmington Bingo Committee, stated approximately 90 percent (90%)
of bingo players are smokers.
Dr. Paul said he had received concerns from Bingo parlor
operators regarding the decrease in their business. He stated it
was not the Health Board's intention to hurt businesses
economically.
Dr. Paul moved from the Health Promotions Committee for bingo
establishments to be exempted from the New Hanover County Smoking
Control Regulation and for bingo establishments to be listed
under Section X., Exclusions, of the SCR. Upon vote, the ~ON
CARRIED.
Mr. Parker explained that the proposed revision/amendment to the
SCR must be advertised before the Board of Health takes a final
vote on the adoption of the proposed amendment to the SCR adopted
by the New Hanover County Board of Health, October 6, 1993.
I t was the consensus of the Board to refer the proposed SCR
Amendment to the Health Promotions Committee for further study
and public comment. Dr. Paul stated a Health Promotions
Committee meeting is scheduled at 6:00 P.M. on Tuesday, February
21, 1995, and excluding bingo parlors from the SCR will be
discussed. The meeting is open to the public and public comment
is welcome.
Dr. Jackson moved for the Board of Health to prepare a Public
Notice advertising the adoption of the proposed amendment to the
New Hanover County Smoking Control Regulation excluding Bingo
establishments from the SCR and to place this item on the April
1995 Board of Health Agenda for final vote. Upon vote, the
MOTION CARRIED.
Mr. Don Gale, Elks Club Bingo Operator, expressed that smoking
should be banned from all Bingo establishments.

Unfinished Business:
Animal Control Update
I
Mr. Currie announced the Animal Control Center should be
completed by February 1995. The April Board of Health Meeting
is to be held at the Animal Control Shelter.
Repeal of Fireworks Legislation
Dr. Ed Paul reported that Representative David Redwine, Mr.
Parker and Dr. Paul met on Tuesday, January 10, 1995, to discuss
the Board of Health's interest in the Repeal of Fireworks
Exemptions of NCGS S 14-414. Representative Redwine did not
indicate interest in the repeal of the fireworks legislation.
Dr. Paul informed the Board that the North Carolina Child
Fatality Task Force plans to introduce legislation to the General
Assembly to repeal the 1993 Fireworks Legislation.
New Business:
Request for Two New Positions
Dr. Macris moved from the Executive Committee for the Board of
Health to recommend to the New Hanover County Commissioners the I
establishment of the following two new positions in the Women,
Infants and Children (WIC) Program.
Clerical Specialist I (24 hours per week)
Nutritionist III (20 hours per week)
Upon vote, the MOTION CARRIED.
New Name for Animal Control
Dr. Macris presented a recommendation from Executive Committee to
rename the Animal Control Shelter to Animal Control Services.
Mrs. Mary Dean moved for the Board of Health to approve the new
name of Animal Control Services for the NHCHD Animal Control
Division. Upon vote, the ~ON CARRIED.
Comments:
Board of Health Members
Dr. Macris encouraged Board members to. participate in the
Orientation activities for New Hanover County Board of Health I
members.

Health Director:
I Vivian Pompey Memorial
Mr. Parker displayed an engraved plague and a print, "Lilies in
the Field", given in honor and memory of Vivian Pompey, Clerical
Specialist, Women, Infants and Children (WIC), deceased August
1994. The print is to be hung in the WIC office and the plague
will be displayed in the WIC waiting area.
Board of Health Staff Luncheon, April 25, 1995
Mr. Parker announced that the Board of Health will sponsor a
Staff Luncheon on April 25, 1995.
Public Health in America
Mr. Parker referred the Board to "Public Health in America", a
synopsis of Public Health leaders' explanation of Public Health
and Public Health services.
orientation for Board of Health Members

Mr. Parker distributed an "Orientation G'l¡ide for New Hanover
County Board of Health - Learning Experiences for Board of Health
Members."
Board of Health Training, February 21, 1995
Board members were invited to attend a Board of Health training
session from 7:00 P.M. - 9:00 P.M., on Tuesday, February 21,
1995, at the Cumberland County Health Department, in
Fayetteville, North Carolina.
1995 N.C. Association of County Commissioners Legislative Goals
(NCACC)
The goals established by the NCACC were distributed to the Board
of Health.
Letter from u.s. Senator Jesse Helms
The Board was referred to a letter to Mr. Parker from Senator
Jesse Helms, dated December 17, 1994, regarding Health Care
Reform.
Global Polio Eradication
I
Mr. Parker informed the Board of an article regarding global
eradication of Polio.

Guard Care/Wellness Fair, April 29 and 30, 1995
On April 29 and 30, 1995, an On Guard For Health/Wellness Fair is
to be held at the First Baptist Church Activity Center, Trask
Middle School and the health department.
H.A. Phillips, DVM, Board of Health Member, February 1984 -
December 1986
Mr. Parker stated Dr. Phillips, former Board of Health member,
died on Sunday, January 14, 1995. He served as veterinarian
member on the Board of Health from February 1984 - December 1986.
Dangerous Dog Determination Hearings (DDDB) Report
The Board will receive a DDDH Report prepared by Mrs. Donna Neal,
Chairman, New Hanover County Animal Control Services Advisory
Committee, in their monthly Board packet effective February 1,
1995.
