Macris, chairman, called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 A.M. on Wednesday, May 3, 1995, in the Carl Thomas Durham Audi torium. New Hanover Countv Heal th Department, Wilmington, North Carolina. . Members Present: Spiro J. Macris, DDS, Chairman Mary Lou Alford, RN Thomas V. Clancy, MD Mary King Dean W. Keith Elmore, RPh. Robert G. Greer Edward L. Paul, Jr., OD Mark A. Veenstra, PE Estelle G. Whitted, RN Members Absent: John Coble Dennis L. Jackson, DVM, Vice-Chairman Others Present: Robert S. (Bob) Parker, Health Director Frances De Vane, Recording Secretary Dr. Macris called for corrections to the minutes of the Board meeting on April 5, 1995. The minutes were approved. I Recognitions: Act of Care and Courage Dr. Macris announced that Mr. Jesse Hannible, Citizen, assisted Mr. Clarence Riley, Vector Control Field Operator, with first aid care at the Vector Control Office on January 26, 1995. He is to be recognized at the June Board of Health meeting. Five Year Service Award Dr. Macris congratulated the following employee for the completion of five years of service at the health department: Ms. Jean P. McNeil, Animal Control supervisor, Animal Control New Employee Dr. Macris recognized the following new health department employee: Ms. Sally A. Utzig, Medical Laboratory Assistant I, Laboratory I Retirement Dr. Macris congratulated and presented a retirement plaque to Ms. Betty L. Swart, Clerical Specialist I, Environmental Health, 94 in recognition for her years of service (1970-1995) at the health department. Committee Reports: I Department Focal: Clancy, Board department focal on Violence In America: Update. He gave a slide presentation entitled, "Violence: Uncivil War". He requested that the Board of Health address violence since it is an expensive health problem and a leading cause of death. Unfinished Business: Amend Existing Regulations For The Possession, Sale and Distribution of Animals Belonging To The Zoological Order Carnivora other Than the Domestic Dca and Cat and Maintp-nance of Other Wild or Exotic ~;mals Dr. Macris recommended from the Executive Committee for the Board to amend the above regulation. This proposed amendment was advertised to the public. Dr. Macris moved from the Executive Committee for the Board of Health to Amend Section 13 of the Existing Regulations For The Possession, Sale and Distribution of Animals Belonging To The Zoological Order Carnivora Other Than the Domestic Dog and Cat and Maintenance of Other Wild or Exotic Animals. The amendment is retroactive to February 1, 1995. Upon vote, the MOTION CARRIED . I Repeal of New Hanover County Board of Health Reaulations Governina Tattoo Parlors Adopted September 10, 1980 Dr. Macris reported that the Board's proposed repeal of the above regulation was advertised. Ms. Dianne Harvell, Environmental Health Director, explained that State Rules Governing Tattoo Parlors were adopted permanently earlier this year. She said the September 10. 1980 New Hanover County Regulations Governing Tattoo Parlors should be repealed since the state has enacted tattoo regulations. Dr. Paul stated that the current Rules Governing Tattoo Parlors adopted by the state do not include formal educational requirements for tattoo artists who provide invasive procedures. The Board of Health voted to refer the existing county tattoo rules back to the Environmental Health Committee for further investigation of possible amendment to existing regulation to I include training for tattoo artists. 85 I Ordinance to Control and Restrain the Spread of Infectious Diseases Dr. Macris recommended from the Executive Committee for the Board of Health to repeal the above ordinance governing massage parlors. Dr. Macris moved from the Executive Committee for the Board of Health to repeal the regulation captioned Ordinance to Control and Restrain the Spread of Infectious Diseases adopted December 6, 1972. Upon vote, the MOTION CARRIED. New Business: Chanae in Family Plannina Fees Ms. Betty Jo McCorkle, Women's Health Care Director, presented the fOllowing Family Planning Fee Medicaid rates for the Board's consideration: I Complete Physical (Initial) Complete Physical lAnnual) Extended Revisit (w/Pelvic) Limited Revisit (w/o) Pelvic) Limited Service/Pregnancy Test Delete of Visual Exam (5.00) $182.15 117.46 90.16 62.44 24.10 Dr. Paul moved for the Board to approve the above revised Family Planning Fees to be incorporated in the NHCHD Fee Policy retroactive to April 1, 1995. Upon vote, the MOTION CARRIED. smart Start Dr. Macris stated he received a request by Mr. Coble from Smart Start representatives to have Board of Health representatives participate in a Public Forum on Smart Start. Mr. Elmore consented to attend this Smart Start Public Forum as a representative from the Board. Mr. Elmore reported to the Board that he had attended the Smart Start Public Forum led by Governor James B. Hunt, Jr., held at the Wesley Memorial Methodist Church, Wilmington, North Carolina~ A history of Smart Start and child care issues were discussed. Mr. Elmore explained that Public Health and health department services or issues were not addressed. He stated that New Hanover County was in line for fundinq, but there was no discussion of -plans for or distribution õf these funds pending legislature approval of additional Smart Start Programs. I Mr. Elmore suggested for the Board to consider contacting Mr. Mark Lanier, Chair, New Hanover County Partnership for Children regarding Smart Start plans, management, issues, funding distribution and how the Smart Start Program may involve the health department. ÇjR, . , Dr. Macris asked the Board if they would like to address the Smart Start issue. The Board of Health did not endorse this program. Commissioners endorsed the Smart Start Application. The County I Dr. Clancy suggested that the Board obtain information on what health services the Smart Start Plan includes; for example, is it a duplication of services, or an expansion and improvement of health care and health department services, and what are the successes of the existing Smart Start Programs? Mr. Elmore expressed concern over not knowing who is going to be in charge of the Smart Start Program, making the decisions and how distribution of funding is to be determined. Dr. Paul inquired whether Smart Start is a health issue and said he wants additional information on the plan. Dr. Clancy reiterated that the Board needs to speak with someone who can answer our questions regarding Smart Start. The Board needs to obtain a copy of the Smart Start Plan, to know our community needs in terms of Public Health, to compare our current health department services to Smart Start services, and find if there is duplication of services or an identified "gap", or where the services are needed. Dr. Macris reiterated that the Board needs to learn more about what Smart Start is all about. If Smart Start is funded, the Board needs to know their health care responsibilities. I Dr. Macris agreed that the Board needs more information on the Smart Start Program including the strategy, health care problems, plans and implementation of the Smart Program as related to health and health department services and programs. It was the consensus of the Board to obtain a copy of the Smart Start Legislation and to request for Mr. Lanier to speak to the Board of Health regarding the plans, policies, procedures and funding of the Smart Start Program. Board of Health Members: Dr. Macris announced that the Month of May has been designated by Governor Hunt as "Teenaqe preqnancy Prevention Month". A Rally Emphasizing the Benefits of Delaying Pregnancy is to be held from 10:00 A.M. - 1:00 P.M. on May 20, 1995, at Robert Strange Park, Wilmington, North Carolina, for adolescents and other interested persons. On behalf of Mr. Coble, Chairman, Environmental Health Committee, I Dr. Macris thanked the NHCHD Environmental Health Staff for their outstanding work during the 1995 Azalea Festival. 97 I Mrs. Ai£ord commended Dr. Clancy for his outstanding department focal on "Violence: UPdate". Health Director: Eastern District North Carolina Public Health Association (EDNCPHA) Annual Meetina The Annual Meeting of the EDNCPHA is May 3, 4, and 5, in New Bern North Carolina. Ms. Susan O'Brien, Laboratory Director, is President. Board of Health Luncheon Mr. Parker expressed his appreciation to the Board for the Staff Lunch sponsored by the Board of Health on April 25, 1995. Dr. Macris thanked the Management Team and Supervisors for their assistance with this luncheon. On Guard For Health/Health Fair. April 29 and 30. 1995 Mr. Parker, Chairman, "On Guard For Health" Health Fair Committee, presented a slide presentation on the health fair held on April 29 and 30, 1995.
