HomeMy WebLinkAbout08/04/1993 BOH Minutes I I I 247 Mr. Coble called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8: 00 A.M. on Wednesday, August 4, 1993, in the Dr. Thomas Fanning Wood Library, New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Mary Lou Alford, RN Thomas V. Clancy, MD Mary King Dean W. Keith Elmore, RPh Robert G. Greer Dennis L. Jackson, DVM Laura Pitts Maness Mark A. Veenstra, PE Members Absent: Edward L. Paul, Jr., OD Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Mr. Greer presented the invocation. Mr. Coble called for corrections to the minutes of the meeting on July 7, 1993. The minutes were amended by Ms. Maness. The Board of Health approved the minutes as corrected. Recognition: 100% smokefree Establishments On behalf of the Board of Health, Mr. Coble recognized 16 New Hanover County Smokefree Establishments. J.Howard Beard Award Mr. Coble congratulated the NHCHD as the recipient of the J.Howard Beard Award granted by the National Association of County Health Officials. He recognized former and present Board of Health members, the NHCHD staff and Mr. Parker for their efforts in tobacco control in New Hanover County. Mr. Parker thanked Ms. Lynda Smith, Assistant Health Director, Ms. Denise Teachey, Health Promotions Director, and Ms. Frances De Vane, Administrative Assistant, for their assistance in tobacco control projects. 248 Departmental Focal: I A departmental focal was presented on Rabies. Dr. Clancy explained the medical aspects of Rabies. Mr. Ron Currie, Animal Control Director, informed the Board of rabid animal features and the enforcement of Rabies Laws. Ms. Donna Neal, Chairman, Animal Control Advisory Committee, presented proposed Rabies educational ideas including a Rabies packet for the public. Committee Reports: Budget Mr. Veenstra, Chairman, Budget Committee, reported that the approved NHCHD Fiscal Year Budget 1993-94 excluded three requested Animal Control positions. Mr. Coble moved for the Board of Health to resubmit a request to the County Commissioners for two additional Animal Control positions (one Animal Control Officer and one Animal Control Shelter Attendant) to be funded in the Health Department FY93-94 Budget. Upon vote, the MOTION CARRIED. Environmental Health Dr. Macris, Chairman, Environmental Health Committee, reported I that the Environmental Health Committee will meet on August 23, 1993. Health Promotions Mr. Elmore, Chairman, Health Promotions Committee, reported that the Health Promotions Committee met on July 19, 1993. Educational projects on Rabies were discussed. The Wilmington Morning Star Newspaper will feature and donate an educational insert on Rabies. Mr. Elmore advised the Board that HB-957 - Regulate smoking In Public - passed the General Assembly and will pre-empt local governments control of smoking effective October 15, 1993. The Heal th Promotions Commi ttee plans to meet and review the Wake County Smoking Control Rules adopted by the Wake County Board of Health. The Committee will submit to the Board of Health their recommendation, if any, concerning the adoption of a more restrictive New Hanover County Smoking Pollution Control Regulation. Mr. Elmore presented a request for one Injury Prevention Health Educator I position in the NHCHD. He recommended from Committee for the Board to submit a request to the County Commissioners for the establishment of this position. It was the consensus of the I Board to defer consideration of this request until the next NHCBH meeting. I I I 249 Unfinished Business: New Animal Control Shelter Update Mr. Coble displayed the architectural format for the proposed new Animal Control Center. He expressed that this building project and floor plan have been well researched. The new facility is to be located in front of the present Animal Control Shelter. Terminate Rankin Terrace Clinic Mr. Coble presented a recommendation from the NHCBH Executive Committee to terminate the Rankin Terrace Clinic. Mr. Parker explained that on July 1, 1993 all staff, except one Physician Extender, resigned from the Rankin Terrace Clinic. Wi th the establishment of the New Hanover Community Health Center, the Rankin Terrace Clinic budget will be decreased by approximately $150,000. Mr. Coble moved from the Executive Committee for the Board of Health to recommend to the New Hanover County Commissioners the official termination of NHCHD Rankin Terrace Clinic. Upon vote, the MOTION CARRIED. New Business: The Winning Shots....Immunize - Immunization Project Mr. Coble reported that the NHCHD has been awarded a $25,000 mini-grant, The Winning Shots....Immunize - Immunization Project, to support one Medical Office Assistant position to improve immunization tracking for the Health Department and private physicians in New Hanover County. Ms. Beth Day, Epidemiology Director, summarized that in January 1993 the Health Department was awarded $9,100 in Immunization Action Plan (IAP) Funds for the Immunization Winning Shots Project. Due to the success of this project, the original Winning Shots Immunization Project, the state has awarded an additional $25,000 to NHCHD contingent upon the approval of the Board of Health and the New Hanover County Commissioners. Ms. Day informed the Board that additional staff will be needed for immunization tracking. After a lengthy discussion, Mr. Coble moved from the Executive Committee for the Board of Health to accept the $25,000 IAP Mini-Project, The Winning Shots....Immunize Immunization Project, and to recommend to the County Commissioners the establishment of one Medical Office Assistant position for this immunization tracking project. Upon vote, the MOTION CARRIED. Voting Nay: Ms. Dean Ms. Maness 250 Comments: Board of Health Members Dr. Jackson Educator I meeting. requested a position job Health Board copy of a Injury Prevention description before the next Health Director Mr. Parker announced the Vector Control Mosquito Control Program has received an additional $14,469 from state funds. Mr. Parker introduced the following new staff members to the Board of Health: Marilyn Roberts, Administrative Assistant, Community Health Daisy Brown, Administrative Assistant, Administration Mr. Parker reminded the Board of the North Carolina Public Health Association Annual Meeting, September 22 24, 1993, Hilton Hotel, Wilmington, N.C. A historical presentation and tour of Oakdale Cemetery is to be presented by Mr. Daniel Shingleton, Regional MCC Director, and Mr. Parker.
