Mr. Coble called the regular business meeting of the New Hanover
County Board of Health (NHCBH) to order at 8: 00 A.M. on
Wednesday, February 3, 1993, in the Dr. Thomas Fanning Wood
Library, New Hanover County Health Department (NHCHD),
Wilmington, North Carolina.

Ms. Alford presented the invocation. Mr. Coble called for
corrections to the minutes of the meeting on January 6, 1993. The
minutes were approved.
Recognition:
100% Smokefree Establishments
Mr. Coble recognized 15 New Hanover County 100% Smokefree
Establishments. He presented 100% Smokefree Certificates to the
following:
Amy Bradley School
Kings Memorial Christian Academy
Park Avenue School
St. Mary's School
St Thomas Preschool
wilmington Christian Academy
UNC-Wilmington
Southeastern Center
Mr. Coble recognized Dr. Michael E. Goins, former Chairman and
Board of Health Member, as recipient of the Carl Durham Award.
The Association of North Carolina Boards of Health (ANCBH)
presents this annual award to the outstanding Board of Health
member who exemplifies and carries on the example set by Carl T.
Durham, a former Chairman and Member of NHCBH, former County
Commissioner and the first president of ANCBH. On behalf of the
NHCBH, Mr. Coble congratulated Dr. Goins and expressed his
appreciation to Dr. Goins for his dedicated Public Health
leadership and service.

Departmental Focal:

Ms. Lynda F. Smith, Assistant Health Director, presented the
departmental focal on "In Which Pod Does The Pea Fit?" She gave
an analysis of health department programs, explained their
sources of revenue, types of services (entitlement, mandated,
self-supporting and partially self-supporting) and the rank of
non-mandated health department services.
Committee Reports:
Budget Committee
Mr. Veenstra, Chairman, Budget Committee, stated that the Budget
Committee met at 8:00 A.M. on January 28, 1993. He presented a
review of the contents of the Fiscal Year 1993-94 Budget manual.
The Budget Committee will schedule a meeting for an extensi ve
review of the NHCHD FY 1993-94 Budget and report to the Full
Board at the March Board of Health meeting. Board members were
invited to attend this proposed Budget Committee meeting.
Health Promotions Committee
Mr. Keith Elmore, Chairman, Health Promotions Committee,
reported the Health Promotions Committee met at 5:00 P.M. on
Tuesday, January 19, 1993, at the health department.
Smoking Pollution Control Ordinance (SPCO) - Beach Communities

Mr. Elmore informed the Board that the Wrightsville Beach Town
Aldermen held a Public Hearing on January 28, 1993, concerning
the New Hanover County and City of Wilmington SPCO. Citizens
attending the Public Hearing favored adopting the proposed SPCO.
The Wrightsville Beach Attorney was instructed ~o prepare the
proposed Town of Wrightsville Beach SPCO to be voted on at the
next Town Council meeting.

Promotions Committee, Mr. Elmore
Health to offer support in favor of

Mr. Elmore moved from the Health Promotions Committee for the
Board of Health to provide further education on the importance of
the SPCO and to support the proposed adoption of the SPCO in the
beach communities. Upon vote, the MOTION CARRIED.
New Hanover County Smokefree Schools
Mr. Elmore reported that New Hanover County Public Schools and I
Cape Fear Community College are not smokefree. He recommended
from Committee that the Board approach these schools and request
that they become smokefree.

Mr. Elmore moved from the Health Promotions Committee for the
Board of Health to request that all New Hanover County schools
(private and public) become smokefree establishments. Upon vote,
the MOTION CARRIED.
Cigarette Vending Machines
Mr. Elmore recommended from Committee for the Board to ask our
State Senators and Representatives to introduce legislation in
the General Assembly to effectively prevent minors under the age
of 18 years from purchasing cigarettes from vending machines.
Mr. Elmore moved from the Health Promotions Committee for the
Board of Health to ask state legislators to introduce legislation
in the North Carolina General Assembly to prevent minors under
the age of 18 years from acquiring cigarettes from vending
machines. Upon vote, the MOTION CARRIED.
Carolina Beach Bicycle Helmet Ordinance
Mr. Elmore informed the Board that Sergeant Tom Connolly,
Carolina Beach Police Department, plans to approach the Carolina
Beach Town Council regarding the preparation of a Bicycle Helmet
Ordinance. Mr. Elmore presented the proposed ordinance to the
Board for their endorsement.
Dr. Jackson moved for the New Hanover County Board of Health to
support the principle of the Carolina Beach Proposed Bicycle
Helmet Ordinance which requires children under 12 years of age to
wear protective bike helmets while operating a bicycle in
Carolina Beach. Upon vote, THE MOTION CARRIED.
Executive Committee - Request for New Positions
Mr. John Coble, Chairman, Executive Committee, reported that the
Executive Committee met on Monday, January 28, 1993, to consider
the request for additional staff.
Child Services Coordination (CSC) Program
Mr. Coble recommended from the Executive Committee for the Board
of Health to approve the requested two Social Worker positions
in the CSC Program. These positions are to be supported 100% by
Medicaid reimbursement. Ms. Brenda Jones, Public Health Nurse,
explained the positions are needed to follow the existing
case load and that early intervention makes a positive difference
in the outcome of infant health.
Mr. Coble moved from the Executive Committee for the Board of
Health to approve the request for two additional Social Worker
positions in the CSC Program which are to be Medicaid reimbursed.
There was a five to five vote with one Board member abstaining.
Upon vote, the MOTION DID NOT CARRY.

A discussion followed on the need for statistics and facts
substantiating the success of the CSC Program and other health I
department programs. Mr. Parker will provide this requested
information or plan an educational session on the CSC Program for
the Board of Health.
Mr. Coble moved to refer the request for the two Social Worker
positions in the Child Services Coordination Program back to the
Executive Committee for further study. Upon vote, the MOTION
CARRIED.
Home Health Nurse - PBN II (Half-Time to Full-Time)
Mr. Coble recommended from Committee for the vacant Home Health
PHN II half-time position to be changed to a PHN II full-time
position. Mrs. Joan Womble, Patient Care Coordinator, explained
that a full-time PHN II position is needed due to the increased
case load and for the admission process in the Home Health
Program.
Mr. Coble moved from the Executive Committee for the vacant Home
Health Public Health Nurse II half-time position to be
reclassified as a Public Health Nurse II full-time position.
Upon vote, the MOTION CARRIED.

Recognition Program for Productive County Employees
Mr. Coble appointed the following committee to study the
establishment and implementation of a recognition program for
productive county employees:

Mr. Coble presented a list of applicants to serve on the Animal
Control Advisory Committee. Upon vote the following Animal

Mr. Elmore thanked Mr. Parker for furnishing the Board a health
department organizational chart.
Health Director
Annual Meeting, Association of N.C. Boards of Health (ANCBH)
Mr. Parker announced that Mr. Coble was elected as a member of
the ANCBH Nominating Committee. He stated that Ms. Maness will
serve as a representative to the State Project ASSIST Coalition.
Mr. Parker extended congratulations to these Board members.
Board members were encouraged to attend the Area Health Education
Center Boards of Health Continuing Education on The Year 2000
Health Objectives from 6:30 P.M. - 9:15 P.M. on Thursday, March
18, 1993, at the Wilmington Hilton - Dinner included.
The Orientation to Board of Health Service Leadership Institute
will be held on February 26 in Charlotte, March 19 in Rocky Mount
and on March 26 in Fayetteville, N. C. Board members were
encouraged to attend one of these programs.
Mr. Parker introduced the following new health department
employees:

Home Health Orientation
Ms. Karen Hogan, Home Health Director, announced that the Home
Health Orientation for new Board members will be held in the Home
Health Office immediately following this meeting.

There being no further business, Mr. Coble adjourned the meeting
at 10:15 A.M.
