HomeMy WebLinkAbout12/01/1993 BOH Minutes I I I 277 Following the New Hanover County Health Department Home Health Agency Advisory Board meeting, Mr. Coble called the regular business meeting of the New Hanover County Board of Heal th (NHCBH) to order at 8:45 A.M. on Wednesday, December 1, 1993, in the Dr. Thomas Fanning Wood Library, New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Mary Lou Alford, RN Thomas V. Clancy, MD Mary King Dean W. Keith Elmore Robert G. Greer Dennis L. Jackson, DVM Laura Pitts Maness Edward L. Paul, Jr., OD Mark A. Veenstra, PE Members Absent: Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Ms. Alford presented the invocation. Mr. Coble called for corrections to the minutes of the meeting on November 3, 1993. The minutes were corrected by Ms. Maness and approved. Recognition: Ms. Lynda F. Smith, Assistant Health Director, presented Certificates of Appreciation for Excellence in the Reduction of Infant Mortality presented by the Governor's Commission to the following: Dr. Tabandeh Zand, Nutrition Director, for the Nutrition Program Pioneer Award Ms. Betty Jo McCorkle, Maternal and Child Care Director, for the Maternal Health Program Pioneer Award Mr. Robert S. (Bob) Parker, Health Director, for the Community Based Response Award Departmental Focal: A video: "Our Public Health Past - A Visit to Oakdale Cemetery, July 1, 1992, Wilmington, N. C." will be shown at the next Board of Health meeting on January 5, 1994. ;7 27g Committee Reports: I Executive Breast and Cervical Cancer Control Program Mr. Coble, Chairman, Executive Committee, reported that the Executive Committee met at 6:15 P.M. on November 22, 1993, and again reviewed the above program. He recommended from the Committee that the Board of Health not apply for the grant for the Comprehensive Breast and Cervical Cancer Control Program and that some other health care community agency apply for this grant. Mr. Parker explained that the health department does not have a Cancer screening program. The proposed program does not provide treatment and that these Cancer screening services could be rendered by the local hospitals, private physicians, or other health care providers. Ms. Creech presented a total projected budget of $48,460 to establish and implement a Breast and Cervical Cancer Program. State contributions from the State grant would be $27,793 and the the county would contribute $20,667. After discussion Mr. Coble moved from the Executive Committee I that the Board of Health decline to apply for the proposed grant for the Comprehensive Breast and Cervical Cancer Control Program and that the Board request that the Department of Environment, Health and Natural Resources request that other New Hanover County health care providers apply for the Breast and Cervical Cancer grant. Upon vote, the MOTION CARRIED. Voting Nay: Unfinished Business: Ms. Maness Rules Governing the Operation of Retail Seafood Markets and Vehicles Dr. Macris, Chairman, Environmental Health Committee, reported that the Committee met at 7 P.M. on November 16, 1993 and reviewed the proposed Rules Governing The Operation of Retail Seafood Markets and Vehicles. A public hearing was held on September 20, 1993 to receive input from New Hanover County seafood vendors. He reviewed the proposed changes to the seafood and vehicle rules. After discussion Dr. Macris moved from the Environmental Health Committee to repeal the existing Shellfish-Seafood Ordinance adopted January 5, 1983. Upon vote, the MOTION CARRIED. I I I 279 Dr. Macris moved from the Environmental Health Committee to adopt the proposed Rules Governing The Operation of Retail Seafood Markets and Vehicles In New Hanover County. Dr. Paul moved to amend the above motion to delete Section 2006, paragraph (d) Lavatory and Toilet Facilities. Upon vote, the MOTION CARRIED. The amended motion was then voted upon. Upon vote, the MOTION CARRIED. Septage and Waste Grease Dr. Macris stated the Environmental Health Committee has been studying the disposal of septage in New Hanover County. McKim and Creed have completed their evaluation and one recommendation was to take septage to the Southside Treatment Plant which would require modifications. Dr. Macris recommended from Committee that the Board of Health send a letter signed by Mr. Coble to Wilmington City Council and Ci ty Council Elect and the New Hanover County Commissioners expressing the Board's concern regarding their joint responsibility to address the issue of septage and waste grease disposal due to health risks involved with foodservice facilities and possible failure of grease and septage systems. Dr. Macris moved for the Board of Health to send the letter prepared by Mr. Coble to the above officials regarding septage and waste grease disposal in New Hanover County. Upon vote, the MOTION CARRIED. Proposed Changes in Regulations Concerning Ferrets Ms. Donna Neal, Chairman, Animal Control Advisory Committee, recommended from Committee that the Board of Health adopt the proposed ferret regulation. This regulation would require ferrets to be spayed or neutered, registered, and vaccinated against Rabies at age three months. If a ferret bites it is to be surrendered to Animal Control. Ferret breeding would be prohibited in New Hanover County. She explained that if the regulation is passed, it will place restrictions on the sale and possession of ferrets. The present ban on ferrets will expire on January 4, 1994. Dr. Jackson moved to place the adoption of the Regulations For The Possession, Sale and Distribution of Ferrets on the January 5, 1994 Board of Health agenda and to advertise for the amendment to and the adoption of this regulation. Upon vote, the MOTION CARRIED. 280 Ms. Neal stated she is working with the Board of Education and the Health Promotions Committee on the Rabies Education project. She advised the Board that the Second Annual Inner City Rabies Clinic held on Saturday, November 6, 1993 at the Five Points Community Center in Wilmington, N.C. was successful. New Business: Nominating Committee Appointment Mr. Coble appointed the following Board members to the Nominating Committee: Dr. Jackson, Chairman Ms. Alford Mr. Greer The Nominating Committee will submit their nominees for the 1994 Chairman and Vice-Chairman of the Board at the January 5 Board meeting. Blood Drive Ms. Lynda F. Smith, Assistant Health Director, invi ted Board members to participate in the New Hanover County Employee Blood Drive. Comments: I Board of Health Members Mr. Coble distributed Association of North Carolina Boards of Health surveys to the Board for their input regarding the Jeralds-Ezzell-Fletcher (JEF) Health Care Reform Act of 1993. Dr. Paul explained that the Environmental Health Committee is reviewing a February 15, 1993 draft of proposed Rules Governing the Standards for Operation of Acupuncture, Body /Ear Piercing, Electrolysis, Tattoos and Other Establishments Conducting Similar Procedures. Dr Jackson asked for input regarding the nomination for the 1994 Board of Health slate of officers. Health Director Mr. Parker introduced the following new health department employees: Helen Black, Public Health Nurse, Home Health Nona Schmook, Public Health Nurse, Home Health Norma Troutman, Business Officer, Home Health Susan Turner, Public Health Nurse, Home Health Joan Russell, Public Health Nurse, Home Health I / / I I 281 Mr. Parker encouraged Board members to attend the Health Department Annual Christmas Party, from 12 P.M. - 2 P.M. on Friday, December 17, 1993. The Association of North Carolina Boards of Health Annual meeting will be on January 14, 1993, in Raleigh, N.C. \ Mr. Parker reported there were 16,011 teen births in North Carolina in 1992. Mr. Parker commended the NHCHD Home Health Agency for receipt of their Annual Recertification Survey showing that their facility is in compliance with no deficiencies. Ms. Smith, Assistant Health Director, displayed dolls that were dressed by health department staff for the Annual Dress-A-Doll Salvation Army project. Mr. Parker requested that Board members observe the new hallway wall hanging designating the NHCHD as the oldest health department and Board of Health in North Carolina.
