HomeMy WebLinkAbout06/03/1992 BOH Minutes II I ' I I 163 Dr. Goins called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8: 25 A.M. on Wednesday, June 3, 1992, in the Dr. Thomas Fanning Wood Library of the New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: Michael Goins, OD, Chairman John Coble, Vice Chairman Mary Lou Alford, RN Mary King Dean W. Keith Elmore, RPh Robert G. Greer W. Leslie Hall, Jr.. PE John Leonard, DVM Spiro Macris, DDS Sheram Robinson Alan E. Thomas, MD Members Absent: Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Ms. Mary Lou Alford presented the invocation. Dr. Goins called for corrections to the minutes of the meeting on May 6, 1992. The minutes were approved. Recognition: New Hanover County Health Department Number 1 in North Carolina Dr. Goins exhibi ted a plague recei ved by Dr. Tabandeh Zand, Nutrition Director, on behalf of the New Hanover County Health Department. The health department was recognized as Number 1 in the North Carolina 1991 Food Festival sponsored by the American Heart Association. Dr. Zand requested that Board members consider participating in the County Blood Drive to be held at the health department on Friday, June 5, 1992. Departmental Focal: Mr. Ben Gillespie, Student and Member of the Hoggard High School Science Club, presented the departmental focal on Operation Science Against Smoking (OSAS). He gave a slide presentation on the phases of OSAS. He emphasized the importance of endorsing the omission of the word "knowingly" from the current law prohibiting the sale of cigarettes to minors. Mr. Gillespie presented a $400 check payable to the health department from the Hoggard High School Science Club for reimbursement of in-kind expenses for OSAS. He thanked Mr. Parker for his participation and the Board for their support of this project. 16"4 ~ Committee Reports: I Budget Mr. Greer, Chairman, Budget Committee, sta ted tha t the Budget Committee met at 7 A.M. prior to the Board meeting to review the NHCHD FY92-93 County Manager's Recommended Budget. He explained that health department budgeted expenses have increased; however, county expenditures will decrease a small portion. Ms. Alford noted that it has been two years since the county has granted employees a merit increase. Mr. Greer explained that the Pay and Classification Plan has raised salary ranges for personnel and will allow career growth for employees. . . Unfinished Business: Children's Special Health Services (CSHS) and Adult Neurology Funding Increased Mr. Parker stated that due to negotiations for more adequate funding to cover out-of-county services for CSHS and Adult Neurology services, the Department of Environment, Health and Natural Resources has agreed to increase their funding to the New Hanover County Health Department. Children's Special Health Services (CSHS) funding will be increased from $18,168 to $38,260 and Adult Neurology funding will be increased from $12, 641 to $19,036 in the 1992-93 Fiscal Year. Dr. Leonard moved for the Board of Health to approve the acceptance of the above increased funding in CSHS and Adul t Neurology Clinics for the continued operation of these clinics and services to out-of-county patients. Upon vote, the MOTION CARRIED . I New Business: New Hanover Community Health Center, Inc. Mr. Parker reported that on May 6, 1992, the Executive Committee of the Board of Health reviewed the New Hanover Community Health Center, Inc. proposal. Revenues will be funded by a $800,000 annual grant. This proposed center will provide preventive and primary health care to patients regardless of their ability to pay. It will serve the same patients seen at the Rankin Terrace Health Department Clinic. Mr. Parker recommended a proposal to the Board to transfer the county's annual $143,000 allocation from Rankin Terrace Clinic to the New Hanover Community Health Center, Inc. to pay for indigent care. He asked for the Board's endorsement of the sYnthesis of the Rankin Terrace Clinic into the New Hanover Community Health I Center, Inc. r I I I 165 Mr. Parker introduced the following members of the Steering Committee of the New Hanover Community Health Center, Inc.: Daniel Gottovi, MD David Plate, President, New Hanover Regional Medical Center Thomas E. Wright Dr. Gottovi assured the Board that federal funding for the New Hanover Community Health Center, Inc. is secure and long-term. He stated it will provide a system of primary health care for all who need these services regardless of their ability pay. Mr. Plate stated that the New Hanover Regional Medical Center proposes to build the new~center on the Northside of Wilmington. He also endorsed the New Hanover Community Health Center, Inc. proposal. , Mr. Wright stressed the need for services of the proposed New Hanover Community Health Center, Inc. and asked for the support of the Board of Health. He stated the Lincoln Center in Durham, North Carolina has been a good example of the benefits of a permanent health care center for 20 years. Dr. Frank Reynolds, Pediatrician, expressed his concern over the closing of the established Rankin Terrace Clinic and the need for a pediatrician to serve in the proposed medical center. Mr. Greer, New Hanover County Commissioner, expressed concern over increased costs to the County for this health center proposal. Dr. Thomas moved for the New Hanover County Board of Health to accept the facility proposed as the New Hanover Community Health Center, Inc., provided: it will not reduce or impair the quality of health care and preventive health care at Rankin Terrace Clinic; the transi tion period will not interfere wi th continuous health care at Rankin Terrace Clinic; the transition period will not jeopardize jobs and benefits of present employees; the New Hanover Community Health Center, Inc. will be rapidly functioning as soon as possible so that when it does supplant the Rankin Terrace Clinic services, the Rankin Terrace Clinic will close, and Rankin Terrace Clinic will be the intermediate base prior to the opening of the New Hanover Community Health Center, Inc. with the intent that Rankin Terrace Clinic is to be moved to the New Hanover County Health Community Center, Inc. with no interruption in the quality of health care that is presently being provided at Rankin Terrace. Upon vote, the MOTION CARRIED. Dr. Goins thanked the Steering Committee representatives for their presentations on the New Hanover Community Health Center, Inc. 166i Rabies Control Ms. Donna Neal, Chairman, Animal Control Advisory Committee, informed the Board that the need for the establishment of Inner Ci ty Rabies Clinics has caused other animal control issues to surface in the community. She informed the Board that the Animal Control Advisory Commi ttee, the Humane Society and other interested groups are formulating plans for further control of Rabies in New Hanover County. She stated that all New Hanover County dogs and cats four months of age must have a rabies inoculation. Ms. Neal stated that the Wrightsville Beach Animal Control Ordinance differs from the New Hanover County Animal Control Ordinance in that it does not include cat licences. A proposal is to be presented to the Wrightsville Beach City Aldermen which will include cat licenses. Also, Ms. Neal expressed concern regarding tourists' dogs and cats without valid Rabies inoculations. Ms. Neal stated that the architectural fees for the design of the new Animal Control Center were included in the 1992-93 Fiscal Year Budget. Fee Policy Changes Mr. Parker presented the proposed New Hanover County Health Department Fee Policy additions and revisions for their approval. These changes include the termination of foreign travel inoculation charges, increase of Family Planning charges of approximately $1.00, the FY 92-93 Family Planning Fee Scale, the new Norplant Fee Schedule and the revised New Hanover County Employees Medication Schedule. These fee changes are to be incorporated as a part of the New Hanover County Health Department Fee Policy on Pages 19, 21, 23, 24 and 26. MOTION: Dr. Goins moved for the Board of Health to approve and adopt the proposed additions, revisions and the Family Planning Fee Scale as presented. Upon vote, the MOTION CARRIED. Comments: Board Members: Dr. Goins stated that he plans to send Ms. Lynda Smith a card because of her son, Shane's illness. He invited other Board members to sign this card. , I I Health Director: Mr. Parker referred the Board to a letter from Dr. Mason, I Assistant Secretary for Health, u.S. Public Health Service, acknowledging the Board's adoption of the New Hanover County I I I 1'67'.' Health Department Position State on Sexually Transmitted Diseases. The Board of Health will meet at Oakdale Cemetery for a historic ceremony honoring Dr. Thomas Fanning Wood, Dr. Edward Jenner Wood, and Dr. Solomon S. Satchwell at 7:00 A.M. on July 1, 1992. A light breakfast sponsored by the New Hanover County Restaurant Association will be served at the health department after the ceremony. Mr. Parker announced that he plans to seek the nomination for Chairman of the Board of the National Association for Home Care. Mr. Parker gave a status report on Shane Smith who is ill in Duke Hospital. The Food For Thought Conference sponsored by Association of North Carolina Boards of Health is to be held on June 9, 1992 in Raleigh.
