M. on Wednesday, June 2, 1993, in the Dr. Thomas Fanning Wood Library, New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Mary Lou Alford, RN Thomas V. Clancy, MD W. Keith Elmore Robert G. Greer Dennis L. Jackson, DVM Mark Veenstra, PE Members Absent: Mary King Dean Laura Pitts Maness Edward L. Paul, Jr., OD Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Dr. Clancy presented the invocation. Recognition: c! Dianne T. Vosnock, Eastern District NCPHA, Laboratorian of the Year Award Mr. Coble recognized Ms. Dianne T. Vosnock, Laboratory Supervisor, as recipient of the Eastern District, North Carolina Public Health Association, (NCPHA), Laboratorian of the Year Award. Mr. Coble congratulated Ms. Vosnock on her career achievement. John Bullock, RPh., 100,OOOth Prescription Mr. Coble commended Mr. John Bullock, RPh, for filling over 100,000 prescriptions at the NHCHD. He recognized Mr. Bullock by presenting him a picture of Mr. Bullock and Mr. Parker displaying the 100,000th prescription. Mr. Parker stated that he estimates that Mr. Bullock's pharmaceutical services have saved New Hanover County approximately $300,000. March of Dimes Walk/America Campaign Mr. Coble recognized the NHCHD with a plague from the March of Dimes Walk/American Campaign. He introduced Lynetta Fennell, Chairman, and Ms. Avery Rollinson, Vice-Chairman. He extended congratulations to the chairmen and the health department staff 236 for being the third largest contributor ($2,064) in the New Hanover County March of Dimes Campaign. Employee Recognition I Mr. Andre Mallette, Director, Department of Human Resources thanked the Board of Health for submitting their proposal to him for the New Hanover County Employee Recognition Program (ERP). He stated that the County Benefits Committee plans to study the Board's ERP proposal and that it may be used as a model for the county-wide program. He explained that the county now has one recogni tion program for employees which is based on longevity. Mr. Mallette stated that the NHCHD is ranked as the number one county agency for staff recognition. Mr. Coble stated that Dr. Clancy, Chairman, ERP Committee, the ERP Committee and the Board have researched the proposal for recognition of outstanding employee achievements. He offered the Board of Health's assistance to Mr. Mallette in the development of the County ERP policy. Dr. Clancy stated he felt the Board's ERP proposal is in the appropriate hands for modification and development. Mr. Mallette stated he will present a progress report on the New Hanover County ERP to the Board in December 1993. Mr. Coble thanked Mr. Mallette for his interest in the proposed Employee Recognition Program. Board of Health Minutes I Mr. Coble called for corrections to the minutes of the meeting on May 5, 1993. The minutes were approved. Departmental Focal: Year 2000 Health Objectives Video Mr. Parker presented the departmental focal on the New Hanover County Year 2000 Health Objectives Committee. He announced that the committee will meet on June 10, 1993. Ms. Alford will serve on this committee. Mr. Parker showed a video entitled, "Healthy Carolinians 2000" explaining the Objectives and Strategies of the New Hanover County Year 2000 Health Objectives Committee. Committee Reports: Budget Mr. Coble reported that on behalf of the Board of Health, Mr. Veenstra, Chairman, Budget Committee, attended the New Hanover County Commissioner's meeting on May 24, 1993. Mr. Veenstra presented a budget request for the restoration of three Animal Control positions in the NHCHD Fiscal Year Budget 1993-94. These positions were excluded from the recommended budget. I I I I 237 Environmental Health Dr. Macris, Chairman, Environmental Health Committee, reported that the Wilmington City Council adopted a Resolution on May 4, 1993, authorizing McKim & Creed Engineers to conduct a feasibili ty study for disposal of septage and grease. Funding for this study will be allocated by the City of Wilmington and New Hanover County. Unfinished Business: New Business: AHEC Report Dr. Spiro Macris gave a summary of the Boards of Health Continuing Education Advisory Committee meeting held on April 29, 1993. The two topics of interest for the Boards of Health fall seminar were Health Care Reform and Legislative UPdate. The fall program will be a dinner meeting in October or November. Ms. Emi ly Rivenbark, Director, Public Health Programs, Coastal Area Health Education Center, is planning this program and has requested input from Board members and Health Directors. Dr. Macris announced that Ms. Vaughn Upshaw, Executive Director, Association of North Carolina Boards of Health (ANCBH) has resigned effective June 30, 1993. He reported that grant money will support the ANCBH through December 1993. Bills are being introduced in the General Assembly requesting the allocation of funds for the continuance of ANCBH orientation and continuing education seminars. A meeting will be held on May 11 in Raleigh to discuss the future of ANCBH if funding is not provided by the legislature. Quit smoking Pamphlet Ms. Denise Teachey, Health Promotions Director, presented a Quit Smoking" brochure, a resource guide prepared by the New Hanover/Brunswick Project ASSIST Coalition. She explained that this brochure was developed upon a request from Mr. Coble and is available to the public. Public Health and Health Care Reform Resolution Mr. Coble presented the Public Heal th and Health Care Reform Resolution to the Board. This resolution was passed by the North Carolina Association of Local Health Directors (NCALHD) on April 28, 1993. It has been distributed to the North Carolina General Assembly, Governor Jim Hunt and other state leaders. Following a discussion, Mr. Greer moved that the County Board of Health adopt the Public Health and Reform Resolution. Upon vote, the MOTION CARRIED. #1) . New Hanover Heal th Care (Attachment 238 Public Health Legislation UPdate I Mr. Parker presented a Public Health legislative update to the Board on the status of the following bills in the General Assembly. HB-1271 - N.C. Boards of Health Funds - Mr. Parker explained that HB-1271 would provide funds for the continuance of the operation of the Association of North Carolina Boards of Health. HB-957 Regulate smoking in Public (pre-emption) - Bill has passed the House. It would prevent local governments from adopting their own ordinances to control smoking in public. HB-459 No Tobacco Sales to Minors (knowingly) - Bill has passed the House. It would remove the word: "knowingly" from the tobacco sales to minors law and require merchants to check ID's. SB-69 Public Health Study Commission - Mr. Parker stated this is the most important Public Health bill in the Legislature and will establish a permanent Public Health Study Commission. HB-986 Amend Dangerous Dog Law - Mr. Parker reported that Ms. Donna Neal has worked on this bill which will require tattoos for identification of dangerous dogs. It will allow Animal Control to identify and kill repeat offenders (dogs). HB-1088 - County Health Board/Chiropractor - Bill did not pass. HB-1136 - Limit Cigarette Vending Sales - Bill did not pass. I Mr. Elmore moved that the New Hanover County Board of Health send letters to legislators endorsing HB-459 - No Tobacco Sales to Minors (knowingly) and HB-986 - Amend Dangerous Dog Law and send a letter opposing HB-957 Regulate smoking in Public (Pre-emption). Upon vote, the MOTION CARRIED. Cononents: Board Members Mr. Coble stated he had received another card from a staff member thanking the Board of Health for sponsoring the NHCHD staff appreciation luncheon. Health Director Mr. Parker reported that the County Commissioners approved two health department Child Service Coordination Social Worker positions on May 17, 1993. However, this item has been rescheduled for reconsideration on the County Commissioners I Agenda, June 21, 1993. I I I 239 Mr. Parker announced that a seminar on "Rabies: A Public Health Threat For The 90' s", will be held at the Area Health Education Center on Wednesday, June 2, 1993, from l:OO P.M. to 3:00 P.M. Mr. Parker introduced the following new staff member to the Board of Health: Pam Thomas, Public Health Nurse, Epidemiology Mr. Parker announced that the July Board of Health meeting will be held in the Fourth Floor Conference Room of the New Hanover County Courthouse. A tour of the New Hanover County Jail will be conducted prior to the regular business meeting. Mr. Parker reminded the Board of a historical presentation (video) and tour of Oakdale Cemetery to be presented by Mr. Daniel Shingleton, Regional MCC Director, and Mr. Parker during the North Carolina Public Health Association Annual Meeting, September 22 - 25, 1993 in Wilmington, N.C. (Bob) Parker Secretary to the Board Approved: , I J ATTACHMENT i 1 RESOLUTION PUBLIC HEALTH AND HEALTH CARE REFORM \ " ------.---- WHEREAS, health promotion and disease prevention services are the most cost effective means of containing health care expenditures; and WHEREAS, the greatest improvement in the health of North Carolina ci tizens can take place through a change in lifestyles and not through treatment of disease; and WHEREAS, health promotion and disease prevention ~ncrease years of life, plus quality years of life reduction of illness and disease; and services through WHEREAS, Local Public Health Departments are one of the major providers of health promotion and disease prevention services in North Carolina; THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Health reaffirms the abilities of Local Public Health Departments to improve the health of North Carolina citizens through health promotion and disease prevention activities, and BE IT FURTHER RESOLVED, that the North Carolina General Assembly provide substantial funding through a reallocation of existing resources to Public Health Departments for the provision of these services as a part of any health care reform package.
