The New Hanover County Board of Health met on Wednesday, January 6, 1982 at
the New Hanover County Health Department.

Dr. Eakins, Chairman, called the meeting to order at 8:03 A. M. and called
for corrections to the December 2, 1981 minutes. Mrs. Hall moved the minutes
be approved. Mr. Whaley seconded the motion and it carried unanimously.
New Board Appointments: Dr. Eakins reported that Larry Neal and Carl Durham
had been reappointed to the Board of Health for another term and welcomed
them. An Oath of Office was administered to the reappointed members.

New Officers: The Nominating Committee nominated Carl Durham as Chairman and
Roma Lee Hall as Vice Chairman of the Board of Health for 1982. There being
no other nominations Mr. Grathwo1 moved that the nominees be accepted and that
nominations be closed. Dr. Franklin seconded the motion and it carried un-
animously. Mr. Grathwo1 moved that Mr. Durham and Mrs. Hall be elected by
acclamation. Dr. Franklin seconded the motion and it carried unanimously.
At Mr. Durham's request Dr. Eakins continued to chair the remainder of the
meeting indicating that this would provide for good transition.
Summary of 1981 Activities: Dr. Eakins briefly summarized the activities of
the Board during 1981: Committees established to review Health Department
Activities, Jail Health Program implemented, required licensing for Septic
Tank Pumpers and Installers, reviewed and updated programs dealing with waste
water ground application, dilapidated hazardous housing, Solid Waste Disposal,
Well water, Drainage, Restaurant inspections, Shellfish/Seafood Regulations
and the New Hanover County Health Department Grievance Policy.
Well Ordinance Committee Report: Mr. Durham reported that the Well Ordinance
Committee had met once during the month and is still working on definitions.
A report will be forthcoming within the next two or three months.

State Sewage Rules: Mr. Brown reported that he and John Moran, Environmental
Health Chief, are comparing the State Regulations with our local Ordinance to
insure consistency with each one. An updated draft of the local Ordinance
will then be forwarded to the Septic Tank Committee for their review.
Mr. Pope advised the Board that the definition of Mound System adopted at
the December 2, 1981 meeting as an amendment to our local rules and regula-
tions should be advertised and posted.

After discussion of what Ordinance, Rules or Regulations under which we are
now operating, Mr. Grathwol moved that the Board adopt, by reference, the
State's new and current local Ground Absorption Sewage Disposal Regulations,
new Article 13C, (House Bill 838), as amended and effective January 1, 1982.
Dr. Eakins seconded the motion and it carried unanimously.

Small Community Water Systems Report: Mr. Brown reported on testing Small
Community Water Systems in New Hanover County. The State Division of Health
Services maintains jurisdiction for regulating, inspecting and testing Small
Community Water Systems. Tests run on those water systems are collected by
the system owner or operator and submitted to the State Laboratory or a local
laboratory approved for testing. Board members were concerned that there
appears to be no chain of custody or quality control in collecting and sub-
mitting the samples. After some discussion of water testing procedures it
was decided that Mr. Brown and Mr. Blake would further discuss this procedure
and make recommendations regarding the Health Department's role.
Animal Control Advisory Committee: Dr. Neal and Mr. Durham will work out the
details regarding the appointment of the Animal Control Advisory Committee
and present them at the February 1982 meeting.
Vacant Position on Board: Mr. Blake indicated that Mr. Reeder was unable to
accept an appointment to another term since his new position requires travel-
ing and his additional time. Mr. Blake stated he was working to fill the
vacancy created on the Board and would appreciate any suggestions from Board
Members.
Mr. Grathwo1 thanked Dr. Eakins, on behalf of the Board of Health, and expressed I
the Board's sincere appreciation for the fine job he has done as Chairman
during 1981.
Mr. Durham also thanked the Board for the confidence they placed in him by
electing him as the new Chairman.
Septage Task Force: Mr. Brown reported on the Sewage Treatment Symposium
held in Chicago. He also reported that the meeting with Mr. Cooper relative
to the Symposium concluded with the formation of a small task force composed
of the County Manager, County Engineer, Health Director, Board of Health
Member and a private engineer to discuss the various alternatives for the dis-
posal of septage in New Hanover County.
There being no further business Dr. Eakins moved the meeting be adjourned.
Mr. Grathwo1 seconded the motion and it unanimously carried and the meeting
was adjourned at 9:10 A. M.
