HomeMy WebLinkAbout04/07/1993 BOH Minutes I I I 225 Mr. Coble called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8: 00 A.M. on Wednesday, April 7, 1993, in the Thomas Fanning Wood Library, New Hanover County Health Department (NHCHD) , Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Mary Lou Alford, RN Thomas V. Clancy, MD Mary King Dean W. Keith Elmore Robert G. Greer Dennis L. Jackson, DVM Laura Pitts Maness Edward L. Paul, Jr.,OD Mark A. Veenstra, PE Members Absent: Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Ms. Maness presented the invocation. Mr. Coble called for corrections to the minutes of the meeting on March 3, 1993. The minutes were approved. Recognition: 100% smokefree Establishments Mr. Coble recognized 14 New Hanover County 100% Smokefree Establishments. Departmental Focal: Ms. Susan O'Brien, Director, Laboratory, presented the departmental focal on Public Health Laboratory Medicine: New Regulations Bring Change. She explained the impact of the new CLIA Regulations on the NHCHD. An invitation was extended to the Board to tour the laboratory. New Business: Tri-State Labs, Inc. - Request for Animal Carcasses Ms. Donna Neal, Chairman, Animal Control Advisory Cormni ttee, presented a proposal for the Animal Control Shelter to sell to Tri-state Labs, Inc., cat carcasses for educational specimens in high school and college biology laboratories. The estimated revenue from this proposal is $3,400 annually. The Animal Control Advisory cormnittee was not recormnending approval of request from Tri-State Labs. 226 After a lengthy discussion, Dr. Jackson moved that the Tri-State Labs, Inc. proposal to the Animal Control Shelter be referred to I the Animal Control Task Force for further study of the disposal of cat carcasses. Upon vote, the MarION CARRIED. Board of Health Sponsored Lunch for Staff Mr. Coble stated that the Board of Health Sponsored Luncheon for the NHCHD Staff will be held at 12 Noon on Friday, April 23, 1993. Board members will prepare lunch. A staff picture will be taken before the luncheon. Conunents: Board Members Health Director Mr. Parker distributed an Elected Officials List to the Board. Mr. Parker informed the Board that the Public Health Veterinary Program, Department of Environment, Health and Natural Resources, estimates there are 24,487 dogs and 28,248 cats in New Hanover County. Mr. Parker presented to the NHCBH a copy of "Cormnents on Health Care Reform" prepared by Leah Devlin, DDS, Health Director, Wake I County Health Department. . Mr. Parker announced that Public Health Week will be celebrated from April 18 - 24, 1993. The North Carolina Public Health Association (NCPHA) will meet on September 15-17, 1993 in Wilmington. Mr. Parker stated a historical program on the integral part Wilmington has played in the history of Public Health will be presented at the convention. The N.C. Ocean Outfall Forum will be held at the Atlantic Beach Sheraton, Atlantic Beach, N.C., on April 19-20, 1993. Conunittee Reports: Executive Committee Health Director Evaluation Mr. Coble, Chairman, Executive Cormnittee, reported that the Executive Cormnittee reviewed the Board members' performance appraisals of Mr. Parker, Health Director. The overall opinion of the Board is that Mr. Parker does a very satisfactory to outstanding job of administering the NHCHD. He stated that Mr. Parker demonstrates an outstanding knowledge of Public Health and the NHCHD programs. I I I I 227 Child Services Coordination (CSC) Mr. Coble presented the request for the approval of the recormnendation from the Executive Cormnittee for two Social Worker positions in the Child Services Coordination Program of NHCHD. He explained that additional information on childhood interventions has been provided to the Board. After a lengthy discussion, Mr. Elmore moved that the Board of Health approve the request for two additional Social Worker positions in the NHCHD Child Services Coordination Program. Upon vote, the MarION FAILED DUE TO A TIE VarE. Ms. Alford moved that the motion for the Board to approve the two additional Social Worker positions in the NHCHD be reconsidered and voted upon. Upon vote, the MOTION CARRIED. Mr. Elmore moved that the Board of Health approve the request for two additional Social Worker positions in the NHCHD Child Services Coordination Program. Upon vote, the MOTION CARRIED. Home Health Request for on Call Nurses Mr. Coble presented a recormnendation from the Executive Cormnittee to request two On Call Nurse positions for the NHCHD Home Health Agency. Ms. Maness moved for the Board of Health to approve hiring two Home Health On Call Nurses. Upon vote, the MarION CARRIED. Environmental Health Committee Dr. Spiro Macris, Chairman, reported that the Environmental Health Cormnittee met at 7:00 P.M. on Monday, March 22, 1993 at the health department. The Cormnittee reviewed a proposed schedule for the Repeal/Update of New Hanover County Board of Health Regulations. Regulations Governing Air Pollution Control adopted 11/2/66 were presented to the Board. These outdated regulations need to be repealed and revised to accommodate present Air Pollution Control needs. Dr. Macris moved from the Environmental Health Cormnittee to advertise for the repeal of the Air Pollution Control Regulations adopted 11/2/1966. Upon vote, the MarION CARRIED. Home Health Policy and Procedure Dr. Clancy, Chairman, Home Health Policy and Procedure Review Cormnittee, reported that the Cormnittee reviewed the Home Health Policy and Procedure Manuals. The manuals were found to be comprehensive and complete. This review is a Medicaid, Medicare and Joint Cormnission on Accreditation of Home Care Organizations requirement. 228 Mr. Elmore expressed that he was very impressed with the content of the Home Health manuals and that the review of these manuals I was the most educational experience he has encountered since being on the Board of Health. Employee Recognition Program Committee (ERPC) Dr. Clancy, Chairman, ERPC, presented to the Board of Health a proposed Employee Suggestion Program (ESP) for Agency Improvement Methods (AIM). The ERPC met at 5 PM on April 5, 1993 to explore mechanisms for recognizing and rewarding county employees, who bring cost-saving and efficiency ideas to their agency. He requested that the Board members review the ERPC Agency Improvement Methods before their next meeting. Mr. Parker suggested that the Board of Health invite Mr. Andre Mallette, Director, Department of Human Resources, to the May Board of Health meeting for his input on the study of the employee recognition program. Unfinished Business: Orientation to Boards of Health Manual Dr. Clancy recormnended that the Board of Health secure extra copies of the Association of North Carolina Boards of Health, Health Department Orientation Manual.
