Dr. Spiro Macris, Chairman, called the regular business meeting of the New Hanover
County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, December 6, 1995,
in the Carl Thomas Durham Auditorium, New Hanover County Health Department,
Wilmington, North Carolina.

Ms. Estelle Whitted gave the invocation.

Dr. Macris called for corrections to the minutes of November 8, 1995. The minutes were
approved.

Department Focal:

Mr. Parker presented the department focal which was a Video: uTo Your Health. . . For
Mom and Baby To Be." The video is a prenatal resource prepared by the New Hanover
County Healthy Carolinians 2000 Committee, Maternal and Infant Care Team.

Task Force for Health Education and Promotion and Lifestvle Issues
Mr. Parker reported that he attended a meeting of the Task Force for Health Education
and Promotion and Lifestyle Issues on December 5, 1995, held in the James Walker
Conference Room, North, New Hanover Regional Medical Center (NHRMC), Wilmington,
North Carolina. The Task Force decided that a commitment of annual funding to the
needs assessment effort is needed before the Task Force can continue its work.

Mr. Parker invited interested Board members to serve on this Task Force and informed
them if they are interested in serving on the Task Force to contact him or Betty Scott of
NHRMC.

Nominatina Committee
Mr. Mark Veenstra, Chairman, Nominating Committee, submitted the following nominees
for the 1996 Board of Health Chairman and Vice-Chairman:
Dr. Dennis Jackson, Chairman
Mr. Keith Elmore, Vice-Chairman
Mr. Veenstra thanked Mrs. Alford and Dr. Clancy for serving on the Nominating
Committee.
Election of Officers
Dr. Macris called for nominations from the floor. There were no other nominations.
Dr. Macris called for election of Dr. Jackson, Chairman, and Mr. Elmore, Vice-Chairman, I
of the New Hanover County Board of Health for 1996. Upon a vote, Dr. Jackson was
elected Chairman and Mr. Elmore Co-Chairman.

Dr. Macris thanked the Board of Health and Mr. Parker for their cooperation during his
term as Chairman of the Board. Dr. Jackson thanked the Board for the confidence they
had shown in selecting him 1996 Chairman of the Board of Health. Mr. Elmore stated he
was honored and pleased to be Vice-Chairman of the Board.
Dr. Jackson stated he will make Board of Health Committee appointments at the January
Board of Health regular meeting.

Association of North Carolina Boards of Health (ANCBH) Board of Directors Meetina
Mr. Coble stated he attended the Association of North Carolina Boards of Health (ANCBH)
Board of Directors meeting on November 11, 1995, at Shell Island Resort, Wrightsville
Beach, North Carolina. ANCBH 1996 Goals were redefined.
Tick Disease
Dr. Paul thanked Mr. Parker for previous information that he furnished the Board of Health
on tickborne diseases. It was quite beneficial during the diagnosis of a relative's illness.
Mrs. Estelle Whitted - NHRMC Emplovee of Month
Mrs. Alford commended Mrs. Whitted who was selected UEmployee of the Month" at
NHRMC.
Health Director
Health Department Christmas Celebration
Mr. Parker invited Board members to attend the Health Department Christmas Luncheon
from 12 Noon - 2:00 p.m. on December 15, 1995.
Association of N.C. Boards of Health (ANCBH) Annual Meetina
Board members were invited to attend the ANCBH Annual Meeting on Friday, January 19,
1996, at the Brownstone Hotel, Raleigh, North Carolina. Mr. Parker stated that Mr. Coble
will be elected to a three-year term on the Board and Mr. Greer is to be on a discussion
panel during the annual meeting on January 19, 1996.

Articles/Reports to Board of Health
Mr. Parker distributed copies of a report entitled UWhat Is Your Health Dollar Buying?",
and magazine articles on Tick Disease from Wildlife in North Carolina and When the
Vaccine Causes the Polio - from Time to the Board.
Nursina Home Proaram for Board of Health
Mr. Parker reminded Board members of the Nursing Home Program to be presented at
the regular Board of Health meeting from 8:00 a.m. until 9:30 a.m. on Wednesday, January
3,1996. Other business will follow, and Board members need to be in attendance until
11 :00 a.m.
Other Business:
Board of Health Schedule Chanae
Dr. Jackson requested that the Board consider changing the date of their regularly
scheduled Board meeting from the first Wednesday to the last Wednesday of each month.

On behalf of the Board of Health, Dr. Jackson presented a plaque of appreciation to Dr.
Paul for his service on the Board of Health from January 1993 through December 1995.
