Goins, OD, Chairman John M. Coble, Vice Chairman Mary King Dean W. Keith Elmore, RPh Robert G. Greer John L. Leonard, DVM Spiro J. Macris, DDS Sheram Robinson Alan E. Thomas, MD Mark A. Veenstra,PE Members Absent: Mary Lou Alford, RN Others Present: Robert S. (Bob) Parker, Health Director Donald P. Blake, Former Chairman, NHCBH Frances F. De Vane, Recording Secretary Dr. Goins presented the invocation. Dr. Goins called for corrections to the minutes of the meeting on November 4, 1992. The minutes were approved. Recognition: Ms. Margaret Elizabeth Payne Dr. Goins presented a retirement plague to Ms. Margaret Elizabeth Payne, Administrative Assistant and Personnel Technician, commemorating her retirement effective December 31, 1992. Ms. Payne was thanked for her years of service from 1975 - 1992. Mr. Charles Shepard Dr. Goins recognized Mr. Charles Shepard, Vector Control Crew Leader, recipient of the Ralph W. Ketner Employee Producti vi ty Award. Mr. Shepard received this prestigious award and $1,000 from the North Carolina Association of County Commissioners. Dr. Goins congratulated him for his design of an adapter for the Ultra Low Volume (ULV) machine used in the Mosquito Control Program, Vector Control Division, NHCHD. Mr. R. C. Sutton Dr. Goins presented a plague to Mr. R. C. Sutton, Public Citizen, for his support of the New Hanover county/Wilmington Smoking Pollution Control Ordinance (SPCO). Mr. Parker explained that Mr. Sutton has volunteered his time monitoring the SPCO 202 compliance of establishments in the City of Wilmington and New Hanover County. Committee Reports: Nominating Committee On behalf of the Nominating Committee, Dr. Goins presented the following slate of officers: Chairman: Vice-Chairman: John M. Coble Spiro J. Macris, DDS Unfinished Business: Animal Control Center Ms. Donna Neal, Chairman, Animal Control Advisory Commi ttee, reported that the free Inner City Rabies Clinic held on Saturday, November 14, 1992 at Five Points Community Center in Wilmington was a successful community service. Ms. Neal reviewed a letter which she sent to the new County Commissioners informing them of the Animal Control Center acti vi ties and the planning for the construction of the new Animal Control Center. Dangerous Dog Appellant Board Alternate Dr. Goins requested that the Board of Health address the request from the Animal Control Advisory Committee for an alternate representative on the Dangerous Dog Appellant Board. Mr. Greer and Dr. Leonard reiterated that the Board should consider this issue of public concern. Dr. Macris moved that the Board of Health appoint an alternate to the Dangerous Dog Appellant Board. Upon vote, the MOTION CARRIED . New Business: President-Elect - N.C. Association of Local Health Directors (NCALHD) Mr. Parker reported he has been elected President-Elect of the NCALHD. He ask for the endorsement of the Board of Health for his tenure as President-Elect and President of NCALHD. Dr. Goins moved that the Board congratulate, endorse and support Mr. Parker as he accepts the President-Elect and President of NCALHD. Upon vote, the MOTION CARRIED. I I I I I I 203 New Hanover County Year 2000 Health Objectives Mr. Parker reported that the New Hanover County Year 2000 Health Objectives Committee Objectives and Strategies were presented by Ms. Connie Parker, Co-Chairman, at the Statewide Year 2000 Health Objectives Symposium on November 18 19, 1992, at Research Triangle Park. The New Hanover County Year 2000 Health Objectives and Strategies focused on Maternal and Infant Care, Sexually Transmitted Diseases and Substance Abuse acti vi ties. Mr. Parker commended the New Hanover County Year 2000 Health Objectives Committee for serving as one of the state models for this project. National Association of Boards of Health Dr. Spiro Macris attended the National Association of Boards of Health organizational meeting in Washington, D.C. on November 7, 1992. He requested that the New Hanover County Board of Health consider membership in this association. Dr. Macris moved for the New Hanover County Board of Health to join the National Association of Boards of Health. Upon vote, the MOTION CARRIED. Election of Officers Dr. Goins stated that the Nominating Committee submits the following nominations for officers of the Board of Health: John M. Coble - Chairman Spiro J. Macris, DDS - Vice-Chairman Dr. Goins asked for nominations from the floor. Mr. Elmore moved that the nominations be closed. Upon vote, the MOTION CARRIED. Mr. Greer moved that Mr. Coble be elected Chairman and Dr. Macris be elected Vice-Chairman of the Board of Health for 1993. Upon vote, the MOTION CARRIED. Mr. Coble, Chairman, thanked Dr. Goins for his dedicated service as Chairman of the Board of Health. Mr. Blake, former Board of Heal th Chairman and Member, expressed his apprecia tion to Dr. Goins for his remarkable tenure of service on the Board of Health. Mr. Blake remarked that New Hanover County was extremely fortunate to have such excellent Board of Health members. Mr. Coble adjourned the Board of Health meeting at 9:04 A.M. to convene the Home Health Advisory Committee meeting. The Board of Health business meeting reconvened at 9:35 A.M. 204 Contract for the Comprehensive Breast and Cervical Cancer Program Mr. Parker explained that New Hanover County Health Department is eligible for $27,793 for the Comprehensive Breast and Cervical Cancer Control Program which is funded by Centers for Disease Control (CDC). This program will provide screening of a total of no fewer than 231 women. There is a 3: 1 Federal: non-Federal matching funding requirement. A discussion followed regarding the grant requirements, 3:1 funding requirement, county in-kind expenses, and the administrative overload in the health department. After a lengthy discussion, it was the consensus of the Board to rej ect the above grant and to request that Mr. Parker research this issue through the N.C. Association of Local Health Directors and the state grantees. Comments: Board Members Recognition of Retiring Board Members Mr. Coble presented plaques to the following retiring Board of Health members and thanked them for their years of service as indicated below: Dr. Alan Thomas Mr. Sheram Robinson Dr. John Leonard Dr. Michael Goins 1988-92 1986-92 1987-92 1987-92 Mr. Parker presented a framed, Sexually Transmitted Disease Statement to Dr. Leonard in recognition of his leadership in the Board's adoption of this statement. Mr. Coble presented a plague to Dr. Goins in recognition of his dedicated services as Chairman of the New Hanover County Board of Health for 1992. Health Director Health Department Christmas Party Mr. Parker invited Board members Christmas dinner to be held at 12 Durham Auditorium, NHCHD. Boards of Health (ANCBB) Mr. Parker announced that the ANCBH will hold their Annual Meeting from 8:30 A.M. - 4:00 P.M. on Friday, January 22, 1993 at the North Raleigh Hilton in Raleigh, N. C. Dr. Goins will be awarded the Carl Durham Award. Salvation Army Dolls Ms. Lynda F. Smith, Assistant Health Director, displayed dolls dressed by staff members for the Salvation Army Dress-A-Doll 'annual project. Mr. Parker thanked Ms. Smith for her leadership in this worthwhile project. There being no further business, Mr. Coble adjourned the meeting at 9:47 A.M. y~ Øtc .¿(k,- .c. John M.
